which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a pilot program to address critical workforce integration and national security imperatives.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Guard for National Service Act</short-title></quote>.</text></section><section id="H4A53B2848C6449479C128C881D3B452F"><enum>2.</enum><header>Pilot program to address critical workforce integration and national security imperatives</header><subsection commented="no" display-inline="no-display-inline" id="id320f9d6053e34aa89b4dcbfe5032abfc"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Chief of the National Guard Bureau and the Chief Executive Officer of the Corporation for National and Community Service shall establish a pilot program to address critical workforce integration and national security imperatives through activities conducted by the National Guard Bureau and under the national service laws, which shall include the following:</text><paragraph id="H6DB5C13E6E5E4D35AB8328CFA2F282C3"><enum>(1)</enum><header>Critical infrastructure protection</header><text display-inline="yes-display-inline">Activities to proactively safeguard essential systems and assets that are vital for the functioning of the society and economy of the United States, including systems of transportation, energy, communications, and water management.</text></paragraph><paragraph id="HCF364734C87D44108BBBE027882411FD"><enum>(2)</enum><header>Cybersecurity capacity-building</header><text>Activities related to the training and deployment of participants and members of the National Guard to assist local and Tribal governments, elementary and secondary schools, institutions of higher education, and nonprofits in strengthening their security protocols and resilience.</text></paragraph><paragraph id="H94A6D59B939E48BD8363467DAB18A731"><enum>(3)</enum><header>Disaster preparedness and community resilience</header><text>Activities to expand efforts in community preparedness and resilience to reduce risks to civilian life and strategic infrastructure due to major disasters and ensure their ability to be resilient should an event occur.</text></paragraph><paragraph id="H6E367B06935D4C6CA0BD25D5099E6566"><enum>(4)</enum><header>Workforce development and financial security</header><text>Activities to establish a nationwide employment and training pipeline that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6a44b842ca7d468a89748376e6347081"><enum>(A)</enum><text display-inline="yes-display-inline">connects part-time National Guard and Reserve service members with structured career pathways through programs established under the national service laws;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7787737a5bdf4489b6bc0a2c9398b3ec"><enum>(B)</enum><text display-inline="yes-display-inline">addresses economic insecurity; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9b3503ac14de47d9aaf2be0f3b2b0427"><enum>(C)</enum><text display-inline="yes-display-inline">ensures workforce stability.</text></subparagraph></paragraph></subsection><subsection id="id9d9746e2de0a40f3bedc2f9943676e11"><enum>(b)</enum><header>Definitions</header><text>For purposes of this section:</text><paragraph commented="no" display-inline="no-display-inline" id="idb4a6d4f82eac4c259c2d95b1c7948686"><enum>(1)</enum><header>National guard</header><text>The term <term>National Guard</term> has the meaning given such term in section 101 of title 32, United States Code.</text></paragraph><paragraph id="id549c889d13894d6096ce41dd8f97ccae"><enum>(2)</enum><header>National service laws</header><text>The term <term>national service laws</term> has the meaning given such term in section 101 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12511">42 U.S.C. 12511</external-xref>).</text></paragraph><paragraph id="idaf53d91719844127993bf1c288ecb759"><enum>(3)</enum><header>Participant</header><text>The term <term>participant</term> has the meaning given such term in section 101 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12511">42 U.S.C. 12511</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
