which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To expand the boundaries of the Shenandoah Valley Battlefields National Historic District, to recognize and enhance the Shenandoah Valley Battlefields National Historic District partnership model, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Shenandoah Valley Battlefields National Historic District Boundary Expansion and Partnership Act of 2026</short-title></quote>.</text></section><section id="id93f55771c7dd48cfb3039e772376ad32"><enum>2.</enum><header>Expansion and administration of Shenandoah Valley Battlefields National Historic District</header><subsection commented="no" display-inline="no-display-inline" id="id9e2c32a0daf24f9bb36312daf3b810ec"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id2e0e37e72b7f4130ab523a307b267640"><enum>(1)</enum><header>District</header><text display-inline="yes-display-inline">The term <term>District</term> means the Shenandoah Valley Battlefields National Historic District established by subsection (e) of the Shenandoah Valley Battlefields National Historic District and Commission Act of 1996 (section 606 of division I of the Omnibus Parks and Public Lands Management Act of 1996) (<external-xref legal-doc="usc" parsable-cite="usc/54/320101">54 U.S.C. 320101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/104/333">Public Law 104–333</external-xref>) (as amended by subsection (b)).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0a7eee89a9714b23b46420fe8b8e7a14"><enum>(2)</enum><header>Management entity; plan</header><text display-inline="yes-display-inline">The terms <term>management entity</term> and <term>plan</term> have the meanings given those terms in subsection (d) of the Shenandoah Valley Battlefields National Historic District and Commission Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/54/320101">54 U.S.C. 320101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/104/333">Public Law 104–333</external-xref>).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida66081bef6a540a189aa54115d93aa85"><enum>(b)</enum><header>Boundary expansion</header><text>Subsection (e) of the Shenandoah Valley Battlefields National Historic District and Commission Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/54/320101">54 U.S.C. 320101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/104/333">Public Law 104–333</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="ide56b5920139844a98f35fd5270a09c9a"><enum>(1)</enum><text>in paragraph (1), by striking <quote>Commonwealth of Virginia</quote> and inserting <quote>States of Virginia and West Virginia</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2cf47e10693943d6a1f74f592b7296ac"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id935c6690549f4927bc31d37c44538c6f"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>(A) The corridor shall consist of lands and interests therein as</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id81a5b9f22c444bd9b2c193e014ec173a"><subparagraph commented="no" display-inline="no-display-inline" id="id0e66a472d39348a99ee33cf5810b6e9f"><enum>(A)</enum><header>In general</header><text>The District shall consist of—</text><clause commented="no" display-inline="no-display-inline" id="id804cfd522fd74cce9388580a5e59b0c4"><enum>(i)</enum><text display-inline="yes-display-inline">land and interests in land, as</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id717a3aa4a52b4e3aa32bcc3484cc889d"><enum>(B)</enum><text>in subparagraph (A)—</text><clause commented="no" display-inline="no-display-inline" id="id5b667e8e896b403ebd8ae7fdcf98c4b8"><enum>(i)</enum><text display-inline="yes-display-inline">in clause (i) (as so designated), by striking the period at the end and inserting a semicolon; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id7e5099384e9244a584faa6553b8c570b"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2195eabc5ee84548bbd62e82f469655e"><clause id="id48b8e15eb0e249cda699e8fd06fbbf57"><enum>(ii)</enum><text>Rockbridge County, Virginia;</text></clause><clause commented="no" display-inline="no-display-inline" id="id82f680d715e845bc9dd979f32228e304"><enum>(iii)</enum><text display-inline="yes-display-inline">Berkeley, Jefferson, and Morgan Counties, West Virginia; and</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0c1a938c9de2487cbb2d68d3eed1d625"><enum>(C)</enum><text>in subparagraph (B)—</text><clause id="id263fc84448414014ab9b5c3ffd583318"><enum>(i)</enum><text>by striking <quote>subparagraph (A)</quote> and inserting <quote>clause (i) or any of the counties described in clauses (ii) and (iii)</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idbee9aafeb5f04cdea076424e95c29404"><enum>(ii)</enum><text>by striking <quote>(B) The District shall consist of historic</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id96cec43125984283b1fb893105e7477d"><clause commented="no" display-inline="no-display-inline" id="idb953dfa19695457ba02f3ed12529a9df"><enum>(iv)</enum><text>any historic</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbcb352880dcb414db10d5f8fbaa045cf"><enum>(D)</enum><text>in subparagraph (C), by striking <quote>(C) The map referred to in subparagraph (A)</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7749dad1fee245e584e094446fd97709"><subparagraph commented="no" display-inline="no-display-inline" id="idd2c822cfd6bb4ab58054501cf3c3085a"><enum>(B)</enum><header>Availability of map</header><text>The map referred to in subparagraph (A)(i)</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc23e578a1d2d430bb9863b150c8a3cb2"><enum>(c)</enum><header>Administration</header><paragraph commented="no" display-inline="no-display-inline" id="id0877eb30e3ab4027ba5567d8ab2269db"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The District shall be managed and administered by the management entity—</text><subparagraph commented="no" display-inline="no-display-inline" id="id942ee613608043a5925d9f344c96a090"><enum>(A)</enum><text display-inline="yes-display-inline">as a distinct National Historic District partnership model; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idacdbe579e7a549a1b9310f90c149e461"><enum>(B)</enum><text display-inline="yes-display-inline">subject to paragraph (2), in accordance with—</text><clause commented="no" display-inline="no-display-inline" id="id8843e7302d71428792872d16d6b2e740"><enum>(i)</enum><text display-inline="yes-display-inline">the purposes described in subsection (c) of the Shenandoah Valley Battlefields National Historic District and Commission Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/54/320101">54 U.S.C. 320101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/104/333">Public Law 104–333</external-xref>); and</text></clause><clause commented="no" display-inline="no-display-inline" id="id273c73a6c4e24ad58e7e29d5f64dd5ca"><enum>(ii)</enum><text display-inline="yes-display-inline">the plan, subject to the condition that the plan shall be updated as necessary to address interpretive measures, partnerships, and other resources and needs in the areas added to the District by the amendments made by subsection (b).</text></clause></subparagraph></paragraph><paragraph id="id447fbe37a2974d41959126c27e6a67a3"><enum>(2)</enum><header>References</header><text>Any reference contained in the Shenandoah Valley Battlefields National Historic District and Commission Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/54/320101">54 U.S.C. 320101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/104/333">Public Law 104–333</external-xref>) or the plan to the <quote>Commonwealth of Virginia</quote> shall be considered to be a reference to the <quote>States of Virginia and West Virginia</quote>.</text></paragraph><paragraph id="idb9e493130fd44817b52113a0b9a7c89e"><enum>(3)</enum><header>Applicability of other law</header><text>Notwithstanding any other provision of law, the District shall not be subject to the administrative provisions or funding allocation formulas applicable to components of the National Heritage Area System under section 6001 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act (<external-xref legal-doc="usc" parsable-cite="usc/54/320101">54 U.S.C. 320101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/116/9">Public Law 116–9</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idad53ebc4e02842488893fb2461747dd3"><enum>(4)</enum><header>Eligibility for funding</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, for fiscal year 2027 and each fiscal year thereafter, the District and the management entity shall continue—</text><subparagraph commented="no" display-inline="no-display-inline" id="idef827b9870794e019bc23fd2c8bb5863"><enum>(A)</enum><text display-inline="yes-display-inline">to receive funding for purposes of management and administration of the District in an amount equal to not less than the amount provided for those purposes in fiscal year 2026; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb9d9f2c42a294bc0bf6c0ace7992d84a"><enum>(B)</enum><text display-inline="yes-display-inline">to be eligible for any technical assistance or grants otherwise available to National Heritage Areas.</text></subparagraph></paragraph></subsection><subsection id="ida56c1dc16ab94094989daa8010c57d2a"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated—</text><paragraph commented="no" display-inline="no-display-inline" id="id8006f7f0b09c41b99f8db593199abd46"><enum>(1)</enum><text display-inline="yes-display-inline">for fiscal year 2027 and each fiscal year thereafter, $1,250,000 to the management entity, of which—</text><subparagraph id="id001e84c6d3534f238a0c43abd38cdad0"><enum>(A)</enum><text>not more than $625,000 for each fiscal year shall be used for operations of the management entity; and</text></subparagraph><subparagraph id="ida886db1c159d48e48ccbe669c6e8e1c4"><enum>(B)</enum><text>not more than $625,000 for each fiscal year shall be used for the operation and maintenance of the battlefield parks, visitor facilities, and preserved historic properties in the District; and</text></subparagraph></paragraph><paragraph id="id2c5afd60a8ee44ab97af53043fd83a85"><enum>(2)</enum><text>for each of fiscal years 2027 through 2033, $2,500,000 for—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3dc454c0fd62437b9eed658705924ab7"><enum>(A)</enum><text display-inline="yes-display-inline">grants and technical assistance under subsection (g) of the Shenandoah Valley Battlefields National Historic District and Commission Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/54/320101">54 U.S.C. 320101</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/104/333">Public Law 104–333</external-xref>); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc10d9030742e4dd19dc953b8ca50c804"><enum>(B)</enum><text display-inline="yes-display-inline">the acquisition from willing sellers of land and interests in land for the District.</text></subparagraph></paragraph></subsection><subsection id="idfdf7dabe336d486f914ee2c31732f40b"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary of the Interior shall submit to Congress a report that includes recommendations of the Secretary for methods to replicate the partnership model used in the District at other locations in the National Park System.</text></subsection></section></legis-body></bill>
