<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 5119</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260723">July 23, 2026</action-date><action-desc><sponsor name-id="S369">Mr. Markey</sponsor> (for himself, <cosponsor name-id="S372">Mrs. Capito</cosponsor>, <cosponsor name-id="S390">Mr. Van Hollen</cosponsor>, <cosponsor name-id="S252">Ms. Collins</cosponsor>, <cosponsor name-id="S327">Mr. Warner</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S275">Ms. Cantwell</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S311">Ms. Klobuchar</cosponsor>, <cosponsor name-id="S437">Mr. Justice</cosponsor>, <cosponsor name-id="S322">Mr. Merkley</cosponsor>, and <cosponsor name-id="S398">Mr. Cramer</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the United States Postal Service to sell the Alzheimer's semipostal stamp for 6 additional years.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H32E0F683BAF84EB1AD8893D09011D8AD"><section section-type="section-one" id="H8B51D1DDC895430E92A2E36FEBBBCD08"><enum>1.</enum><header>Alzheimer's semipostal stamp</header><subsection id="H4C90181705DA4BC085738A72D8658F10"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text><paragraph id="id22985CE69B21460096C492331A1D7248"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>Alzheimer's semipostal stamp</term> means the Alzheimer's semipostal stamp that the Postal Service began offering for sale on November 30, 2017, under the discretionary authority under section 416(b) of title 39, United States Code;</text></paragraph><paragraph id="idF0A4E4C201BB4779A5FE9410B9BBC1FD"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>Postal Service</term> means the United States Postal Service; and</text></paragraph><paragraph id="id5AA166B266354C838A4C7670F8D94234"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>semipostal stamp</term> has the meaning given the term <quote>semipostal</quote> in section 416(a)(1) of title 39, United States Code.</text></paragraph></subsection><subsection id="id4E4D8292240B45DBA4FBB8B4CE339404"><enum>(b)</enum><header>Continued sale</header><text display-inline="yes-display-inline">In order to afford a convenient way for members of the public to contribute to funding for medical research relating to Alzheimer's disease, the Postal Service shall continue to sell the Alzheimer's semipostal stamp for a 6-year period beginning on the date on which the Postal Service, but for the enactment of this Act, would have discontinued sales of the Alzheimer's semipostal stamp.</text></subsection><subsection id="H4C83C2BE5FC444AAB3EA5A4875B35ADD"><enum>(c)</enum><header>Terms and conditions</header><paragraph id="H6C65C70B63444C88AEC2C1E3D6B187E0"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in this subsection, the sale of the Alzheimer's semipostal stamp during the period described in subsection (b) shall be governed by section 416 of title 39, United States Code, and regulations issued under that section.</text></paragraph><paragraph id="H6157B90A3CEE4CB1AEF17CC249B8F280"><enum>(2)</enum><header>Disposition of proceeds</header><text display-inline="yes-display-inline">All amounts becoming available from the sale of the Alzheimer's semipostal stamp (as determined under section 416(d) of title 39, United States Code) during the period described in subsection (b) of this section shall be transferred to the National Institutes of Health, for the purpose described in that subsection, through payments which shall be made not less frequently than 2 times a year.</text></paragraph><paragraph id="idA1764EEA71F44C239F049683FB7C9C90"><enum>(3)</enum><header>Legal authority and effect</header><text>During the period described in subsection (b), the Alzheimer's semipostal stamp shall be considered to be issued under this section and not under subsection (b) of section 416 of title 39, United States Code, including for purposes of any limitation under that section (including any regulation prescribed under subsection (e)(1)(C) of that section) relating to whether more than 1 semipostal stamp may be offered for sale at the same time.</text></paragraph></subsection></section></legis-body></bill>
