<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 5109</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260723">July 23, 2026</action-date><action-desc><sponsor name-id="S378">Mr. Lankford</sponsor> (for himself and <cosponsor name-id="S337">Mr. Coons</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the Department of Justice to provide grant funding to accredited nonprofit organizations to provide better access to needed training for law enforcement officers in rural and smaller communities.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Training Rural Law Enforcement Officers Act of 2026</short-title></quote>.</text></section><section id="ida45526e1dc7c4654afdd994b17e7fa14"><enum>2.</enum><header>Training rural law enforcement</header><subsection commented="no" display-inline="no-display-inline" id="id56fd465f805149dfac2324aaa3290eb1"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text>Congress finds the following:</text><paragraph id="id149ef0f14acc41219b8d43b7bfb0f142"><enum>(1)</enum><text>There are more than 18,000 local police departments and 3,000 sheriff’s offices in the United States. Of the local police departments in the United States—</text><subparagraph commented="no" display-inline="no-display-inline" id="ide76fe7401db8495d902d7a875cf8bced"><enum>(A)</enum><text display-inline="yes-display-inline">nearly half have fewer than 10 sworn officers;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id771e67638cd547bd8d329b094694cf7b"><enum>(B)</enum><text>3 out of 4 have fewer than 2 dozen sworn officers; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id083a67a44c8747bf9a458b91eaa4c74e"><enum>(C)</enum><text display-inline="yes-display-inline">8 out of 10 have fewer than 50 sworn officers.</text></subparagraph></paragraph><paragraph id="id19116e70f41a4b2cafd7b7baad16a975"><enum>(2)</enum><text>Federal funding available through grants administered by the Department of Justice for law enforcement is frequently complex in terms of the application process and requires specific reporting mandates.</text></paragraph><paragraph id="idcf0cb2332ac6489986177254f6e52b8d"><enum>(3)</enum><text>Smaller and rural law enforcement agencies often forego pursuing Federal funding opportunities as that pursuit creates a demand on already limited staffing, and those smaller and rural law enforcement agencies simply lack the experience and resources to navigate through the application process and to successfully adhere to the multitude of reporting requirements.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idadb8d50993814ce3bc7c6a817b4cc638"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id0830b8138224462d9959f6ddc7d67f9e"><enum>(1)</enum><header>Accredited nonprofit organization</header><text>The term <term>accredited nonprofit organization</term> means a nonprofit organization that, as determined by the Attorney General, has—</text><subparagraph commented="no" display-inline="no-display-inline" id="id944af4b746a44784a0cbee141f250a9f"><enum>(A)</enum><text display-inline="yes-display-inline">the proper experience and expertise in relevant law enforcement training; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id406df232db6449408207b828dce91770"><enum>(B)</enum><text display-inline="yes-display-inline">a strong track record of successfully conducting relevant law enforcement training in a particular training discipline.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide7f173e5b29743d881d1c6ff35eaa7ac"><enum>(2)</enum><header display-inline="yes-display-inline">Law enforcement training grant</header><text>The term <term>law enforcement training grant</term> means a grant awarded by the Attorney General under the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10101">34 U.S.C. 10101 et seq.</external-xref>) for the purpose of law enforcement training.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8fe1488195f14beebcb9c8c0b4e6f106"><enum>(c)</enum><header>Authorization</header><text>An accredited nonprofit organization or State government entity shall be eligible to receive any law enforcement training grant for the purpose of providing training to State and local law enforcement agencies with fewer than 50 sworn law enforcement officers at no cost to the law enforcement agency only for an eligible activity described in subsection (d).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="ide825182d3b6949b180e0316c14796d68"><enum>(d)</enum><header>Eligible activities</header><text>An eligible activity described in this subsection is training in 1 or more of the following:</text><paragraph id="id51bea56afc094f39afe58cd0635cdad6"> <enum>(1)</enum> <text>De-escalation training for law enforcement officers using a certified training program or course (as defined in section 508(a) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10159">34 U.S.C. 10159(a)</external-xref>)).</text>
 </paragraph><paragraph id="id3db778b01a9348c3847a0c0cde23b828"><enum>(2)</enum><text>Officer wellness programs.</text></paragraph><paragraph id="id4aefd9a802ed44d49474847f09d68e4d"><enum>(3)</enum><text>Leadership training.</text></paragraph><paragraph id="id78857e73706e4531ab6d869b38526259"><enum>(4)</enum><text>Victim-centered training for law enforcement officers in handling situations of domestic violence.</text></paragraph><paragraph id="idb74b02973c2b4dd29f21e99d7b3a9beb"><enum>(5)</enum><text>Critical incident response and management.</text></paragraph><paragraph id="id36b1a3e9574d488295bb2c0bbadac482"><enum>(6)</enum><text>Evidence-based law enforcement safety training for—</text><subparagraph id="id7d9f0ac287a14b9bbb5b0281c90016bf"><enum>(A)</enum><text>active shooter situations;</text></subparagraph><subparagraph id="id99f0515b19c54b45b31dbc98ea3437b0"><enum>(B)</enum><text>the safe handling of illicit drugs and precursor chemicals;</text></subparagraph><subparagraph id="id588cc96471c54502bcf9425f6007ba9e"><enum>(C)</enum><text>rescue situations;</text></subparagraph><subparagraph id="id221d39aaff2a4f529c332c24b03dedf3"><enum>(D)</enum><text>recognizing and countering ambush attacks; or</text></subparagraph><subparagraph id="id065bac54c8a849759ac45079d74a00ee"><enum>(E)</enum><text>response to calls for service involving—</text><clause id="id6f65813208ae46e18e04795c4381141f"><enum>(i)</enum><text>persons with mental health needs;</text></clause><clause id="id9cce7b3b871e44a19f380d75171a8552"><enum>(ii)</enum><text>persons with substance use disorders;</text></clause><clause id="id87d58e158b8f4f489e8a7b617a7e6dd1"><enum>(iii)</enum><text>veterans;</text></clause><clause id="ideef9316e7c754d2f9f21f9024792f634"><enum>(iv)</enum><text>persons with disabilities;</text></clause><clause id="id44a57dae3c044bc1b6d37c3e0fd7c64f"><enum>(v)</enum><text>vulnerable youth;</text></clause><clause id="idb6787775f15b4bc2806e8b89fc9c56e4"><enum>(vi)</enum><text>persons who are victims of domestic violence, sexual assault, or trafficking; or</text></clause><clause id="id6f0a8e5e7af9452897f6b95eb0b22198"><enum>(vii)</enum><text>persons experiencing homelessness or living in poverty.</text></clause></subparagraph></paragraph><paragraph id="id12794730cbbd425988cbb2ed399dcea1"><enum>(7)</enum><text>Specialized training to law enforcement officers to enhance their conflict resolution, mediation, problem solving, service, and other skills needed to work in partnership with members of the community.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9e9acdf2c21b48ef8c2e359e286e7427"><enum>(e)</enum><header>Amendment</header><text>Section 501(b) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10152">34 U.S.C. 10152(b)</external-xref>), is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id8006b307874e42d6b19818df210ae76b"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively and shifting the margins accordingly;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd0d03664572e4b60ad6274fc01135afb"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>A State</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id581e980f42d74f04909e79775aa4e677"><paragraph commented="no" display-inline="no-display-inline" id="idb9f28f44a1fc490eb330c36f62378310"><enum>(1)</enum><header>In general</header><text>A State</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id04a9e913451e42dfbc560f4ead628727"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd64e75f24a6f430b8d62301478d2e3d1"><paragraph commented="no" display-inline="no-display-inline" id="idd19ca6efe0174c528ab28f9d8403e25a"><enum>(2)</enum><header>Pooling grants</header><text>2 or more localities receiving grants under this part may elect to pool all or a portion of those grants to contract with an accredited nonprofit organization (as defined in section 2(b) of the <short-title>Training Rural Law Enforcement Officers Act of 2026</short-title>) for the purpose of providing training to the group of localities that have pooled such grants.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
