<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4984</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260715">July 15, 2026</action-date><action-desc><sponsor name-id="S374">Mr. Cotton</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Rehabilitation Act of 1973 to ensure workplace choice and opportunity for young adults with disabilities.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H5DD83E7A702744E798D100D1967A1910"><section section-type="section-one" id="HDD4B3D8722A8451CB8ADEE750FB119BB"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restoration of Employment Choice for Adults with Disabilities Act</short-title></quote>.</text></section><section id="H601427B5B63743A4BA4BA1017F896711"><enum>2.</enum><header>Use of subminimum wage</header><text display-inline="no-display-inline">Section 511 of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/794g">29 U.S.C. 794g</external-xref>) is amended—</text><paragraph id="H1E013E68517B4123BB3205CC59CC4A8A"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="H08E9965646914258B2817831FBF77A66"><enum>(A)</enum><text>in the matter preceding paragraph (1)—</text><clause id="H7A46D4FA7EDC45FB91A0BBB948548C2C"><enum>(i)</enum><text>by striking <quote>No</quote> and inserting <quote>Any</quote>;</text></clause><clause id="H68C0841C13B041AEBC231B5F9D840A23"><enum>(ii)</enum><text>by striking <quote>24 or younger</quote> and inserting <quote>18 or older</quote>; and</text></clause><clause id="HA696D355526F48358365C7F7801F7AAA"><enum>(iii)</enum><text>by striking <quote>unless</quote> and inserting <quote>if</quote>; and</text></clause></subparagraph><subparagraph id="HED29A46EB54849CAB0F265D437E2DC24"><enum>(B)</enum><text>by inserting at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HC5B3554042C14EB38D26805AF27C0F71"><paragraph id="H9FA4EF7B7F824EF0BCCA3F1AE44CD88B"><enum>(3)</enum><text display-inline="yes-display-inline">The individual chooses to accept employment with such entity.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H1CAA9273A8CD4A249D487DA22320734C"><enum>(2)</enum><text>in subsection (b)(2), by striking <quote>24</quote> and inserting <quote>17</quote>;</text></paragraph><paragraph commented="no" id="H10230CCB306E47908E7257E50D9B40BF"><enum>(3)</enum><text>in subsection (c), by inserting at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H01F5522B971541F480DE19C1F47555B7"><paragraph commented="no" id="HC4C890D6DA9E4E468923F8B22E75CDDF"><enum>(4)</enum><header>Other exceptions</header><text display-inline="yes-display-inline">The entity described in subsection (a) can satisfy the requirements of paragraph (1)(A) with respect to an individual, if—</text><subparagraph id="HF3D151B1F44D41CE85ADB855EF756838"><enum>(A)</enum><text>such entity makes documented efforts, at the intervals described in paragraph (2), to contact on behalf of the individual, the designated State unit for the counseling, information, and referrals described in paragraph (1)(A); and</text></subparagraph><subparagraph commented="no" id="H412E5C2E7A4F4DD880A970EDD18F6CE9"><enum>(B)</enum><text>such designated State unit fails to provide such counseling, information, and referrals after such documented efforts.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HD6855151BEC541CEBF2C1CF83A732B2B"><enum>(4)</enum><text>in subsection (d)(1), by inserting before the period at the end the following: <quote>and, if such individual is employed by an entity described in subsection (a) at the time such documentation is made pursuant to such process, to make available copies of such documentation to the entity</quote>.</text></paragraph></section><section id="H5E6DC62A3E9045AA97FF662E3B07CC12"><enum>3.</enum><header>Application</header><text display-inline="no-display-inline">The amendments made by this Act shall apply with respect to the employment of an individual on or after the date of enactment of this Act.</text></section></legis-body></bill>
