which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Higher Education Act of 1965 to include in the calculation of cost of attendance an allowance for costs for prior learning assessments.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Credit for Prior Learning Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idf5a470badf0842a2a0bcac6d32acaa62"><enum>2.</enum><header>Cost of attendance to include an allowance for costs for prior learning assessments</header><text display-inline="no-display-inline">Section 472 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087ll">20 U.S.C. 1087ll</external-xref>), as amended by section 702 of the FAFSA Simplification Act (title VII of division FF of <external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>), is amended in subsection (a)—</text><paragraph commented="no" display-inline="no-display-inline" id="id3f5b37abe59144888951408c8e77b86a"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (13), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph id="idd5e5b9c044e04613b85d162bda70e2d7"><enum>(2)</enum><text>in paragraph (14), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida066ebc2c3334550aa1e4d52ee7ae616"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id13FF96EE4E41438EB71A232798FCAEA1"><paragraph commented="no" display-inline="no-display-inline" id="id1136cba679564cbb8bbea07ea5573ea2"><enum>(15)</enum><text>an allowance of not more than $2,000 per award year (adjusted for inflation in years following the 2025–2026 award year) for reasonable costs, including test fees, associated with the assessment of prior learning as part of one or more eligible credit for prior learning assessments.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="id9b166acbd5374f079dbbf9a9083606bd"><enum>3.</enum><header>Definition of eligible credit for prior learning assessment</header><text display-inline="no-display-inline">Section 481 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1088">20 U.S.C. 1088</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idEAAF9D797963499BA403634765D4204D"><subsection commented="no" display-inline="no-display-inline" id="idf0372890b12f48c9805212078bfc5929"><enum>(g)</enum><header>Eligible credit for prior learning assessment</header><text display-inline="yes-display-inline">For purposes of this title, the term <term>eligible credit for prior learning assessment</term> includes an evaluation of knowledge or skills learned outside of an institution of higher education—</text><paragraph id="idca66699f85e74b489ba30e6457959c37"><enum>(1)</enum><text>that assesses for evidence of learning, not for experience or time spent;</text></paragraph><paragraph id="id733be77a295f47a89cac2d237abd64ec"><enum>(2)</enum><text>that has been determined by the institution to be based on generally accepted criteria by relevant subject matter experts; and</text></paragraph><paragraph id="id01949265b4e449cab2cdba18e5bc7709"><enum>(3)</enum><text>for which successful assessment will result in the institution awarding academic credit (without the student having to enroll in additional coursework to achieve such academic credit) to meet all or part of the program requirements toward completion.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" id="idf7776dedb8c84f27b876605c92ac0617"><enum>4.</enum><header>Recognition of accrediting agency or association</header><text display-inline="no-display-inline">Section 496(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1099b">20 U.S.C. 1099b(c)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="ida361963b73064c34bff139a2abb7e615"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (8), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb2694f2b33224cada5f43ae4c80a0c4e"><enum>(2)</enum><text>in paragraph (9)(B), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id87d0f4ac376443bd81675baa089e3f6f"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3DCCC73C18C0468EA8E0F8869ADCEE18"><paragraph id="id47407bf4dd4341738f140112b575e354"><enum>(10)</enum><text>confirms, as part of the agency’s or association’s review for accreditation or reaccreditation, that the institution has sufficient standards for assessment of prior learning—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9078a8ff23724ff8a5a740163a52a41f"><enum>(A)</enum><text>that assess for skills, competencies, and knowledge at levels generally accepted by subject matter experts; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbcc23f30c7b44b16af4fb8616209ced5"><enum>(B)</enum><text>that are publicly disclosed.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="idac761ba2dc004091b1f3bf02ffdcb94e"><enum>5.</enum><header>Transparency in college tuition for consumers</header><text display-inline="no-display-inline">Section 132(i)(1) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015a">20 U.S.C. 1015a(i)(1)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE984991CB8394A208B9891E29638A9EC"><subparagraph commented="no" display-inline="no-display-inline" id="id3f459d098d6444eaa1dc037c1f8f776e"><enum>(AA)</enum><text>The number of students receiving credit for prior learning, disaggregated by race, income, and status as a Federal Pell Grant recipient.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id06d39ebddee6405cba72fbfd347a04c8"><enum>(BB)</enum><text>The average number of credits awarded per student seeking credit for prior learning, disaggregated by race, income, and status as a Federal Pell Grant recipient.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ideb32677e68e44dd393679dc86b966246"><enum>6.</enum><header>Effective date</header><text display-inline="no-display-inline">Unless otherwise specified, this Act, and the amendments made by this Act, shall take effect on July 1, 2027.</text></section></legis-body></bill>
