<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4893</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260624">June 24, 2026</action-date><action-desc><sponsor name-id="S438">Mr. Husted</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Animal Health Protection Act to establish a U.S. Swine health improvement plan.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>U.S. Swine Health Improvement Plan Act of 2026</short-title></quote>.</text></section><section id="ide6c9fe658500499dbfa8d7fbef43a2d1"><enum>2.</enum><header>U.S. Swine health improvement plan</header><text display-inline="no-display-inline">The Animal Health Protection Act is amended by inserting after section 10409A (<external-xref legal-doc="usc" parsable-cite="usc/7/8308a">7 U.S.C. 8308a</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id73484fa3d27b45c9b2735c43d82e2a34"><section id="id0d14a6bf43824b9c986a3d455ca8c001"><enum>10409B.</enum><header>U.S. Swine health improvement plan</header><subsection id="id04af5c77e787480d9782a13f0b216fa6"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish and maintain a voluntary certification program for swine diseases, to be known as the <quote>U.S. Swine Health Improvement Plan</quote>, to improve biosecurity, traceability, disease surveillance, and foreign animal disease preparedness of the swine industry.</text></subsection><subsection id="id9ba7166d9b914c38b8f7b3eac6f9d531"><enum>(b)</enum><header>Advisory committee</header><text>The Secretary shall establish and maintain a Federal advisory committee in accordance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">chapter 10</external-xref> of title 5, United States Code, to provide recommendations to the Secretary in the administration of the U.S. Swine Health Improvement Plan established under subsection (a).</text></subsection><subsection id="id46e2dfd403bb45809403770a3b894827"><enum>(c)</enum><header>Rulemaking</header><text>Not later than 1 year after the date of enactment of this section, the Secretary shall establish the U.S. Swine Health Improvement Plan under subsection (a) and the Federal advisory committee under subsection (b) by finalizing the proposed rule entitled <quote>US Swine Health Improvement Plan</quote> (89 Fed. Reg. 107045 (December 31, 2024)), taking into consideration the comments received.</text></subsection><subsection id="id282159c7376d4334a93dab050e897938"><enum>(d)</enum><header>Authorization of appropriations</header><text>In addition to amounts otherwise made available, there is authorized to be appropriated to carry out this section $4,500,000 for each of fiscal years 2027 through 2031, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
