<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4888</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260624">June 24, 2026</action-date><action-desc><sponsor name-id="S428">Ms. Alsobrooks</sponsor> (for herself and <cosponsor name-id="S288">Ms. Murkowski</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Centers for Disease Control and Prevention to maintain and expand a program on child sexual abuse prevention.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Risk and Exploitation through Validated Education and Network-based Training Act</short-title></quote> or the <quote><short-title>PREVENT Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id09bab91618db454db42a0fd76f6e8e9e"><enum>2.</enum><header>Program on child sexual abuse prevention</header><text display-inline="no-display-inline">Title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/241">42 U.S.C. 241 et seq.</external-xref>) is amended by inserting after section 317V of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-24">42 U.S.C. 247b–24</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id17d28aa7f88e4c439a6ec3d490b2c524"><section id="idba090567b519496993f02f9c2dc46c23"><enum>317W.</enum><header>Program on child sexual abuse prevention</header><subsection id="id28558870e16f4f28a4badf71c33c2035"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall maintain and expand a program on child sexual abuse prevention.</text></subsection><subsection id="id991e838f1ff74e4492fdd0ae76beb85a"><enum>(b)</enum><header>Program components</header><text>The program under subsection (a) shall—</text><paragraph id="id0e03b7fda05c4176b637d61bb6c96580"><enum>(1)</enum><text>identify gaps in research and practice that are important to address in the efforts of the Federal Government to promote primary prevention of child sexual abuse; and</text></paragraph><paragraph id="id2cea6977d347461d9416888f58f9cc87"><enum>(2)</enum><text>address such gaps and improve such research and practice, including by—</text><subparagraph id="id92d4a19a2f624b31bead52dcf7449799"><enum>(A)</enum><text>improving surveillance systems and data collection for monitoring child sexual abuse, including technology-facilitated child sexual abuse;</text></subparagraph><subparagraph id="ide4cc20acdefe4e6fb4d6f46c956eae95"><enum>(B)</enum><text>increasing understanding of risk and protective factors for child sexual abuse perpetration and victimization;</text></subparagraph><subparagraph id="id43acea1a404f42fc94d68f465c5ec4ee"><enum>(C)</enum><text>strengthening existing, and developing new, evidence-based policies, programs, and practices for the primary prevention of child sexual abuse;</text></subparagraph><subparagraph id="id0bc4c15586cb4bed92c141573958027c"><enum>(D)</enum><text>increasing dissemination and implementation of evidence-based strategies for child sexual abuse prevention; and</text></subparagraph><subparagraph id="id887814492c8040898761cc29b551fee6"><enum>(E)</enum><text>increasing understanding of the rise in technology-facilitated child sexual abuse and development of evidence-based strategies to address such abuse.</text></subparagraph></paragraph></subsection><subsection id="id2432f28160fa48a7935b208706fc9ea7"><enum>(c)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $6,000,000 for each of fiscal years 2027 through 2031.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
