<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4820</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260617">June 17, 2026</action-date><action-desc><sponsor name-id="S428">Ms. Alsobrooks</sponsor> (for herself and <cosponsor name-id="S433">Mr. McCormick</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Export-Import Bank Act of 1945 to codify and expand the Regional Export Promotion Program of the Export-Import Bank of the United States.</official-title></form><legis-body><section id="id0ea95532108046aba16fb2561c4d00d3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Regional Export Promotion Act of 2026</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id2b263337f6a2451abe3cc09267fce4a6"><enum>2.</enum><header display-inline="yes-display-inline">Codification of Regional Export Promotion Program</header><text display-inline="no-display-inline">Section 2 of the Export-Import Bank Act of 1945 (<external-xref legal-doc="usc" parsable-cite="usc/12/635">12 U.S.C. 635</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idb987054b9fa04594a2f761f906919d4d"><subsection id="id489cbce4532548beba2cff1da103d41e"><enum>(m)</enum><header>Regional Export Promotion Program</header><paragraph commented="no" display-inline="no-display-inline" id="idffaafee25bc840c2bd7b594cbb3d06d6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Bank shall carry out a Regional Export Promotion Program (in this subsection referred to as the <quote>Program</quote>) under which the Bank works in partnership with eligible members from regions of the United States to expand export opportunities for businesses in those regions.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0a061cfa656d4d239ae74eb667fa3e45"><enum>(2)</enum><header>Eligible members</header><text>For purposes of the Program, eligible members are State, county, and local nonprofit economic development entities, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="id783a9ac576f24c9b9fc07d36b5e7a705"><enum>(A)</enum><text display-inline="yes-display-inline">State, county, and city governments;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id76d815db1798494799668e0402e72e86"><enum>(B)</enum><text display-inline="yes-display-inline">local nonprofit economic development entities funded through institutions of higher education;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idba3f3f20270d42718552c3240ba928ca"> <enum>(C)</enum> <text display-inline="yes-display-inline">small business development centers established pursuant to section 21 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/648">15 U.S.C. 648</external-xref>); and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb7469934c0644768bc3c30cbf505bef3"><enum>(D)</enum><text display-inline="yes-display-inline">world trade centers.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id2574f664dc8b4d21825140d137d3980f"><enum>3.</enum><header>Pilot program to expand focus of Regional Export Promotion Program on small businesses</header><subsection commented="no" display-inline="no-display-inline" id="id664582b328014809b588405060822953"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subsection (m) of section 2 of the Export-Import Bank Act of 1945, as added by section 2, is further amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idfb8b5b6ed4ca45d89db201bb36a05d84"><paragraph commented="no" display-inline="no-display-inline" id="ideb747ecd88b84e66a7a87ff8788f92b8"><enum>(3)</enum><header>Pilot program to expand focus of Program on small businesses</header><subparagraph commented="no" display-inline="no-display-inline" id="id077fea458cbd40cfaf22dc2d39200a85"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Bank shall implement a pilot program to expand the Program to increase the footprint of the Bank in regions with high concentrations of small business concerns.</text></subparagraph><subparagraph id="idc30ac081341c47869cd97424c04ea93f"><enum>(B)</enum><header>Priority for certain entities</header><text>In selecting new partners for the Program under the pilot program required by subparagraph (A), the Bank shall prioritize entering into agreements with—</text><clause id="idb05eae5b13774950909c6f687de6f905"><enum>(i)</enum><text>State and local economic development agencies serving HUBZones (as defined in section 31(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657a">15 U.S.C. 657a(b)</external-xref>));</text></clause><clause id="id18ed84b1424d41eab33bf433ac5825e6"><enum>(ii)</enum><text>community development financial institutions (as defined in section 103 of the Community Development Banking and Financial Institutions Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/12/4702">12 U.S.C. 4702</external-xref>));</text></clause><clause commented="no" display-inline="no-display-inline" id="id00f2db2f5c564b5ea2b17e1647cecc68"><enum>(iii)</enum><text display-inline="yes-display-inline">minority depository institutions (as defined in section 308 of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (<external-xref legal-doc="public-law" parsable-cite="pl/101/73">Public Law 101–73</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/12/1463">12 U.S.C. 1463</external-xref> note));</text></clause><clause id="idddb2ce317a87482b84db429346a3fdcd"><enum>(iv)</enum><text>local chambers of commerce; and</text></clause><clause id="id672ae6e6e3ec437994d348f8a91a5d0c" commented="no"><enum>(v)</enum><text>local community banks and credit unions.</text></clause></subparagraph><subparagraph id="id371aafab0fab4b8ea92ed74252ecbd0b"><enum>(C)</enum><header>Assistance</header><text>Under the pilot program required by subparagraph (A), the Bank shall provide—</text><clause commented="no" display-inline="no-display-inline" id="id10645b0e57014164a8bccabe8b09eead"><enum>(i)</enum><text display-inline="yes-display-inline">specialized training and marketing collateral;</text></clause><clause id="id568c8009f2834afcafe302d8ff30ad34"><enum>(ii)</enum><text>short-term export credit insurance products specifically designed for small business accounts; and</text></clause><clause id="idc108503dca974301be353c19b5f0c765"><enum>(iii)</enum><text>in the case of entities that have not used products of the Bank before, streamlined application processes.</text></clause></subparagraph><subparagraph id="idd044e2b3714144178509e0935485b645"><enum>(D)</enum><header>Duration</header><text>The pilot program required by subparagraph (A) shall terminate on the date that is 5 years after the pilot program commences.</text></subparagraph><subparagraph id="id02047c085bc246938b43b5bbc2144fd7"><enum>(E)</enum><header>Small business concern defined</header><text>In this subsection, the term <term>small business concern</term> has the meaning given that term in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idd7463939837f45c1a10642128a1054a1"><enum>(b)</enum><header>Report to Congress</header><text>Not later than one year after the commencement of the pilot program required by paragraph (3) of section 2(m) of the Export-Import Bank Act of 1945, as added by subsection (a), and annually thereafter for 5 years, the President of the Export-Import Bank of the United States shall submit to the Committee on Banking, Housing, and Urban Affairs of the Senate and the Committee on Financial Services of the House of Representatives a report—</text><paragraph id="ida94b0997a85e484e9eea994a148d86b2"><enum>(1)</enum><text>detailing the number of new regular partners of the Bank developed under the pilot program, disaggregated by entity type;</text></paragraph><paragraph id="idb3cef2025f2644b1814735b649bf1722"><enum>(2)</enum><text>detailing the total volume and dollar amount of Bank products utilized by small business concerns (as defined in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)) as a direct result of referrals from those partners;</text></paragraph><paragraph id="id9cf159aa012043f382427ec0d2cf385f"><enum>(3)</enum><text>assessing the elements of the pilot program that were most successful and the elements that could use improvement; and</text></paragraph><paragraph id="id72450beb64dc42ff8ea42f6ce7d9d2b1"><enum>(4)</enum><text>making recommendations with respect to whether new appropriations or other funding for the pilot program would be helpful or would have made the pilot program more successful.</text></paragraph></subsection></section></legis-body></bill>
