which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 23, United States Code, to establish an EMS and First Responder Wellness Grant Program, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Lifeline for First Responders Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idf1bff9310c7d45dcabd5d2e4330509ee"><enum>2.</enum><header>EMS and First Responder Wellness Grant Program</header><subsection commented="no" display-inline="no-display-inline" id="ide04adb316967431b888bc2872a1fc332"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/4">Chapter 4</external-xref> of title 23, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/23/408">section 408</external-xref> the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id213a21741ab04623965879829c19d169"><section commented="no" display-inline="no-display-inline" id="idfbdd5d7dede442d7be9534fc9b7ad6d3"><enum>409.</enum><header>EMS and First Responder Wellness Grant Program</header><subsection id="ide1ed2c52baa74e7dbedcbbb5a7424927"><enum>(a)</enum><header>Establishment</header><text>The Secretary, acting through the Administrator of the National Highway Traffic Safety Administration (referred to in this section as the <term>Secretary</term>), shall establish a grant program, to be known as the <quote>EMS and First Responder Wellness Grant Program</quote> (referred to in this section as the <term>program</term>), to support first responder mental health, stress reduction, family services, and suicide prevention.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id9351872e89e0475787919d746b6c0c50"><enum>(b)</enum><header>Placement</header><text>The program shall be carried out through the Office of Emergency Medical Services of the National Highway Traffic Safety Administration.</text></subsection><subsection id="ideb4e8e9f81614ce6b5071ca792720a92"><enum>(c)</enum><header>Eligible entities</header><text>An entity eligible to receive a grant under the program is—</text><paragraph commented="no" display-inline="no-display-inline" id="ida597e02309cc453e957be756955a2ab0"><enum>(1)</enum><text display-inline="yes-display-inline">a Federal, State, Tribal, or local fire service that supplies emergency medical services;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9ee1031a435148948f68ec210d459e48"><enum>(2)</enum><text display-inline="yes-display-inline">an EMS agency; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id78e308cd82794c7e89ffac08c9b619a8"><enum>(3)</enum><text display-inline="yes-display-inline">a dispatch center.</text></paragraph></subsection><subsection id="id5947e5d3c82f4b2d9151d7d9459a57ad"><enum>(d)</enum><header>Authorized uses</header><text>A grant provided under the program may be used for—</text><paragraph id="id51611c8a77204fdc9a8a3a5d5039f9d6"><enum>(1)</enum><text>evidence-based stress reduction and mental health services;</text></paragraph><paragraph id="id2013b9a34004471a8dcca65e45703539"><enum>(2)</enum><text>suicide prevention, intervention, and postvention services;</text></paragraph><paragraph id="id987b2cb5d45e484c985bf26d87fa716d"><enum>(3)</enum><text>confidential counseling, peer support, and behavioral health services;</text></paragraph><paragraph id="id868b5349abb3415eb734d853adb72e7a"><enum>(4)</enum><text>family support services for spouses and children; and</text></paragraph><paragraph id="idec0a97a17ef642d89f62852410469a67"><enum>(5)</enum><text>outreach, stigma reduction, education, training, and technical assistance.</text></paragraph></subsection><subsection id="ida31dad561dba4a608dba9fefd907bfa9"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out the program $7,500,000 for each of fiscal years 2028 through 2032.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="ide40b9b24f04c44baabefaad7ff45334e"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/4">chapter 4</external-xref> of title 23, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/23/408">section 408</external-xref> the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id65337588e0394b349a1115a52a8fd0b0"><toc><toc-entry level="section" bold="off">409.
