<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4804</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260617">June 17, 2026</action-date><action-desc><sponsor name-id="S322">Mr. Merkley</sponsor> (for himself, <cosponsor name-id="S408">Mr. Hickenlooper</cosponsor>, and <cosponsor name-id="S422">Mr. Welch</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation to each establish a pilot program for personal property manufactured home loan purchases.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Manufactured Housing Lending Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id425b438f286f40bab4b4b9b0b6527c92"><enum>2.</enum><header>Establishment of pilot program</header><subsection commented="no" display-inline="no-display-inline" id="idde8e650deb0d49eca2191900fa3dac3f"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later 18 months after the date of enactment of this Act, the Federal Housing Finance Agency shall direct the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation to each establish a pilot program for personal property manufactured home loan purchases.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id28c5c2daac2d4e45a17d014874033fc0"><enum>(b)</enum><header>Purchases</header><text>Not later than 1 year after the date on which a pilot program is established under subsection (a), the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation, as applicable, shall begin purchasing or otherwise sharing financial risk on newly originated loans or existing portfolios of loans.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idde9062a207844204bb51afb8e43e8255"><enum>(c)</enum><header>Requirements</header><text>The pilot programs established under subsection (a) shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idaa72896ad226416da2dd9757b4e7e844"> <enum>(1)</enum> <text display-inline="yes-display-inline">incorporate the consumer mortgage lending and servicing protections found in parts 1024 and 1026 of title 12, Code of Federal Regulations, to the greatest extent practicable;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id30326153fe4c4e3f8f63076220448390"><enum>(2)</enum><text display-inline="yes-display-inline">require financed manufactured homes to—</text><subparagraph commented="no" display-inline="no-display-inline" id="idbc58a855eaf84defb6605b7be80a7cee"><enum>(A)</enum><text display-inline="yes-display-inline">be located in nonprofit, government, or resident-owned manufactured housing communities; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id40151dde6ac0499c9b5953f855d5016a"><enum>(B)</enum><text display-inline="yes-display-inline">include a lease term that exceeds the manufactured house loan term or includes a perpetual right to occupy the site;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id60f238a394514b3db2e6971c962575e7"><enum>(3)</enum><text display-inline="yes-display-inline">at the discretion of the Director of the Federal Housing Finance Agency, include prudent risk protections and counterparty standards; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0890e8ed378643f5a2ea4e4bb5bdf95a"><enum>(4)</enum><text display-inline="yes-display-inline">permit the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation to achieve a reasonable economic return that shall be less than the return earned on other comparable mortgage lending activities.</text></paragraph></subsection></section></legis-body></bill>
