<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4789</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260616">June 16, 2026</action-date><action-desc><sponsor name-id="S376">Ms. Ernst</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/1">chapter 1</external-xref> of title 36, United States Code, to designate February 1 of each year as <quote>Blue Star Mothers Day</quote>.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Blue Star Mothers Day Act</short-title></quote>.</text></section><section id="id8d2228f5b38e49f5a91653ff299f255a"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="id74d8ccd359a141449c85dd2a3879d44c"><enum>(1)</enum><text>On February 1, 1942, mothers of members of the Armed Forces gathered in Flint, Michigan, marking the founding of what would become Blue Star Mothers of America, Inc.</text></paragraph><paragraph id="id1212137f9dc0446a93fa0ed14e3d0c14"> <enum>(2)</enum> <text>Blue Star Mothers of America, Inc., was chartered by Congress under the Act entitled <quote>An Act for the incorporation of the Blue Star Mothers of America, Inc.</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/86/653">Public Law 86–653</external-xref>; 74 Stat. 515) in recognition of its role in supporting military families and promoting patriotic service.</text>
 </paragraph><paragraph id="id3df21a1b340b4095994ab91c4d8f218f"><enum>(3)</enum><text>Blue Star Mothers make significant sacrifices while supporting sons and daughters serving in the Armed Forces.</text></paragraph><paragraph id="id43d0dce748c545fb80d9f9c4cef6e1cd"><enum>(4)</enum><text>Through volunteer service and support for servicemembers, veterans, and military families, Blue Star Mothers continue to strengthen military communities across the United States.</text></paragraph></section><section id="id98a79cb94fbd4ec58789e676e2829f5f"><enum>3.</enum><header>Blue Star Mothers Day</header><subsection id="id049f959b474143bba607724c9ddf233e"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/1">Chapter 1</external-xref> of title 36, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id978613ddae22477fa6cc94918213c7fd"><section id="id46547725556d4f91ac9ee4e78380a292"><enum>149.</enum><header>Blue Star Mothers Day</header><subsection id="ida3d2985eaffe44b698c8e662f2dd3cea"><enum>(a)</enum><header>Designation</header><text>February 1 is Blue Star Mothers Day.</text></subsection><subsection id="ide87fef6ea7ff4aab878aa0a15880e214"><enum>(b)</enum><header>Recognition</header><text>All private citizens, organizations, and Federal, State, and local governmental and legislative entities are encouraged to recognize Blue Star Mothers Day through proclamations, activities, and educational efforts honoring the service, sacrifice, and contributions of Blue Star Mothers.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id5b4c3b8fbed44c8eac655f2fcfd675a8"><enum>(b)</enum><header>Clerical amendments</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/1">chapter 1</external-xref> of title 36, United States Code, is amended by adding at the end the following:</text><toc><toc-entry level="section" bold="off"><quote>149.
