<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4768</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260611">June 11, 2026</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for a requirement for networked autonomous kinetic capability against small unmanned aircraft systems.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Requirement for networked autonomous kinetic capability against small unmanned aircraft systems</header><subsection id="idc3073e849cac4ebeade3711b0e905776"><enum>(a)</enum><header>Requirement</header><text>The Secretary of the Army should establish requirements for a networked, autonomous kinetic capability designed to protect ground combat, support, and mobility platforms against Group 1 and Group 2 unmanned aircraft systems (UAS).</text></subsection><subsection id="id60c6b5151ac9475ab34a8ef03d811dd7"><enum>(b)</enum><header>Unit commonality</header><text>The requirements established under subsection (a) shall prioritize unit common architectures to ensure that detection, tracking, and kinetic interception capabilities are interoperable across disparate brigade combat team elements.</text></subsection><subsection id="id00891c46caf442418248cad5f435c4bf"><enum>(c)</enum><header>Technical specifications</header><text>The capability required under subsection (a) shall integrate the following features:</text><paragraph id="id56a31ec29dc94b188460320d268aecf1"><enum>(1)</enum><text>Passive and active sensors for the persistent detection and tracking of UAS threats.</text></paragraph><paragraph id="id300fd1bd49864811b455a3b982cd3797"><enum>(2)</enum><text>Autonomous kinetic effects capable of neutralizing threats with minimal operator intervention.</text></paragraph><paragraph id="ida1261fb3db2d4c6aa62923e36dde6cfd"><enum>(3)</enum><text>Mesh networking to allow for sensor-to-shooter handoffs between multiple ground platforms.</text></paragraph></subsection><subsection id="id23dd7de3569146bfaa1919c8ae08e5f6"> <enum>(d)</enum> <header>Report</header> <text>The Secretary shall submit to the congressional defense committees a report on the hardware and software components identified to meet this requirement, including an implementation timeline for the fiscal years 2028–2032 Future Years Defense Program (FYDP).</text>
 </subsection><subsection id="idd4a366eb9a7e40d1afc5bfdc1d81278f"><enum>(e)</enum><header>Congressional defense committees defined</header><text>In this section, the term <term>congressional defense committees</term> has the meaning given the term in section 101(a) of title 10, United States Code.</text></subsection></section></legis-body></bill>
