<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4758</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260611">June 11, 2026</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To eliminate certain requirements with respect to dredging and dredged material, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Incentivizing the Expansion of U.S. Ports Act</short-title></quote>.</text></section><section id="id25885D571B414E2193DEF8BD01E25328"><enum>2.</enum><header>Dredging; dredged material</header><subsection id="idA1AB8FC5E4B24633A6A9CBD890A451F1"><enum>(a)</enum><header>Dredging</header><text display-inline="yes-display-inline">Section 55109(a)(3) of title 46, United States Code, is amended—</text><paragraph id="idBB4FE1E81CBD49EBBC3DFE0110A1DFDE"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>, or is exempt</quote> and inserting <quote>, is exempt</quote>; and</text></paragraph><paragraph id="id91D487AD2E0645F48913CED59FD0B0C1"><enum>(2)</enum><text display-inline="yes-display-inline">by striking the period at the end and inserting <quote>, or is otherwise eligible for such a certificate and endorsement without regard to the requirement under section 12112(a)(2).</quote>.</text></paragraph></subsection><subsection id="id430FC086F7BA4E8E9C674B2A4A084F28"><enum>(b)</enum><header>Excluding dredged material from transportation requirements</header><text>Section 55110 of title 46, United States Code, is amended—</text><paragraph id="idA2665B4A4F5246FA91280F9E326F3C28"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text style="USC" level="section">or dredged material</header-in-text></quote>; and</text></paragraph><paragraph id="id30267AC1490C4D48814FAD762D664EBE"><enum>(2)</enum><text>by striking <quote>or dredged material</quote>.</text></paragraph></subsection></section></legis-body></bill>
