<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4684</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260604">June 4, 2026</action-date><action-desc><sponsor name-id="S366">Ms. Warren</sponsor> (for herself, <cosponsor name-id="S259">Mr. Reed</cosponsor>, <cosponsor name-id="S327">Mr. Warner</cosponsor>, <cosponsor name-id="S390">Mr. Van Hollen</cosponsor>, <cosponsor name-id="S385">Ms. Cortez Masto</cosponsor>, <cosponsor name-id="S394">Ms. Smith</cosponsor>, <cosponsor name-id="S415">Mr. Warnock</cosponsor>, <cosponsor name-id="S426">Mr. Kim</cosponsor>, <cosponsor name-id="S432">Mr. Gallego</cosponsor>, <cosponsor name-id="S430">Ms. Blunt Rochester</cosponsor>, and <cosponsor name-id="S428">Ms. Alsobrooks</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Consumer Financial Protection Act of 2010 to set a compulsory funding floor for the Bureau of Consumer Financial Protection, and for other purposes.</official-title></form><legis-body><section id="id88fff7bf10d24dc4a08822e2ffa54bb0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting American Consumers Act</short-title></quote>.</text></section><section id="id7e04ad68c53b4ef2b98b067a88fda627"><enum>2.</enum><header>Funding floor for Bureau of Consumer Financial Protection</header><text display-inline="no-display-inline">Section 1017(a)(2) of the Consumer Financial Protection Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/12/5497">12 U.S.C. 5497(a)(2)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id6f28cc7e0fdd4e66a364c34d1ed4709d"><enum>(1)</enum><text>by amending subparagraph (A) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idbf9699dfcbf34546a39d2c38e6024bd2"><subparagraph commented="no" display-inline="no-display-inline" id="id1d05d44719f24502820fcd099784f4b5"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding paragraph (1), and in accordance with this paragraph, the amount that shall be transferred to the Bureau in each fiscal year shall be not less than 12 percent of the total operating expenses of the Federal Reserve System, as reported in the Annual Report, 2009, of the Board of Governors.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0651a5aea8b842849276125da3f4c03e"><enum>(2)</enum><text>in subparagraph (B), by striking <quote>(A)(iii)</quote> and inserting <quote>(A)</quote>.</text></paragraph></section></legis-body></bill>
