<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4671</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260603">June 3, 2026</action-date><action-desc><sponsor name-id="S293">Mr. Graham</sponsor> (for himself, <cosponsor name-id="S417">Mr. Budd</cosponsor>, <cosponsor name-id="S416">Mrs. Britt</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S266">Mr. Crapo</cosponsor>, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, <cosponsor name-id="S372">Mrs. Capito</cosponsor>, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S407">Mr. Hagerty</cosponsor>, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S437">Mr. Justice</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, <cosponsor name-id="S423">Mr. Ricketts</cosponsor>, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, and <cosponsor name-id="S153">Mr. Grassley</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/44">chapter 44</external-xref> of title 18, United States Code, to enhance penalties for theft of a firearm from a Federal firearms licensee.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Firearms Licensee Protection Act of 2026</short-title></quote>.</text></section><section id="idDD5EA903E1484970A54465607688B8A3"><enum>2.</enum><header>Amendments to enhance certain penalties</header><text display-inline="no-display-inline">Section 924 of title 18, United States Code, is amended—</text><paragraph id="idFC5CB207BE534092A7140208374B7B30"><enum>(1)</enum><text>by striking subsection (i) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8AFBD7CD2D514F6B86B670A8079034FF"><subsection id="idec22fe373cc743a59ef5a9f021925205"><enum>(i)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id70031EF40ECE4D2E8C2969FFF7A8EDBF"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idDCB10A46AAA04BBB9DEC2BC5C6A9747C"><enum>(A)</enum><text>A person who knowingly violates section 922(u), or attempts to do so, shall be fined under this title, imprisoned for not more than 20 years, or both.</text></subparagraph><subparagraph id="idBB2149892F114AC1AFDD7A874762AC85" indent="up2"><enum>(B)</enum><text>In the case of a violation described in subparagraph (A) that occurs during the commission of—</text><clause id="idDB0A0C00762F4E8C849E81F11B3CCE2A"><enum>(i)</enum><text>a burglary, the term of imprisonment shall be not less than 3 years; or</text></clause><clause id="id93407436411744A1A1E448919BE8BC43"><enum>(ii)</enum><text>a robbery, the term of imprisonment shall be not less than 5 years.</text></clause></subparagraph></paragraph><paragraph id="id10ECE8F10E634CA7A65A1CE511DF5C5D" indent="up1"><enum>(2)</enum><text>In this subsection—</text><subparagraph id="id131254788DB24B28984F06024025F2B1"><enum>(A)</enum><text>the term <term>burglary</term> means the unlawful entry into, or remaining in, the business premises of a licensed importer, licensed manufacturer, or licensed dealer with the intent to commit a crime; and</text></subparagraph><subparagraph id="id5befd869f4e24a478cedb3a21c9699d3"><enum>(B)</enum><text>the term <term>robbery</term> has the meaning given the term in section 1951(b).</text></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id1F9119830C0541C9B3D88B1F83B2BC79"><enum>(2)</enum><text>in subsection (m), by inserting <quote>, or attempts to do so,</quote> after <quote>or licensed collector</quote>.</text></paragraph></section></legis-body></bill>
