which was read twice and referred to the <committee-name committee-id="SSFR00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Foreign Relations</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20260727">July 27, 2026</action-date><action-desc>Reported by <sponsor name-id="S323">Mr. Risch</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of State to submit a strategy to Congress for countering Iranian and Hezbollah influence operations in Latin America.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H9F208BEED07D4F67A00BE9B9B1ACABC0"><section section-type="section-one" id="H3A7B498E47014C07B1A677D9F3FEBF8E" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Barring Adversarial Networks and Notorious Extremist Destabilizers in Latin America Act</short-title></quote> or the <quote><short-title>BANNED in Latin America Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="H1B7AB833DAA24812880B2D4FFE5086AE" changed="deleted" reported-display-style="strikethrough" committee-id="SSFR00"><enum>2.</enum><header>Strategy to counter Iranian and Hezbollah influence operations in Latin America</header><subsection id="HD3C918003BDD4CD78C1840E4404A589D"><enum>(a)</enum><header>Strategy required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit a comprehensive strategy to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="HFA00">Committee on Foreign Affairs of the House of Representatives</committee-name> for countering Iran’s and Hezbollah’s propaganda, missionary networks, and influence operations in Latin America.</text></subsection><subsection id="HFE26266975D24A01A20BC14C11AA5D72"><enum>(b)</enum><header>Contents of strategy</header><text>The strategy required under subsection (a) shall include—</text><paragraph id="H3EDCE05F4F224401BFE63673FB2762F6"><enum>(1)</enum><text>measures that address the proliferation of Iranian cultural centers in Latin America that promote Iranian ideology, including diplomatic efforts to limit their operations, sanctions on affiliated entities, and public diplomacy to expose their activities;</text></paragraph><paragraph id="H5ED88544251840688F079BF8BBD1D6F3"><enum>(2)</enum><text>actions that restrict the travel and activities of Iranian emissaries, including diplomats, cultural attaches, and other agents who facilitate propaganda, radicalization, and terror-supporting networks in Latin America, through visa denials, sanctions, or other travel restrictions;</text></paragraph><paragraph id="H77AA699E230547B0A906DF1CE0245358"><enum>(3)</enum><text>initiatives that strengthen the capacity of United States intelligence agencies to identify, monitor, and disrupt Iran’s and Hezbollah’s networks, including their cooperation academic institutions and nongovernmental organizations in Latin America;</text></paragraph><paragraph id="H890F27DA76644A38BACB98DFBE198C51"><enum>(4)</enum><text>a framework for taking actions, similar to those implemented against Al-Manar and Press TV, to disrupt Iran’s HispanTV and Hezbollah’s Al Mayadeen Español platforms, including sanctions, designations, and cooperation with regional partners to limit their broadcasting reach and digital presence; and</text></paragraph><paragraph id="HC4D4FD212037479981F4373A5B5BBECD"><enum>(5)</enum><text>a plan to address Iran’s Al Mustafa International University network and its affiliated entities, including by designating them as foreign terrorist organizations or specially designated global terrorists, as appropriate, due to their respective roles in radicalization and recruitment for Iran’s ideological and terrorist objectives.</text></paragraph></subsection><subsection id="H7558AEA1563448A894E0F9862DA66B92"><enum>(c)</enum><header>Form</header><text>The strategy required under subsection (a) shall be submitted in unclassified form and may include a classified annex.</text></subsection></section></legis-body><legis-body style="OLC" display-enacting-clause="no-display-enacting-clause"><section section-type="section-one" id="ide2b5e0ca-aa74-42f7-8995-e1a5bf6bbccb" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Barring Adversarial Networks and Notorious Extremist Destabilizers in Latin America Act</short-title></quote> or the <quote><short-title>BANNED in Latin America Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id58d3f50b-3a93-44fc-8398-507351ba1d05" changed="added" reported-display-style="italic" committee-id="SSFR00"><enum>2.</enum><header>Strategy to counter Iranian and Hezbollah influence operations in Latin America</header><subsection id="ida1bad5cf-f3f4-435e-a4e4-7486a4eb7a52"><enum>(a)</enum><header>Strategy required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit a comprehensive strategy to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name> for countering Iran’s and Hezbollah’s propaganda networks and influence operations in Latin America.</text></subsection><subsection id="ida4ec5c26-2a74-4aeb-90a0-5c2b10c3add5"><enum>(b)</enum><header>Contents of strategy</header><text>The strategy required under subsection (a) shall include—</text><paragraph id="id9ed6a516-56e3-4259-80d2-54074e4357ae"><enum>(1)</enum><text>initiatives that strengthen the capacity of the United States to identify, monitor, and disrupt Iran’s and Hezbollah’s malign networks, including their cooperation with academic institutions and nongovernmental organizations in Latin America;</text></paragraph><paragraph id="id665c2b86-e595-4af1-90dd-5dd6f9275d60"><enum>(2)</enum><text>a framework for taking actions, similar to those implemented against Al-Manar and Press TV, to disrupt Hezbollah’s Al Mayadeen Español platform, including sanctions, designations, and cooperation with regional partners to limit their broadcasting reach and digital presence;</text></paragraph><paragraph id="idd6304f21-97e4-4e1a-bf84-ced5eab45f13"><enum>(3)</enum><text>a plan to expose Iran’s Al Mustafa International University network and its affiliated entities, including by working with local governments to address its role in radicalization and recruitment for Iran’s ideological and terrorist objectives;</text></paragraph><paragraph id="id481a026f240f42b8bd7f1febc7d51709"><enum>(4)</enum><text>initiatives designed to weaken the ability of Iranian- and Hezbollah-linked individuals from engaging in drugs and contraband smuggling and money laundering;</text></paragraph><paragraph id="id2c732227e8654620a49251b9922457db"><enum>(5)</enum><text>actions to restrict Iranian- and Hezbollah-linked networks from their ability to exploit natural resources for financial gain, including by benefitting from illicit mining, including of gold, in Venezuela and elsewhere in the region; and</text></paragraph><paragraph id="ide9e609886aa64090aed5b664466b32a1"><enum>(6)</enum><text>initiatives aimed at working with partners and allies to counter Hezbollah document fraud operations, including the production of falsified passports, birth certificates, driver’s licenses, and other government identification.</text></paragraph></subsection><subsection id="id82c5be83-1f86-46ed-bab1-61300828f193"><enum>(c)</enum><header>Form</header><text>The strategy required under subsection (a) shall be submitted in unclassified form and may include a classified annex.</text></subsection></section></legis-body><endorsement><action-date>July 27, 2026</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
