<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4645</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260601">June 1, 2026</action-date><action-desc><sponsor name-id="S427">Mr. Schiff</sponsor> (for himself and <cosponsor name-id="S406">Mr. Kelly</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for limitations on judgments, awards, and compromise settlements under section 1304 of title 31, United States Code.</official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="id292d07755cc84cdebf0f14f1d8ec330c" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Payouts for Political Insiders Act</short-title></quote>.</text></section><section id="idf5516adf234a4729911617754868f873"><enum>2.</enum><header>Restrictions on payments pursuant to the Anti-Weaponization Fund</header><subsection commented="no" display-inline="no-display-inline" id="id3d79107a15a946e59c9d6410ecb8bc92"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1304 of title 31, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idadf198964c774cfa94903be2982ca584"><enum>(1)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idc20623a4d6124727afe657adb59cd585"><subsection commented="no" display-inline="no-display-inline" id="id699d83d19ed84807a8ce1e055cc10dbb"><enum>(e)</enum><text>No funds shall be authorized for a judgment, award, compromise settlement, interest, or costs for payments administered under the Anti-Weaponization Fund arising pursuant to the settlement agreement in Trump v. Internal Revenue Service, No. 1:26-cv-20609 (S.D. Fla.) to:</text><paragraph id="id31621157eb174d6fa20ef70738b0aae8"><enum>(1)</enum><text>The President.</text></paragraph><paragraph id="id1e386937556448a3a5040c0f9d402f2b"><enum>(2)</enum><text>The Vice President.</text></paragraph><paragraph id="id45e5b47f8924497180e4861321b60d71"><enum>(3)</enum><text>Any individual employed by the principal campaign committee, authorized committee, or a connected organization (as those terms are defined in section 301 of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30101">52 U.S.C. 30101</external-xref>)) of the President or Vice President.</text></paragraph><paragraph id="id0aeec75ef7a9499d86dee0b4df004b76"><enum>(4)</enum><text>Any other covered executive branch official, as defined in section 3 of the Lobbying Disclosure Act (<external-xref legal-doc="usc" parsable-cite="usc/2/1602">2 U.S.C. 1602</external-xref>).</text></paragraph><paragraph id="id94349530981a4f0e9866758ab2a73546"><enum>(5)</enum><text>A United States Senator, a Representative in Congress, a Delegate to Congress, or the Resident Commissioner from Puerto Rico.</text></paragraph><paragraph id="ide6205149650240cd99186f2bfdb6ea39"><enum>(6)</enum><text>An officer or employee of the Congress whose compensation is disbursed by the Secretary of the Senate or the Chief Administrative Officer of the House of Representatives.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6518e69df1da4cd787326695c5777786"><enum>(2)</enum><text>in subsection (d), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3a2ca7c1e041469fa52864ba2961be4f"><paragraph commented="no" display-inline="no-display-inline" id="idede564fc0181465f98c9652d43f2880a"><enum>(7)</enum><text>With respect to any payment administered under the Anti-Weaponization Fund arising pursuant to the settlement agreement in Trump v. Internal Revenue Service, No. 1:26-cv-20609 (S.D. Fla.), not later than 180 days in advance of a payment, the name of the recipient, the amount, a complete summary of the basis of the claim, and the name of counsel of the claimant.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="iddf454c79b39247c19088431824bd6408"><enum>(b)</enum><header>Applicability</header><text>This section, and the amendments made by this section, shall apply to any pending case or any cause of action arising on or after January 20, 2025.</text></subsection></section></legis-body></bill>
