<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4644</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260601">June 1, 2026</action-date><action-desc><sponsor name-id="S427">Mr. Schiff</sponsor> (for himself, <cosponsor name-id="S406">Mr. Kelly</cosponsor>, and <cosponsor name-id="S436">Ms. Slotkin</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for limitations on judgments, awards, and compromise settlements under section 1304 of title 31, United States Code.</official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="id292d07755cc84cdebf0f14f1d8ec330c" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Drain the Slush Fund Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idfd98b8665d8b46d4912815b78b4b747e"><enum>2.</enum><header>Judgments, awards, and compromise settlements</header><subsection commented="no" display-inline="no-display-inline" id="idd2b24151fb0b4a698110f2f0ff050283"><enum>(a)</enum><header>In general</header><text>Section 1304 of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idc20623a4d6124727afe657adb59cd585"><subsection commented="no" display-inline="no-display-inline" id="id699d83d19ed84807a8ce1e055cc10dbb"><enum>(e)</enum><text>No judgment, award, compromise settlement, interest, or costs shall be authorized for payments that arise out of a lawsuit or claim filed by the President or Vice President.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id7a4196c6b8e34b2ca35ee26ca5993d30"><enum>(b)</enum><header display-inline="yes-display-inline">Applicability</header><text>This section, and the amendments made by this section, shall apply to any pending case or any cause of action arising on or after January 20, 2025.</text></subsection></section></legis-body></bill>
