<section id="id9bad6ef3e1644bd3b78eb59d9dffba09" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Job Corps Shipbuilding-Defense Industrial Base Pipeline Act of 2026</short-title></quote>.</text></section> <section id="id2798ba0faaab417ca5c2751b0a02044b"><enum>2.</enum><header>Alignment of job corps with the defense industrial base</header> <subsection commented="no" display-inline="no-display-inline" id="idd1cb17a0c145449782295481f3563662"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>The National Imperative for Industrial Skills program of the Department of Defense (or a successor program) shall maximize the use of and expand on the activities of Job Corps centers and registered apprenticeship programs to train the skilled industrial workers that are needed in the defense industrial base.</text></subsection>
<subsection commented="no" display-inline="no-display-inline"
                id="id4991b27898704a0cb1932006cff60dbd">
                <enum>(b)</enum>
                <header>Referral of military recruits to job corps</header>
 <text>Military recruiters shall make each military recruit who is ineligible to enlist in the military as a result of the requirements of section 520 of title 10, United States Code, aware of the opportunity to enroll in Job Corps and registered apprenticeship programs in order to meet the standards for enlistment or learn skills that can contribute to the defense industrial base.</text>
            </subsection>
<subsection id="id2dcbd40921434970bb8e556694dd99c0"><enum>(c)</enum><header>Job corps trade realignment</header><text>In order to address shortages of skilled industrial workers in the defense industrial base, the Secretary of Defense may, through the National Imperative for Industrial Skills program (or a successor program) and grants to Job Corps center operators as provided in accordance with section 158(f) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3208">29 U.S.C. 3208(f)</external-xref>), support the change of trades offered at a Job Corps center, including at a Job Corps transition hub at an existing center or at a new site in close proximity to a shipyard or other defense industrial base suppliers, to align with the needs of the defense industrial base, including through investments in curricula development, equipment, and facilities.</text></subsection> <subsection commented="no" display-inline="no-display-inline" id="id8aeae8eb1a714b48a2bf5861f1d2da47"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this section:</text>
<paragraph commented="no" display-inline="no-display-inline" id="id0f2c7ae988054f90b98f1d3a83da086d"><enum>(1)</enum><header>Enrollee; job corps; job corps center</header><text>The terms <term>enrollee</term>, <term>Job Corps</term>, and <term>Job Corps center</term> have the meanings given such terms in section 142 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3192">29 U.S.C. 3192</external-xref>).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="idfc5122d5990d45a6a7f4758b08b79cd4"><enum>(2)</enum><header>Job corps center operator</header><text>The term <term>Job Corps center operator</term> has the meaning given the term <term>operator</term> in such section of such Act.</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id33733f8b69f54e9b9ed94eb1a97a871a"><enum>(3)</enum><header>Job corps transition hub</header><text>The term <term>Job Corps transition hub</term> means an advanced career training program under section 148 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3198">29 U.S.C. 3198</external-xref>) that facilitates the onboarding and retention of enrollees into the defense industrial base.</text></paragraph> <paragraph id="id1772e51f91fa43b8966a98849dba7697"><enum>(4)</enum><header>Registered apprenticeship program</header><text>The term <term>registered apprenticeship program</term> means an apprenticeship program that is registered under the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>).</text></paragraph></subsection></section>
<section commented="no" display-inline="no-display-inline" id="id8f44c6c4340a49a681e158bdc5bc1a50"><enum>3.</enum><header>Extension of shipbuilding special incentive to the job corps</header><text display-inline="no-display-inline">Section 8696(b)(2) of title 10, United States Code, is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id94025c948dd4463abd8bdd3cc8066d59"> <subparagraph commented="no" display-inline="no-display-inline" id="id89d37eafb5d24012ad6e209164f45484"> <enum>(G)</enum> <text display-inline="yes-display-inline">The Job Corps program established under section 143 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3193">29 U.S.C. 3193</external-xref>) or an individual Job Corps center operator as defined in section 142 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3192">29 U.S.C. 3192</external-xref>).</text>
                </subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
<section commented="no" display-inline="no-display-inline" id="id6c76c980249648ceb4edeec876e3a966"><enum>4.</enum><header>Job corps conforming reforms</header>
<subsection id="idc2296ed4405145a8b6511397095efbfe"><enum>(a)</enum><header>Success in military recruitment as a graduate of job corps</header><text>Section 142(5) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3192">29 U.S.C. 3192(5)</external-xref>) is amended by inserting <quote>enlisted in the military with a score on the Armed Forces Qualification Test that is above the thirty-first percentile,</quote> before <quote>or completed</quote>.</text></subsection> <subsection commented="no" display-inline="no-display-inline" id="id2e00c5a119164915a1b6405476f17a03"><enum>(b)</enum><header display-inline="yes-display-inline">Grants to job corps centers</header><text>Section 158(f) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3208">29 U.S.C. 3208(f)</external-xref>) is amended—</text>
<paragraph commented="no" display-inline="no-display-inline" id="idafaa0e10db0e4b73a8247b663b96e438"><enum>(1)</enum><text>by striking the heading and inserting <quote><header-in-text style="OLC" level="subsection">External funding</header-in-text></quote>;</text></paragraph> <paragraph id="id486bac2aa53c45a08d1a1cda08d4d6a8"><enum>(2)</enum><text>by striking <quote>The Secretary may accept on behalf of the Job Corps or individual Job Corps centers charitable donations of cash</quote> and inserting the following:</text>

<paragraph commented="no" display-inline="no-display-inline" id="iddba8575e9a7a48d98a70f8e067185b2d"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary (or the Secretary of Agriculture, as appropriate), on behalf of the Job Corps, or a Job Corps center operator, on behalf of such center, may accept grants and charitable donations of cash</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="id84ae817953a24baf972f458bee9af136"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting <quote>grants and</quote> before <quote>donations are</quote>;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id2dbdbc251bda4a9ba0b8a6b37a847d3f"><enum>(4)</enum><text>by striking <quote>available for appropriate use</quote> and inserting <quote>used exclusively</quote>; and</text></paragraph> <paragraph id="ida9291a3efa4340b0995188842b7cb6d1"><enum>(5)</enum><text>by adding at the end the following:</text>

<paragraph commented="no" display-inline="no-display-inline" id="id8e89cd5c806d46549fb60284459cd725"><enum>(2)</enum><header>Transfer of property</header><text display-inline="yes-display-inline">Notwithstanding sections 501(b) and 522 of title 40, United States Code, any property acquired by a Job Corps center shall be directly transferred, on a nonreimbursable basis, to the Secretary.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="id6347032eafcd4d57a530a0413cfd40d0"><enum>(3)</enum><header>Prohibition of offset using external funding</header><text display-inline="yes-display-inline">An operator that accepts a grant or charitable donation under paragraph (1) may not use the grant or charitable donation to fulfill the cost of any obligation imposed on the operator under an agreement under section 147.</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id4686b03f0e154c7dbdd1fac385f6f86f"><enum>(4)</enum><header>Prohibition on restrictions for job corps placement</header><text display-inline="yes-display-inline">A grant or charitable donation under paragraph (1) may not include terms that restrict the placement or employment options of an enrollee or graduate.</text></paragraph> <paragraph id="idc5a1e7a1352c43559ce1607cd2e198bc"><enum>(5)</enum><header>Public reporting</header><text> The Secretary shall publicly disclose on annual basis a list of grants and charitable donations received under paragraph (1), which shall include the amount and source of each grant or charitable donation and the Job Corps center that was designated as the beneficiary of each grant or charitable donation.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H1B309DAE1EAD43B19D649ABCC57BBF3E"> <enum>(c)</enum> <header>Local authority To realign trades</header> <text display-inline="yes-display-inline">Section 151 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3201">29 U.S.C. 3201</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H10B4F7E6450A4ECAA45DC12D49D5A8B2"> <subsection id="HBDF1B5622E944EDABF06B29C30992D22"> <enum>(d)</enum> <header>Local authority</header> <text>Subject to the limitations of the budget approved by the Secretary for a Job Corps center, the operator of a Job Corps center shall have the authority, without prior approval from the Secretary, to—</text> 
<paragraph id="HEC80856BF3DA4CA992811682A02F8B0D"> <enum>(1)</enum> <text>hire staff and provide staff professional development;</text> </paragraph> <paragraph id="H7C1D135448844FD5980E60879A7659AF"> <enum>(2)</enum> <text display-inline="yes-display-inline">set terms and enter into agreements with Federal, State, or local educational partners, such as secondary schools, institutions of higher education, child development centers, units of Junior Reserve Officers’ Training Corps programs established under section 2031 of title 10, United States Code, or employers; and</text> </paragraph> 
<paragraph commented="no" id="H0A3BA37AF6DD46F8B66C72B686C016BA"> <enum>(3)</enum> <text display-inline="yes-display-inline">engage with and educate stakeholders (including eligible applicants for the Job Corps) about Job Corps operations, selection procedures, and activities.</text> </paragraph> </subsection> <after-quoted-block>.</after-quoted-block> </quoted-block> </subsection> <subsection commented="no" display-inline="no-display-inline" id="id56dd8d8d1dec404ca2db335e5e835e40"><enum>(d)</enum><header>Streamlined enrollment of veterans and military recruits into the defense industrial base</header> <paragraph commented="no" display-inline="no-display-inline" id="id5c6e6e04011b4f189477bc714ba61627"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (b) of section 144 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3194">29 U.S.C. 3194</external-xref>) is amended—</text>
<subparagraph id="HDE6AC4AFB4CF4C52990A6800919D6E63"><enum>(A)</enum><text>in the heading, by inserting <quote><header-in-text level="subsection" style="OLC">and certain other Armed Forces members</header-in-text></quote> after <quote><header-in-text level="subsection" style="OLC">Veterans</header-in-text></quote>; and</text></subparagraph> <subparagraph id="HB121EF187A0E4717910999A339A816F0"><enum>(B)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by inserting <quote>or a member of the Armed Forces eligible for pre-separation counseling of the Transition Assistance Program under section 1142 of title 10, United States Code,</quote> after <quote>a veteran</quote>.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id758a3e1aca3449a1bebae50147a5daaa"><enum>(2)</enum><header>Background check exemption</header><text>Section 145(b) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3195">29 U.S.C. 3195(b)</external-xref>) is amended—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id93b9e63d420642728fc4209cb11146da"> <enum>(A)</enum> <text>in paragraph (1)(C), by inserting <quote>except with respect to an individual described in paragraph (4),</quote> before <quote>the individual</quote>; and</text> </subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="ide25ca6cca8a54b159a9a651f31563dbb"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idcd65b93e4ea0431ba970f16e1b6cc8d9"> <paragraph commented="no" display-inline="no-display-inline" id="id6ca423e9a2ad4f0481c764b31f5584eb"><enum>(4)</enum><header>Individuals exempted from background check</header><text>An individual described in this paragraph is—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id6991058b18ea4ee5a0d9d5c5dc457b31"><enum>(A)</enum><text display-inline="yes-display-inline">an individual who is—</text> <clause commented="no" display-inline="no-display-inline" id="id5fb4f6ecbbb347e1a1f4d4e957fced98"><enum>(i)</enum> <subclause commented="no" display-inline="yes-display-inline" id="id2e5f501f79ad4cf6886734610ccb7a11"><enum>(I)</enum><text display-inline="yes-display-inline">a member of the Armed Forces eligible for pre-separation counseling of the Transition Assistance Program under section 1142 of title 10, United States Code; or</text></subclause>
<subclause commented="no" display-inline="no-display-inline" id="id5d822d4f67604787807889e260f81f92" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">a veteran who left the Armed Forces not more than 90 days before the date on which the veteran applies to enroll in the Job Corps; and</text></subclause></clause> <clause commented="no" display-inline="no-display-inline" id="id5e76abc3d9e1419fbe63daff8ec2b108"><enum>(ii)</enum><text>not ineligible for retired pay as provided by section 12740 of title 10, United States Code; or</text></clause></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="id9a464a1f7d0e4b1895cad40f312f2c6b"><enum>(B)</enum><text display-inline="yes-display-inline">a military recruit who—</text> <clause commented="no" display-inline="no-display-inline" id="idb0e6de57fe5d4f4b823f9b368dec4690"> <enum>(i)</enum> <text display-inline="yes-display-inline">is ineligible to enlist in the military as a result of the requirements of section 520 of title 10, United States Code; and </text>
                                    </clause>
<clause commented="no" display-inline="no-display-inline" id="id3e43b8a89fbb4160b3ba54e364487f15">
                                        <enum>(ii)</enum>
 <text display-inline="yes-display-inline">not more than 90 days before the date on which the recruit applies to enroll in the Job Corps, passed a background check as part of the enlistment process.</text>
                                    </clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section>
