<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4601</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260520">May 20, 2026</action-date><action-desc><sponsor name-id="S404">Mr. Scott of Florida</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit money services businesses from engaging in any transaction that involves a central bank digital currency issued by the People’s Republic of China, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H3D6AC9378EEB4998A81EF2BC6A87C98F"><section section-type="section-one" id="H83B008CBBB364CC2A0DD8B2239BCE3AA"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Chinese CBDC Prohibition Act of 2026</short-title></quote>.</text></section><section id="HDD2B492A2AF54E43B9C49540F8B372C9"><enum>2.</enum><header>Money services businesses</header><subsection commented="no" display-inline="no-display-inline" id="iddd5ce6c4573d400fbe9c3d6eaf1ae36c"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/53">chapter 53</external-xref> of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="HAC24F1868F2544F1A43123F2D3DF3F79"><section id="H013A8CA0CA1947CAACB8B8F18A6B7411"><enum>5337.</enum><header>Money services businesses</header><subsection id="H6603E437EDC34F17977163A3B087A588"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>money services business</term> has the meaning given the term in section 1010.100 of title 31, Code of Federal Regulations.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idcc736fb7ef584683b020edfb049ec10d"><enum>(b)</enum><header>Transactions involving digital currency of the People's Republic of China</header><text>No money services business may engage in any transaction, directly or indirectly, that involves a central bank digital currency issued by the People’s Republic of China.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id5483c83808814bb489ab6f66c426465f"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of sections for subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/53">chapter 53</external-xref> of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="id0c38c15a-9025-4a6f-9520-db3437480be8"><toc><toc-entry level="section" idref="H013A8CA0CA1947CAACB8B8F18A6B7411">5337.
