Stafford Disaster Relief and Emergency Assistance Act to support emergency preparedness and response efforts for companion animals.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Providing Essential Temporary Shelter Assistance for Emergencies Act</short-title></quote> or the <quote><short-title>PETSAFE Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id618aaad77ca648feb934f8a4c7a701e0"><enum>2.</enum><header>Improvements for companion animals</header><subsection commented="no" display-inline="no-display-inline" id="idd689c1ef2578427bb166f4f26cab2742"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 662 of the Post-Katrina Emergency Management Reform Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/6/762">6 U.S.C. 762</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id69b305f7b04243a1b79aaea12f6f38af"><enum>(1)</enum><text>in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb1effcbd3ed54f4380f531668b514f43"><enum>(A)</enum><text>by striking <quote>50 percent.</quote> and inserting “—</text><quoted-block style="OLC" display-inline="no-display-inline" id="id783599178ad742d59ae750f4839b3e62"><paragraph id="id9bef7814e3fb4f498db866b0ebd4fac2"><enum>(1)</enum><text>50 percent; or</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd8ea66ad7f05459f9cde700b3cddd104"><enum>(2)</enum><text display-inline="yes-display-inline">with respect to an activity described in subsection (f), 90 percent.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6153250f12754b5694ebcb4301f412eb"><enum>(2)</enum><text>by redesignating subsection (f) as subsection (g); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id13a1cbcb93aa4c11b92de732414b04f7"><enum>(3)</enum><text>by inserting after subsection (e) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idde9d5b8db96f42d487b7a7ce28de6129"><subsection id="idf990d8aa299f487db49326c6ecaec64a"><enum>(f)</enum><header>Pet and animal preparedness</header><text>A State or local or tribal government may use amounts from a grant under this section to perform emergency preparedness activities that support companion animals, including to purchase or fund—</text><paragraph commented="no" display-inline="no-display-inline" id="id839e8a9c00d74e2591d1ceccffd738e8"><enum>(1)</enum><text display-inline="yes-display-inline">collapsible crates;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id450faf2cc6bd4818a0583c921856460b"><enum>(2)</enum><text>companion animal mobile equipment trailers;</text></paragraph><paragraph id="idbebf93cb2d32406684a5617780d1a5a9"><enum>(3)</enum><text>pet supplies;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2738782a882745b8ad41247ee1f5ae77"><enum>(4)</enum><text display-inline="yes-display-inline">veterinary medical and animal health care supplies;</text></paragraph><paragraph id="id9b15db7fe9264ba8bb1eb76ca982c0f0"><enum>(5)</enum><text>emergency sheltering equipment and supplies;</text></paragraph><paragraph id="id380407ffeb504fb18b0703c19e192511"><enum>(6)</enum><text>emergency generators;</text></paragraph><paragraph id="id94bdd7deb1784ef9bd480f446dd22937"><enum>(7)</enum><text>disaster response software;</text></paragraph><paragraph id="idd0a02024d124402ab1defad4caea890d"><enum>(8)</enum><text>emergency management and response training;</text></paragraph><paragraph id="id130030ddbc034c60a2abc5a436a48c67"><enum>(9)</enum><text>animal response team development; and</text></paragraph><paragraph id="id1c08b87c4fc44e97b8d02e20f7c49c10"><enum>(10)</enum><text>field rescue equipment and supplies.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf7dc1c5118974568a03a2bec78b2839a"><enum>(b)</enum><header>Preparedness plans</header><text>Section 613 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5196b">42 U.S.C. 5196b</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="iddbfa4a01726343d7be28995de8608b3e"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (g)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idcc00cb8b39b4461494a68125a92dc673"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>the needs of individuals with</quote> and inserting “the needs of—</text><quoted-block style="OLC" display-inline="no-display-inline" id="id43fe2600d16c44d4aa7255522228e58e"><paragraph id="id99216d7a7f99480ca28c3465a2840da0"><enum>(1)</enum><text>individuals with</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id70582bc700344042b08c6597f14263f9"><enum>(B)</enum><text>in paragraph (1), as so designated, by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id09868fee2ef04b439c473fb5e6515ccf"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5921f4786bfb46b9b245938007243703"><paragraph commented="no" display-inline="no-display-inline" id="id42dd1733c4074dfab15fdd8a778ce044"><enum>(2)</enum><text display-inline="yes-display-inline">animal shelters that provide housing and care for homeless, lost, or unwanted companion animals prior to, during, and following a major disaster or emergency.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8bde16f18f0d4e8591ee15c4a1e8c3eb"><enum>(2)</enum><text>by redesignating the second subsection designated as subsection (h) as subsection (i).</text></paragraph></subsection></section></legis-body></bill>
