<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4527</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260514">May 14, 2026</action-date><action-desc><sponsor name-id="S433">Mr. McCormick</sponsor> (for himself and <cosponsor name-id="S432">Mr. Gallego</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to provide greater opportunities for veterans to pursue education programs involving emerging technologies, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HE3563E253429401D89077EDE8B6AD39A"><section id="H7747A926597341A0869E63A997B8DC4B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Emerging Tech Opportunities for Veterans Act of 2026</short-title></quote>.</text></section><section id="H6A061B00678549B7B142926FEE5A754A"><enum>2.</enum><header>Inclusion of emerging technologies in high technology program</header><subsection id="HC283BCAA4A05420DB42DF56B5E10C3CB"><enum>(a)</enum><header>In general</header><text>Section 3699C of title 38, United States Code, is amended—</text><paragraph id="HD4B9F1DC10BF49D6A1AC4C941A7E5677"><enum>(1)</enum><text>in the section heading by striking <quote><header-in-text level="section" style="USC">High technology</header-in-text></quote> and inserting <quote><header-in-text level="section" style="USC">High technology and emerging technology</header-in-text></quote>;</text></paragraph><paragraph id="HAFF21B4352F245999E7A107BD16679A4"><enum>(2)</enum><text>by striking <quote>high technology</quote> and inserting <quote>high technology or emerging technology</quote> each place such term appears; and</text></paragraph><paragraph id="H18B93B6B9423466685A678584AFB11B3"><enum>(3)</enum><text>in subsection (c)(4) by adding at the end the following new subparagraph:</text><quoted-block style="USC" id="H58DF4111715B47148969AFECB466F8D7" display-inline="no-display-inline"><subparagraph id="H42E5F6CE23E74A9AA25056DEB50609AC" indent="up2"><enum>(E)</enum><text display-inline="yes-display-inline">Such criteria shall also identify which technologies of critical importance, such as artificial intelligence and semiconductor manufacturing, shall be treated as emerging technologies for purposes of this section.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HB0403E8C450149C999434AD10BA04D06"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of chapter 36 of such title is amended by striking the item relating to section 3699D and inserting the following new item:</text><quoted-block style="USC" id="H8A3F7A05AA7B4B82B66A45DCC80A06EA" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">3699C. High technology and emerging technology program.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H7B9F454E5595451596AC9DAB815E7E44"><enum>(c)</enum><header>Conforming amendments</header><text>Section 3680A of title 38, United States Code, is amended in each of subsections (a)(4)(B) and (d)(8) by striking <quote>high technology</quote> and inserting <quote>high technology or emerging technology</quote>.</text></subsection></section><section id="H5014EB72716349B5ACA0BCDB47FAF002" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Critical stakeholder partnerships for emerging technologies</header><subsection id="HE2ACF2D92DC4424BA95A5ED1370315B0"><enum>(a)</enum><header>Partnerships required</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs, in partnership with critical stakeholders, shall—</text><paragraph id="HB39B24710DCA4F628021D5E6E95C4563"><enum>(1)</enum><text>identify specific types of industries and occupations that, as a result of emerging technologies, are likely to have high employment and growth potential for individuals with appropriate education, training, or skills; and</text></paragraph><paragraph id="HBFF4518942E4474D8A878955E36865D0"><enum>(2)</enum><text>identify courses of education that help veterans acquire the appropriate education, training, or skills to become employed in such industries and occupations.</text></paragraph></subsection><subsection id="HEEFD93202A5748FC9F32155D79CDE7C2"><enum>(b)</enum><header>Prominent dissemination</header><paragraph commented="no" display-inline="no-display-inline" id="id30e25d24539d44e096fee35b220088bb"><enum>(1)</enum><header>Secretary of Veterans Affairs</header><text display-inline="yes-display-inline">The Secretary shall ensure that such emerging technologies, and such courses of education, industries, and occupations, are—</text><subparagraph id="H62502F0264F8446BB4D8D1D75B207F70"><enum>(A)</enum><text>prominently displayed on the website of the Department of Veterans Affairs; and</text></subparagraph><subparagraph id="H141FB69B3A1D45749FB2B684186370B8"><enum>(B)</enum><text>promoted in transition services administered by the Secretary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id038d8c0fdf054d7496f3eb6c19f8654e"><enum>(2)</enum><header>Secretary of Defense</header><text display-inline="yes-display-inline">The Secretary of Defense shall ensure that such emerging technologies, and such courses of education, industries, and occupations, are—</text><subparagraph id="id21e5108ff3c64da082058a53ad0ccc69"><enum>(A)</enum><text>prominently displayed on the website of the Department of Defense; and</text></subparagraph><subparagraph id="idb6b3f3e8f6da4f0799069123e2872b9d" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>promoted in transition services administered by the Secretary of Defense.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfd9ada5fbc374894bab98abe98b11f9d"><enum>(3)</enum><header>Secretary of Labor</header><text display-inline="yes-display-inline">The Secretary of Labor shall ensure that such emerging technologies, and such courses of education, industries, and occupations, are promoted in transition services administered by the Secretary of Labor.</text></paragraph></subsection><subsection id="H2DABB4AEA9FB45B0886681F8BFBAF1E1"><enum>(c)</enum><header>Determination of emerging technologies</header><text display-inline="yes-display-inline">The Secretary shall, in consultation with the Secretary of Labor—</text><paragraph id="H1B7A7A8EF66C4738B2BA02343EF3B8AE"><enum>(1)</enum><text>determine which technologies of critical importance, such as artificial intelligence and semiconductor manufacturing, shall be treated as emerging technologies for purposes of this section; and</text></paragraph><paragraph id="H30AB5FF72883431EA26BF4825D5D1525"><enum>(2)</enum><text>on a quarterly basis—</text><subparagraph id="H0BFBFC7696DA47B88CD97A97DBCA7A0E"><enum>(A)</enum><text>update the list of industries and occupations identified in subsection (a)(1) as market conditions and demand evolve; and</text></subparagraph><subparagraph id="HD17D62A362D84781ADF137C7519570BE"><enum>(B)</enum><text>use the updated list in carrying out subsection (b).</text></subparagraph></paragraph></subsection><subsection id="H3C4E234072944E698209D4359A6042A8" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header>Sunset</header><text>This section shall terminate on September 30, 2027.</text></subsection><subsection id="H0AC380F4159A4D30908107D8A904ACCC"><enum>(e)</enum><header>Critical stakeholders defined</header><text>In this section, the term <term>critical stakeholders</term> means persons in the private sector who have an interest in supporting veterans to pursue veteran education programs involving emerging technologies, such as employers in relevant industries, educational institutions offering relevant programs (whether or not leading to a standard college degree), and nonprofit organizations.</text></subsection></section></legis-body></bill>
