<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4524</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260513">May 13, 2026</action-date><action-desc><sponsor name-id="S404">Mr. Scott of Florida</sponsor> (for himself and <cosponsor name-id="S366">Ms. Warren</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00" added-display-style="italic" deleted-display-style="strikethrough">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 18, United States Code, to prohibit former Members and elected officers of Congress from lobbying Congress at any time after leaving office.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H7FE7280CE4874477B469A90DC02782CB"><section section-type="section-one" id="idD7870921D1454EDEBE47DCC1E12F40F7"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Banning Lobbying And Safeguarding Trust Act</short-title></quote> or the <quote><short-title>BLAST Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="HFFFCDE1237AF4E26BC152D2C9135FD18"><enum>2.</enum><header>Prohibiting former Members and officers of Congress from lobbying Congress</header><subsection id="HA38238CFCF804B89987D14141B5A398C"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Section 207(e) of title 18, United States Code, is amended by striking paragraph (1) and inserting the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="H5C1CEC8461424010A14C3DF0C933BCDD"><paragraph id="HDB8A920B75A74BDABC8DFA032E4F9D95"><enum>(1)</enum><header>Members and elected officers of Congress</header><text display-inline="yes-display-inline">Any person who is a Senator, a Member of the House of Representatives, or an elected officer of the Senate or the House of Representatives and who, after that person leaves office—</text><subparagraph commented="no" display-inline="no-display-inline" id="id62a53bd9e1da4065942531c21627c043"> <enum>(A)</enum> <text>registers as a lobbyist under section 4 of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1603">2 U.S.C. 1603</external-xref>), or</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9058cca0a40441729df225aa7eea72b4"><enum>(B)</enum><text display-inline="yes-display-inline">knowingly makes, with the intent to influence, any communication to or appearance before any Member, officer, or employee of either House of Congress or any employee of any other legislative office of Congress, on behalf of any other person (except the United States) in connection with any matter on which the former Senator, Member, or elected official seeks action by a Member, officer, or employee of either House of Congress, in his or her official capacity,</text></subparagraph><continuation-text continuation-text-level="paragraph">shall be punished as provided in section 216.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id301b47fcb78c432fbad17d923f8a9b17"><enum>(b)</enum><header>Lobbyist definition</header><text>Section 3(10) of the Lobbying Disclosure Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1602">2 U.S.C. 1602(10)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idc09d773faa914c90ad02947689d058d6"><enum>(1)</enum><text>by striking <quote><quote>lobbyist</quote> means any</quote> and inserting “ ‘lobbyist’—</text><quoted-block style="OLC" display-inline="no-display-inline" id="idfa15a7ddddd046d9bf5e2f39ec97f61a"><subparagraph commented="no" display-inline="no-display-inline" id="idbd01957007d843699b45f87b76aee9df"><enum>(A)</enum><text display-inline="yes-display-inline">means any</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42ce0240d7294d26a81be9ba828487ec"><enum>(2)</enum><text>by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3e4f35e3249f49928d7fe70dd31d45a4"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="ida9320e2460a3441eb7ee1e9b4e4e4c44"><subparagraph commented="no" display-inline="no-display-inline" id="id526922f70265455ca1aa99689f8df61e"><enum>(B)</enum><text>includes any former Member of Congress who is employed or retained by a client for financial or other compensation—</text><clause commented="no" display-inline="no-display-inline" id="id4273ce4d0a54414bb39772b63527869d"><enum>(i)</enum><text display-inline="yes-display-inline">for services that include making 1 or more lobbying contacts; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id45a7e300830446c089a33dc5beb940d8"><enum>(ii)</enum><text display-inline="yes-display-inline">to engage in lobbying activities that do not include making lobbying contacts. </text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H424DD7757E5C4B76B45F072D4BEE2E18"><enum>(c)</enum><header>Technical and conforming amendments</header><text>Section 207(e)(2) of title 18, United States Code, is amended—</text><paragraph id="HF89E3FD5732947CDBEF8DEB4AC861532"><enum>(1)</enum><text>in the heading, by striking <quote><header-in-text level="paragraph" style="USC">Officers and staff</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="USC">Staff</header-in-text></quote>;</text></paragraph><paragraph id="H4197022DB21E462AB3E5768EF5E3FCB1"><enum>(2)</enum><text>by striking <quote>an elected officer of the Senate, or</quote>;</text></paragraph><paragraph id="H8AC6A0A255A8440DA73F61C795989BBE"><enum>(3)</enum><text>by striking <quote>office or</quote>; and</text></paragraph><paragraph id="HC108BD2B8E79426E9941E25BC7B2D826"><enum>(4)</enum><text>by striking <quote>former elected officer or</quote>.</text></paragraph></subsection><subsection id="H35F087BEE64B4CF39BD6575C1C9065E8"><enum>(d)</enum><header>Applicability</header><text>The amendments made by this section shall apply with respect to an individual who leaves office on or after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
