which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require Federal banking agencies to carry out a study on rural depository revitalization.</official-title></form><legis-body><section id="id89553e13b51c4ba3a5cdef169c1ea438" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Depositories Revitalization Study Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idd7ab64eb7584479ea086a77f3140b75e"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HBA8856315E36471092913177B49DC541"><enum>(1)</enum><header>Depository institution</header><text display-inline="yes-display-inline">The term <term>depository institution</term> has the meaning given the term in section 3 of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813</external-xref>).</text></paragraph><paragraph id="H6C565E43390D4C69BCD26D8A4C4781FF"><enum>(2)</enum><header>Federal banking agencies</header><text>The term <term>Federal banking agencies</term> means the Board of Governors of the Federal Reserve System, the Comptroller of the Currency, and the Federal Deposit Insurance Corporation.</text></paragraph><paragraph id="H79161F8EE61B423798E73F3C824FFFA0" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>Rural</header><text display-inline="yes-display-inline">With respect to an area, the term <term>rural</term> has the meaning given the term in section 1026.35(b)(2)(iv)(A) of title 12, Code of Federal Regulations.</text></paragraph></section><section id="H689A0A40D16740A299D1FEBA04D199F8" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header>Rural depositories revitalization study</header><subsection id="H5DA08C12AD174146803F1FD78D1502ED"><enum>(a)</enum><header>Federal banking agencies</header><paragraph commented="no" display-inline="no-display-inline" id="idcd76dac84bf146f1b12b88a9efc7c8f1"><enum>(1)</enum><header>Study</header><text display-inline="yes-display-inline">The Federal banking agencies shall carry out a joint study—</text><subparagraph id="H14766265933E417D969025E378499B30"><enum>(A)</enum><text display-inline="yes-display-inline">to identify methods to improve the growth, capital adequacy, and profitability of depository institutions in the United States that primarily serve rural areas; and</text></subparagraph><subparagraph id="H702A79F3EA334C429570554F911AF3C3"><enum>(B)</enum><text display-inline="yes-display-inline">to identify Federal statutes (other than appropriations Acts) or regulations of the Federal banking agencies that limit—</text><clause id="HA5911ABD8BE544A199733ED9D63220C6"><enum>(i)</enum><text>the methods identified under subparagraph (A); or</text></clause><clause id="H43E34B3835704F3B95C0CC3C26E33389"><enum>(ii)</enum><text>the establishment of de novo depository institutions in rural areas.</text></clause></subparagraph></paragraph><paragraph id="H0F8250AF819942278A53D523A9655ABB"><enum>(2)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Federal banking agencies shall submit to Congress a joint report containing all findings and determinations made in carrying out the study required under paragraph (1).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9e9c4ab8778043d1a5f19fdfde309aae"><enum>(b)</enum><header>National Credit Union Administration</header><paragraph commented="no" display-inline="no-display-inline" id="id56586591467047c19a458df0352abb62"><enum>(1)</enum><header display-inline="yes-display-inline">Study</header><text>The National Credit Union Administration shall carry out a study—</text><subparagraph id="HCFFFCAD095FB4E88B914635FC6B4F423"><enum>(A)</enum><text display-inline="yes-display-inline">to identify methods to improve the growth, capital adequacy, and profitability of credit unions in the United States that primarily serve rural areas; and</text></subparagraph><subparagraph id="H6EFDF670686D47249B19875A4952788D"><enum>(B)</enum><text display-inline="yes-display-inline">to identify Federal statutes (other than appropriations Acts) or regulations of the National Credit Union Administration that limit—</text><clause id="H44AB89CCD3EA4767AC1E8C2CAF215B91"><enum>(i)</enum><text>the methods identified under subparagraph (A); or</text></clause><clause id="HFB47F33F8B744FECA05D1D71FAEDFDC9"><enum>(ii)</enum><text>the establishment of de novo credit unions in rural areas.</text></clause></subparagraph></paragraph><paragraph id="HAD8FD45DC4704F1D938455F4E83AD422"><enum>(2)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the National Credit Union Administration shall submit to Congress a report containing all findings and determinations made in carrying out the study required under paragraph (1).</text></paragraph></subsection></section></legis-body></bill>
