which was read twice and referred to the <committee-name committee-id="SSJU00" added-display-style="italic" deleted-display-style="strikethrough">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide funding to the Bureau of Prisons, States, and localities to carry out mental health screenings and provide referrals to mental health care providers for certain corrections officers.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H0FE89F25D32845B0A67828F692B461D6"><section section-type="section-one" id="H03630E9BE5E24A2E9805477CB00EF9E9"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Corrections Officer Blake Schwarz Suicide Prevention Act of 2026</short-title></quote>.</text></section><section id="H6D781536F5014A48AFB539A84AB5FFC8"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="id384edd9ba2ff4cdc9d952d94a28ef6e1"><enum>(1)</enum><header>Advisory Board</header><text>The term <term>Advisory Board</term> means the Advisory Board established pursuant to section 5(a).</text></paragraph><paragraph id="H43564922B99047F6BE9389C7E17045B8"><enum>(2)</enum><header>Corrections officer</header><text>The term <term>corrections officer</term> means an officer or employee—</text><subparagraph commented="no" display-inline="no-display-inline" id="idde12babde655453aa5fc9bf9ace1b8c4"><enum>(A)</enum><text display-inline="yes-display-inline">of any detention facility, including a prison or jail, operated by, or under contract with, a Federal agency; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id64893f1c66ed4ae8bed6367b46e5c7ba"><enum>(B)</enum><text display-inline="yes-display-inline">the job responsibilities of whom include providing for the custody of incarcerated individuals.</text></subparagraph></paragraph><paragraph id="idab786caa746543b8a5f90642e60fb9d2"><enum>(3)</enum><header>Eligible detention center</header><text>The term <term>eligible detention center</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf8390b80daaa45799d98a11f284c989b"><enum>(A)</enum><text display-inline="yes-display-inline">any prison or jail administered by the Bureau of Prisons or a State; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8e426932435148e599f7dcc22073e9db"><enum>(B)</enum><text display-inline="yes-display-inline">any jail administered by a State or locality.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1183ed6a33154bef8e62543d927cbd46"><enum>(4)</enum><header>Jail; prison</header><text>The terms <term>jail</term> and <term>prison</term> have the meanings given those terms in section 10 of the Prison Rape Elimination Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/34/30309">34 U.S.C. 30309</external-xref>).</text></paragraph><paragraph id="H9CADF40D4F724DEF97296D9A6A9B4A24"><enum>(5)</enum><header>Jail or prison administrator</header><text>The term <term>jail or prison administrator</term> means an individual who has been appointed to a supervisory position in a Federal, State, or local jail or prison by the Federal Government, a State, or a locality.</text></paragraph><paragraph id="HAFE535D4A830480CBC74F7C13D6DE0F9"><enum>(6)</enum><header>Law enforcement officer</header><text>The term <term>law enforcement officer</term> means an officer of an entity administered by the Federal Government, a State, or locality that exists primarily to prevent and detect crime and enforce criminal laws.</text></paragraph><paragraph id="HCDE06B9C16B741CD94FC666324A791BC"><enum>(7)</enum><header>Locality</header><text>The term <term>locality</term> means any city, county, township, town, borough, parish, village, or other general purpose political subdivision of a State.</text></paragraph><paragraph id="H6A6823A4F62C4FD9904ED201D6860656"><enum>(8)</enum><header>Mental health care center</header><text>The term <term>mental health care center</term> means a facility, such as a hospital or private clinic, at which not less than 1 mental health care provider offers mental health services.</text></paragraph><paragraph id="id8b1f8369b15a46d393f7797038b44904"> <enum>(9)</enum> <header>Mental health care provider</header> <text>The term <term>mental health care provider</term> means—</text>

                    <enum>(A)</enum>
 <text display-inline="yes-display-inline">a fully licensed professional or group of professionals who—</text>
                    <clause commented="no" display-inline="no-display-inline"
                        id="idf3368c9110e343cb8ef9b70e747ab365">
                        <enum>(i)</enum>
 <text display-inline="yes-display-inline">diagnoses mental health conditions;</text>
                    </clause>
                    <clause commented="no" display-inline="no-display-inline"
                        id="id0005bf7dd96346449ea1c73e173596f5">
                        <enum>(ii)</enum>
 <text display-inline="yes-display-inline">provides mental health treatment; and</text>
                    </clause>
                    <clause commented="no" display-inline="no-display-inline"
                        id="id2a9f8404f93941e990ef3866cad4486f">
                        <enum>(iii)</enum>
 <text display-inline="yes-display-inline">operates near an eligible detention center; and</text>
                    </clause>
                </subparagraph>
                <subparagraph commented="no" display-inline="no-display-inline"
                    id="id15b664b602b04516937e79842bccd932">
                    <enum>(B)</enum>
 <text display-inline="yes-display-inline">includes a professional or group described in subparagraph (A) that provides mental health services at a hospital or private clinic.</text>
                </subparagraph>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3b13c8d507fb4e1498bf10f9f381bec6"><enum>(10)</enum><header>Mental health screening survey</header><text>The term <term>mental health screening survey</term> means a mental health screening survey developed and administered by a State or locality pursuant to section 3(d)(1).</text></paragraph><paragraph id="HA1C7B8DBFA474712ACB64B8ECB79F97D" commented="no" display-inline="no-display-inline"><enum>(11)</enum><header>Mental illness</header><text>The term <term>mental illness</term> means a mental, behavioral, or emotional disorder that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3fd348bf0ae04b39a98a9bf46dbf7f96"><enum>(A)</enum><text display-inline="yes-display-inline">results in serious functional impairment; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id719f78b4c1d9460dbae4c1cb123efe48"><enum>(B)</enum><text display-inline="yes-display-inline">substantially interferes with or limits major life activities.</text></subparagraph></paragraph><paragraph id="H3713B636B5A544E6A4E455B27F71D3F4"><enum>(12)</enum><header>State</header><text>The term <term>State</term> means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.</text></paragraph></section><section id="HF4C6B3242B9744AFA5C6C200C634359A"><enum>3.</enum><header>Grant program</header><subsection id="H4EAF532F89234F369B277583A959DA9C"><enum>(a)</enum><header>Establishment</header><text>Not later than 90 days after the date of enactment of this Act, the Attorney General shall establish a grant program to award grants to States and localities to—</text><paragraph commented="no" display-inline="no-display-inline" id="id8e405e319a9e43cbaa68983ab090abff"><enum>(1)</enum><text display-inline="yes-display-inline">implement and administer mental health screenings to corrections officers at eligible detention centers; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6c30db906c154842aa85377af53826e3"><enum>(2)</enum><text display-inline="yes-display-inline">as applicable, refer corrections officers described in paragraph (1) to mental health care providers.</text></paragraph></subsection><subsection id="H8715A774C13E413FA1DE924D0D1A4D0A"><enum>(b)</enum><header>Application</header><paragraph commented="no" display-inline="no-display-inline" id="id089d378dd9b94859a56d49faa88cb5b7"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A State or locality seeking a grant under this section shall submit to the Attorney General an application at such time, in such manner, and containing such information as the Attorney General may reasonably require.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7ab472394b2c49a49760030ea6b15d6a"><enum>(2)</enum><header>Contents</header><text>A State or locality submitting an application under paragraph (1) shall include in the application—</text><subparagraph id="HD5DA1F8DC468456A821BE0091BFBD2B3"><enum>(A)</enum><text>a description of and a plan for the use of amounts from a grant under this section, as described in subsection (c); and</text></subparagraph><subparagraph id="H2796E37FE7754D3EA4D67292E6168BE8"><enum>(B)</enum><text>an assurance that the State or locality will hire a mental health liaison staff member to coordinate among—</text><clause commented="no" display-inline="no-display-inline" id="id0aee4b5185dc436abc164b01855aee87"><enum>(i)</enum><text display-inline="yes-display-inline">eligible detention centers;</text></clause><clause commented="no" display-inline="no-display-inline" id="idf34ccd9c85ba44b596894366425c8b46"><enum>(ii)</enum><text display-inline="yes-display-inline">mental health providers;</text></clause><clause commented="no" display-inline="no-display-inline" id="idc3cf21a5521640569090c8954e2161ca"><enum>(iii)</enum><text display-inline="yes-display-inline">the Advisory Board; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id7fd0a7cd583a4214abfd95a3bd4010b5"><enum>(iv)</enum><text display-inline="yes-display-inline">the outreach team of the State or locality established pursuant to subsection (e).</text></clause></subparagraph></paragraph></subsection><subsection id="H8FAA0FB730EE4EBEBE004C229F1A56B0"><enum>(c)</enum><header>Eligible projects</header><text>A State or locality receiving a grant under this section may use amounts from the grant only for the following:</text><paragraph id="HDD324AFFC6034D2AA759E01178A43116"><enum>(1)</enum><text>To develop and administer the mental health screening survey.</text></paragraph><paragraph id="HBEFEFE28CC2C47DAA7AFD8AD96CF43BA"><enum>(2)</enum><text>To develop any technology necessary for an eligible detention center to provide the mental health screening survey.</text></paragraph><paragraph id="H2FC036171F754E1FBDD817AC172E6399"><enum>(3)</enum><text>To hire any staff necessary for an eligible detention center to provide the mental health screening survey.</text></paragraph><paragraph id="H27964173A9974C2EA6093246A2816350"><enum>(4)</enum><text>To establish an outreach team pursuant to subsection (e).</text></paragraph><paragraph id="H9D694C8324A744B99AAD9C4F89262503"><enum>(5)</enum><text>To pay the salaries or overtime pay of members of the mental health outreach team established pursuant to subsection (e), including by providing direct funding to an eligible detention center to compensate staff members of the mental health outreach team.</text></paragraph></subsection><subsection id="H3A746B58DBC84DE5A7864319CCA95D0C"><enum>(d)</enum><header>Brief mental health screening survey</header><paragraph commented="no" display-inline="no-display-inline" id="id3622022c1ca84a249a7e747ff68e7350"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A State or locality receiving a grant under this section shall develop or adopt a mental health screening survey, and administer a mental health screening survey, that—</text><subparagraph id="id5813680e5186495ab0b83d96c630841e"><enum>(A)</enum><text>is for corrections officers of eligible detention centers;</text></subparagraph><subparagraph id="HC4EB45C3BD014BD6A0E6B3DE8236031F"><enum>(B)</enum><text>may be based on the questions and content of—</text><clause commented="no" display-inline="no-display-inline" id="id2d1cd19c466544dd87533a72b3dedce8"><enum>(i)</enum><text display-inline="yes-display-inline">the standard mental health screening of the Employee Assistance Program of the Federal Bureau of Prisons; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id26a232c0f9eb43429499579e2697fc4e"><enum>(ii)</enum><text display-inline="yes-display-inline">the initial mental health screening standard of the Bureau of Prisons;</text></clause></subparagraph><subparagraph id="HEF86008E5DEA4D66AD3BB1F335A9B9C6"><enum>(C)</enum><text>seeks to identify mental illnesses, including schizophrenia, bipolar disorder, and major depression;</text></subparagraph><subparagraph id="H4917AC5C920248D5A5A88C863F6E41CF"><enum>(D)</enum><text>asks an individual about—</text><clause commented="no" display-inline="no-display-inline" id="id5d19e54e64b4461396ce843599d71961"><enum>(i)</enum><text display-inline="yes-display-inline">the symptoms of mental illness the individual may be experiencing or has experienced; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id68ce902da899428f9a5218df00db369f"><enum>(ii)</enum><text display-inline="yes-display-inline">any prior use of mental health-related medications or inpatient care;</text></clause></subparagraph><subparagraph id="H6EA87E61356B435E943F33948848FE6F"><enum>(E)</enum><text>identifies the place of residence of an individual;</text></subparagraph><subparagraph id="H62EF2CECD62A42158AAA24A6C15B5450"><enum>(F)</enum><text>is administered by a trained staff member at the applicable eligible detention center to all corrections officers; and</text></subparagraph><subparagraph id="H46C353CDF4B44CA0B2B976630C7B5BB2"><enum>(G)</enum><text>is anonymous and confidential.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1cda69979eeb493a900eb0f0547d752e"><enum>(2)</enum><header>Referral</header><subparagraph commented="no" display-inline="no-display-inline" id="ide80090e796fe4c3a9d34ac8506d2e53d"><enum>(A)</enum><header>Notification</header><text display-inline="yes-display-inline">If the responses of a correctional officer to the mental health screening survey indicate mental illness, the trained staff member administering the survey shall immediately notify the applicable mental health outreach team established pursuant to subsection (e).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id079031141db4486dab99dd71bbf6e5f8"><enum>(B)</enum><header>Action by outreach team</header><text>Upon receiving a notification of a correctional officer with a potential mental illness under subparagraph (A), the applicable mental health outreach team established pursuant to subsection (e) shall—</text><clause id="idb4ab97a42e48465296c6253420900782"><enum>(i)</enum><text>refer the correctional officer to a local mental health care provider for—</text><subclause commented="no" display-inline="no-display-inline" id="ida6e5c01df649467abb3d04eb4d3ec8c5"><enum>(I)</enum><text display-inline="yes-display-inline">further assessment and outreach; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="ide4531b57ae554891a5892a304936d907"><enum>(II)</enum><text>if necessary, admission to a mental health care center; and</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ida250e67620af4e6d9061747065f6af91"><enum>(ii)</enum><text>support the correctional officer in re-establishing ties with a mental health provider.</text></clause></subparagraph></paragraph></subsection><subsection id="HD3F55D41D3EC4F1D8B82148D0C8AD4BE"><enum>(e)</enum><header>Outreach team</header><text>A State or locality receiving a grant under this section shall establish a mental health outreach team composed of—</text><paragraph id="H96820DFA637441A381A832FA844C7763"><enum>(1)</enum><text>mental health care providers;</text></paragraph><paragraph id="H64692EDB945C4D70BE1532155A48D3E2"><enum>(2)</enum><text>if applicable, staff from an eligible detention center; and</text></paragraph><paragraph id="H2D40CB0F098D496F82A6FB6976F79AA6"><enum>(3)</enum><text>a mental health liaison staff member that oversees the mental health outreach team.</text></paragraph></subsection></section><section id="H4F277BA913154B1B9C21AB8248B132BF"><enum>4.</enum><header>Bureau of prisons</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Director of the Bureau of Prisons shall—</text><paragraph id="HDB1AFCFABF8841788F9EA05F464F2AA2"><enum>(1)</enum><text>establish a program to develop and administer mental health surveys meeting the requirement of mental health screening surveys described in section 2(d)(1) to corrections officers of the Bureau of Prisons;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id60def7d70fe2473d99d0d662b4b93b35"><enum>(2)</enum><text display-inline="yes-display-inline">establish and maintain an outreach team meeting the requirements of a mental health outreach team under section 2(e) to refer corrections officers to mental health care providers, as appropriate; and</text></paragraph><paragraph id="HFAFDE233AF6F44819E69C781B52F57F7"><enum>(3)</enum><text>submit to the Advisory Board a plan for the implementation of the program described in paragraph (1).</text></paragraph></section><section id="H5015AFADC0414397BCEE8F96E008BA02"><enum>5.</enum><header>Advisory board on program implementation</header><subsection id="H000856C556A64FB090896A91E43020F6"><enum>(a)</enum><header>Establishment</header><paragraph commented="no" display-inline="no-display-inline" id="id9bcb8f78a5f14ee98721ef138fe4a758"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the date of enactment of this Act, the Attorney General shall establish an Advisory Board to manage and administer the grant program under section 3.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6293519305fe450e9798328d6d9948ea"><enum>(2)</enum><header>Duties</header><text display-inline="yes-display-inline">The Advisory Board shall have responsibility for the following:</text><subparagraph id="HE808990EB99B481684DFFB29A69F6247"><enum>(A)</enum><text>Evaluating and approving the plans submitted by a State or locality under section 3(b)(2)(A).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide93edd00f3fd47239d97c6bb037748f4"><enum>(B)</enum><text display-inline="yes-display-inline">Ensuring that amounts from a grant under section 3 are used in accordance with section 3(c).</text></subparagraph><subparagraph id="H4D3FCEF57497431F9B37A2DF86091E07"> <enum>(C)</enum> <text>Monitoring plans submitted by the Bureau of Prisons in accordance with section 4(3) and advise the Attorney General on compliance to ensure that the Bureau of Prisons uses amounts appropriated to the Bureau of Prisons to carry out section 4.</text>
                    </subparagraph><subparagraph id="H2A42381348AB4AEFA078C57477091796">
                        <enum>(D)</enum>
 <text>Providing technical assistance to a State or locality to help with the implementation and administration of mental health screening and referral programs established by States and localities receiving a grant under section 3.</text>
 </subparagraph><subparagraph id="HD9A83AEA4DBF4F359BF54529206B1A89"><enum>(E)</enum><text>Creating a working group of mental health care providers, jail or prison administrators, law enforcement officers, and operators of existing mental health screening and referral programs to share best practices on how to create and implement mental health screening and referral programs that have the largest impact on reducing crime rates and improving employment and wage rates for individuals released from prison or jail.</text></subparagraph><subparagraph id="H57F5964810EE4C2AA242D092F391674A"><enum>(F)</enum><text>Working in coordination with mental health outreach teams established pursuant to section 3(e) to ensure that the grant program under section 3 operates in accordance with that section.</text></subparagraph><subparagraph id="H81D3FAFA820B47549B38FF0CB541CE22"><enum>(G)</enum><text>Determining whether a State or locality receiving a grant under section 3 is not complying with the requirements of that section.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2cd41a00b0d4498cbb847871ebe4b967"><enum>(H)</enum><text>Mandating necessary changes for States and localities not complying with the requirements of section 3 and reducing grant funding to those States and localities if the States and localities do not make those changes.</text></subparagraph></paragraph></subsection><subsection id="H53598A4C487D49149D452C5479E76AAB"><enum>(b)</enum><header>Technical assistance</header><text>The Advisory Board shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id9e303630f90d449f9f0088a778c9a080"><enum>(1)</enum><text display-inline="yes-display-inline">provide technical assistance to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id720501dee62b4ea68f36ecff34ea1af0"><enum>(A)</enum><text display-inline="yes-display-inline">the States and localities receiving a grant under section 3 in carrying out the requirements of the grant; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id243b45a9c98e4a0abaf33ac7910be0e1"><enum>(B)</enum><text>the Director of the Bureau of Prisons in carrying out the requirements under section 4; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida27deefd019a4f8bb0d3a2aaa7104e23"><enum>(2)</enum><text display-inline="yes-display-inline">identify evidence-backed models for the administration of mental health screening and referral programs that the Bureau of Prisons, States, and localities can look to when designing their own programs.</text></paragraph></subsection><subsection id="HCFAA4DFDEF7C438DAD7F6256D1E06B21"><enum>(c)</enum><header>Membership</header><paragraph id="H918F8E5DE01544009D72D6E32B1DDFE6"><enum>(1)</enum><header>In general</header><text>The Attorney General shall appoint members to serve on the Advisory Board who have expertise in—</text><subparagraph id="H5CF3984EE80F4413AA8D223EA27FCD30"><enum>(A)</enum><text>designing and administering employee mental health screenings and providing mental health referrals for employees;</text></subparagraph><subparagraph id="H9F14C7391F014E2388E8629A1C491D04"><enum>(B)</enum><text>mental health care within prisons or jails; or</text></subparagraph><subparagraph id="H0AC3C04318A74254BB9F8073EBBF0377"><enum>(C)</enum><text>mental health program evaluation using rigorous experimental and quasi-experimental statistical methods.</text></subparagraph></paragraph><paragraph id="HB0A334C7B78F4746B2D6AB9684F39681"><enum>(2)</enum><header>Number of members</header><text>The Attorney General—</text><subparagraph commented="no" display-inline="no-display-inline" id="ida5fbc95252ef4fd49999de7bbb8c7cdc"><enum>(A)</enum><text display-inline="yes-display-inline">shall appoint to the Advisory Board not less than 3 members; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id134d885ce9214c34ba52241bfc2da878"><enum>(B)</enum><text display-inline="yes-display-inline">in addition to the members required under subparagraph (A), may appoint to the Advisory Board as many members as the Attorney General determines appropriate.</text></subparagraph></paragraph></subsection></section><section id="id67c73083ab204f91850ca3e88878427f"><enum>6.</enum><header>Safe harbor</header><text display-inline="no-display-inline">A State or locality receiving a grant under section 3 and the Director of the Bureau of Prisons shall ensure that, with respect to a corrections officer experiencing a mental health issue, the corrections officer—</text><paragraph commented="no" display-inline="no-display-inline" id="id2b5cda680efc49dfb7ecd5e0518e9e98"><enum>(1)</enum><text display-inline="yes-display-inline">does not suffer an adverse employment outcome, including a fitness for duty evaluation as a result of the mental health issue while the corrections officer is seeking and receiving treatment for the mental health issue; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8e01ab43213e47c0b55f3b11119588e1"> <enum>(2)</enum> <text>determines the proper course of treatment in conjunction with the mental health care provider of the of the corrections officer.</text>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="id3488eaf78d914926bc72aff30ba1ff9a"><enum>7.</enum><header>Funding</header><subsection id="H930DB85D2A114DB6B2DC4F02AEC01654"><enum>(a)</enum><header>Authorization</header><text>There is authorized to be appropriated to the Attorney General to carry out this Act—</text><paragraph id="H6826868C45B143488B5D5F177DC27526"><enum>(1)</enum><text>$50,000,000 for fiscal year 2026;</text></paragraph><paragraph id="HE06F0C418DEC4305B8E8E872EB118531"><enum>(2)</enum><text>$55,000,000 for fiscal year 2027;</text></paragraph><paragraph id="HDCD61DB48EEA4A5CB6B3874E35910147"><enum>(3)</enum><text>$60,000,000 for fiscal year 2028;</text></paragraph><paragraph id="HCDE0932D3929426CBD7948005AC239A7"><enum>(4)</enum><text>$65,000,000 for fiscal year 2029; and</text></paragraph><paragraph id="HE2133277E4754F5DBB1E67B2E14D5019"><enum>(5)</enum><text>$70,000,000 for fiscal year 2030.</text></paragraph></subsection><subsection id="HD20F2823839541ACADC0D33D277853B3"><enum>(b)</enum><header>Distribution of funds</header><text>Of the amounts made available pursuant to subsection (a), the Attorney General shall use—</text><paragraph id="HFF6389D4DA8140CF9B150CC0E9E6615F"><enum>(1)</enum><text>90 percent to carry out sections 3 and 4, of which—</text><subparagraph id="HD48103A96411491DB0395A31B4487DF4"><enum>(A)</enum><text>20 percent shall be for the Director of the Bureau of Prisons to carry out section 4;</text></subparagraph><subparagraph id="H3B6DC8E28ECB4DB6963AF47163AF0FBD"><enum>(B)</enum><text>20 percent shall be for grants to States under section 3; and</text></subparagraph><subparagraph id="H61D0164640044BA192691E4762AA3F8C"><enum>(C)</enum><text>50 percent shall be for grants to localities under section 3;</text></subparagraph></paragraph><paragraph id="HCD9E6F2F32B74FF5A0C1CC4D7B8E686D"><enum>(2)</enum><text>5 percent for the Advisory Board to carry out section 5(a)(2); and</text></paragraph><paragraph id="H0126DF0B8C544C7F9C18CF7871F58CA9"><enum>(3)</enum><text>5 percent for the Advisory Board to carry out section 5(b).</text></paragraph></subsection></section></legis-body></bill>
