which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the collection of information on multigenerational caregiving in at least one major Federal population survey, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H7591E6BD509B408AA1AC53F294292389"><section section-type="section-one" id="HCCBFFC610C7B4A6AB4625FF41CA422A7"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Multigenerational Caregiving Data Act</short-title></quote>.</text></section><section id="H2599B5E9697E4C6DBA4DA6E4F12350AB"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H1C358B33C5E343F68C84669E0381066B"><enum>(1)</enum><text>A growing number of individuals in the United States provide unpaid care to both children and older adults.</text></paragraph><paragraph id="HFD276680B2D24B76B613D42060C889F9"><enum>(2)</enum><text>These individuals face distinct economic, health, and workforce challenges.</text></paragraph><paragraph id="HAA03F4DB7A3C4A0DB10D28D18A51DD47"><enum>(3)</enum><text>Existing Federal data do not adequately capture multigenerational caregiving responsibilities, particularly when care is provided across households.</text></paragraph><paragraph id="H9DA9C465531645D680E959B0D2A5EC90"><enum>(4)</enum><text>Improved data collection would enhance policymaking related to caregiving, labor force participation, and health outcomes.</text></paragraph><paragraph id="HA368B38642DA4C61BC114D7033E1B443"><enum>(5)</enum><text>Major Federal population surveys, including those conducted by the Bureau of the Census and the National Center for Health Statistics of the Centers for Disease Control and Prevention, are appropriate instruments for collecting such data.</text></paragraph></section><section id="H34B5C7D51AB741469490ED9812B257AC"><enum>3.</enum><header>Data collection requirement on multigenerational caregivers</header><subsection id="H735E623CDBDA40D3A94C5C259C3C8E13"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 3 years after the date of enactment of this Act, the Secretary, in consultation with the heads of relevant Federal statistical agencies, shall ensure that at least 1 major Federal population survey includes a question designed to identify individuals who provided regular unpaid care or assistance as a multigenerational caregiver within the previous 12 month period.</text></subsection><subsection id="H50B0470658364D32867884B9BF0A7EC9"><enum>(b)</enum><header>Flexibility</header><text>The Secretary may modify the wording, response categories, or placement of the question required under this section as necessary to—</text><paragraph id="HD3794A4CA4B34CDDB35EBCF2FB1D1957"><enum>(1)</enum><text>ensure clarity and reliability of responses;</text></paragraph><paragraph id="HAA24AC6397174A818F8044AF8A1595A9"><enum>(2)</enum><text>minimize respondent burden; and</text></paragraph><paragraph id="HE2DB92FD17AB4E528D34455A312781D4"><enum>(3)</enum><text>maintain consistency with the methodology of the selected survey.</text></paragraph></subsection><subsection id="HD7764DBFA58F4795B6CC8EB7109F383A"><enum>(c)</enum><header>Testing</header><text>Before full implementation of the question required under this section, the responsible Federal statistical agency shall conduct—</text><paragraph id="H10FFB0E7AE08424A94D8C7C731BDC1AF"><enum>(1)</enum><text>cognitive testing; and</text></paragraph><paragraph id="H2897256CBEEE45B3897151EF9417D767"><enum>(2)</enum><text>field testing, as appropriate.</text></paragraph></subsection><subsection id="HE1CF5668F1E04361B5137B9E5656EC9C"><enum>(d)</enum><header>Voluntary response</header><text>Any response to the question required under this section shall be voluntary.</text></subsection><subsection id="H22C787BFC04D42A4AAD5B3A5E614C892"><enum>(e)</enum><header>Report; publication</header><paragraph id="H81D385BC950A409A897FE499DD080476"><enum>(1)</enum><header>Report</header><text>Not later than 2 years after the date on which the question required under this section is included in a major Federal population survey, the Secretary shall submit to Congress a report on the implementation of the question that—</text><subparagraph id="H24973FBF0B794B9DBAEF2B4A720EAA17"><enum>(A)</enum><text>evaluates data quality and usability;</text></subparagraph><subparagraph id="HE08E1338D6B6438FBCCD5EB42D0B09B2"><enum>(B)</enum><text>assesses respondent burden and response rates;</text></subparagraph><subparagraph id="H55655778E8534AE18F4C51AAB5D7EB6D"><enum>(C)</enum><text>identifies which survey or surveys included the question; and</text></subparagraph><subparagraph id="H37C14E93DB0349EF94102219B5D6F52F"><enum>(D)</enum><text>provides recommendations for expanding, modifying, or discontinuing the question.</text></subparagraph></paragraph><paragraph id="HBDFB4FA64CD345F3B3F02692116A84EC"><enum>(2)</enum><header>Publication</header><text>The Secretary shall publish the report submitted under paragraph (1) on the public website of the Department of Commerce.</text></paragraph></subsection><subsection id="H39549C9EC0DE4E9DAE939D7FE9068D6F"><enum>(f)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H5E93C6F793F54CAC8C4219F31A85D134"><enum>(1)</enum><header>Major Federal population survey</header><text>The term <term>major Federal population survey</term> means a nationally representative survey of individuals or households conducted by a Federal statistical agency, including—</text><subparagraph id="H7EA5873066B349DB82174931C4BEA786"><enum>(A)</enum><text>the American Community Survey;</text></subparagraph><subparagraph id="H9B865090F96641E5B6A8C57D127123C0"><enum>(B)</enum><text>the Current Population Survey;</text></subparagraph><subparagraph id="H6B555E381E8A44ABBA7ACFFE31505B3E"><enum>(C)</enum><text>the National Health Interview Survey; or</text></subparagraph><subparagraph id="H3BE34A722E2149D7972BCA057CDB20AE"><enum>(D)</enum><text>any successor or similar survey designated by the Secretary.</text></subparagraph></paragraph><paragraph id="H5EF3B19B829F4185AE5A541C64C64550"><enum>(2)</enum><header>Multigenerational caregiver</header><subparagraph commented="no" display-inline="no-display-inline" id="id222880c004614107b6f381e666efdca6"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>The term <term>multigenerational caregiver</term> means an individual who provides unpaid care or assistance—</text><clause commented="no" display-inline="no-display-inline" id="ida8fe00d28f4e4b57ad93338bb5399b93"><enum>(i)</enum><text display-inline="yes-display-inline">to at least 1 individual who is described in clause (i), (ii), or (iii) of subparagraph (B); and</text></clause><clause commented="no" display-inline="no-display-inline" id="ide38ad8a9e59749ce9bc3d18159fbece2"><enum>(ii)</enum><text display-inline="yes-display-inline">to at least 1 individual who is described in a clause of subparagraph (B) other than the clause describing the individual referred to in clause (i) of this subparagraph.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1356ee1446e6416d98ecddb58867a838"><enum>(B)</enum><header>Demographic categories</header><text display-inline="yes-display-inline">The individuals referred to in clauses (i) and (ii) of subparagraph (A) are the following:</text><clause id="H0B45BD1F0F024ACDA51487E7D99763D6"><enum>(i)</enum><text>A child who is less than 18 years of age.</text></clause><clause id="HFD17F414059248B496B4C153B387C66B" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">An adult who is not less than 18 years of age and less than 65 years of age and who has a health condition or disability.</text></clause><clause id="H464F6B0E2BBE4D12A6E342F2F61BAC0E"><enum>(iii)</enum><text>An adult who is not less than 65 years of age and who has a health condition or disability.</text></clause></subparagraph></paragraph><paragraph id="H678483D005BA4F1AA104EE56C1213241"><enum>(3)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Commerce.</text></paragraph></subsection></section></legis-body></bill>
