<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4497</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260512">May 12, 2026</action-date><action-desc><sponsor name-id="S331">Mrs. Gillibrand</sponsor> (for herself and <cosponsor name-id="S355">Mr. Cruz</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to provide tax relief relating to public safety officers' death benefits, and for other purposes.</official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="ideb83699bb3fa4323a0f1f324dba31cea" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tax Relief for First Responder Beneficiaries Act</short-title></quote>.</text></section><section id="id998cfb56442248b6b6f455b0c239890b"><enum>2.</enum><header>Exclusion of certain compensation received by public safety officers and their beneficiaries</header><subsection commented="no" display-inline="no-display-inline" id="id6fcf498e5dac4e4dbdef472c6f772146"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subparagraph (B) of <external-xref legal-doc="usc" parsable-cite="usc/26/104">section 104(a)(6)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>surviving dependents</quote> and inserting <quote>surviving beneficiaries</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id9b3df22ec494467a91368154faea388c"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall apply to taxable years beginning after December 31, 2022.</text></subsection></section><section id="id78c325cfdff24b3c8c2c5d94845be6a4"><enum>3.</enum><header>Survivor annuity benefits for public safety officers and their beneficiaries</header><subsection commented="no" display-inline="no-display-inline" id="idbfb75d8d9daf4a0a9d72dc24551fbe83"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subparagraph (A) of <external-xref legal-doc="usc" parsable-cite="usc/26/101">section 101(h)(1)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>a child of such officer</quote> and inserting <quote>a child or a beneficiary of any life insurance policy or benefit plan of such officer</quote>.</text></subsection><subsection id="id0a7e2509f7b14e049ecb22223e18368c" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall apply to taxable years beginning after December 31, 2022.</text></subsection></section></legis-body></bill>
