sustained national investment in biomedical research.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Cures Act</short-title></quote>.</text></section><section id="id3137835526ac44828dd8588a4430c52a"><enum>2.</enum><header>Appropriations for Innovation</header><subsection id="id2D6384734F7E4A8D81DCFB3CAA41CE1F"><enum>(a)</enum><header>In general</header><text>There are hereby authorized to be appropriated, and appropriated, out of any monies in the Treasury not otherwise appropriated, the following:</text><paragraph id="id3BF6EFE7F3B54F88A5AB5D5E32E72287"><enum>(1)</enum><header>National Institutes of Health</header><text>For the National Institutes of section:</text><paragraph commented="no" display-inline="no-display-inline" id="id8CA651FB2C924C04AA201185D783AAA2"><enum>(1)</enum><header display-inline="yes-display-inline">Centers for Disease Control and Prevention</header><text display-inline="yes-display-inline">The term <term>Centers for Disease Control and Prevention</term> means the appropriations accounts that support the various institutes, offices, and centers that make up the Centers for Disease Control and Prevention.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2415DF47AE3C45CE9E3F8E1E46038740"><enum>(2)</enum><header display-inline="yes-display-inline">Research, development, test, and evaluation program of the Department of Defense health program</header><text display-inline="yes-display-inline">The term <term>research, development, test, and evaluation program of the Department of Defense health program</term> means the appropriations accounts that support the various institutes, offices, and centers that make up the research, development, test, and evaluation program of the Department of Defense health program.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id728706BF154E4F7AA0C038AA8FF1B789"><enum>(3)</enum><header display-inline="yes-display-inline">Medical and prosthetics research program of the Department of Veterans Affairs</header><text display-inline="yes-display-inline">The term <term>medical and prosthetics research program of the Department of Veterans Affairs</term> means the appropriations accounts that support the various institutes, offices, and centers that make up the medical and prosthetics research program of the Department of Veterans Affairs.</text></paragraph><paragraph id="id3f58576ee3db4302b08e3fc9eecef044"><enum>(4)</enum><header>National Institutes of Health</header><text>The term <term>National Institutes of Health</term> means the appropriations accounts that support the various institutes, offices, and centers that make up the National Institutes of Health.</text></paragraph></subsection><subsection id="id1294BCCBEBC44AA2B868C31EFB66C1FE"><enum>(d)</enum><header>Exemption of certain appropriations from sequestration</header><paragraph id="id1C124A3B413C4D408CD45DBD78D3E3FE"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 255(g)(1)(A) of the Balanced Budget and Emergency Deficit Control Act (<external-xref legal-doc="usc" parsable-cite="usc/2/905">2 U.S.C. 905(g)(1)(A)</external-xref>) is amended by inserting after <quote>Advances to the Unemployment Trust Fund and Other Funds (16–0327–0–1–600).</quote> the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3FA09EFBFE3A4F1DA66617B6038E8426"><clause id="id32E0854CB1004EA4B46AD6E504BE876F"><enum/><text>Appropriations under the <short-title>American Cures Act</short-title>.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB268DDF8F2664157AEA6D9887BBD89B2"><enum>(2)</enum><header>Applicability</header><text>The amendment made by this section shall apply to any sequestration order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/900">2 U.S.C. 900 et seq.</external-xref>) on or after the date of enactment of this Act.</text></paragraph></subsection><subsection id="id28ac3f86eea74777b86caa6373bc0978"><enum>(e)</enum><header>Budgetary effects</header><paragraph id="idaebef87de93443cfbb1fd04fbbab090b"><enum>(1)</enum><header>Statutory paygo scorecards</header><text>The budgetary effects of this section shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/2/933">2 U.S.C. 933(d)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id27e41f9626b34f9b940e50e99ac3d34e"><enum>(2)</enum><header>Senate paygo scorecards</header><text>The budgetary effects of this section shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H.
