which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To designate a senior official responsible for the management and oversight of all programs and activities of the Department of Defense related to the transition of members of the Armed Forces to civilian or reserve status, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="idc1b5a91cefa14c79b9e2c292fe5609db"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Servicemember Civilian Transition Support Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id3dbbc65abe7643f6a05472fe927c4a8b"><enum>2.</enum><header display-inline="yes-display-inline">Designation of senior official for military to civilian or reserve transition</header><subsection commented="no" display-inline="no-display-inline" id="id501553b1168a496aa083581cae208eba"><enum>(a)</enum><header display-inline="yes-display-inline">Designation</header><paragraph commented="no" display-inline="no-display-inline" id="ida90279af71fb40529c28ad46a10b312d"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Under Secretary of Defense for Personnel and Readiness shall designate a senior official of the Department of Defense to oversee policy and programs related to the transition of members of the Armed Forces from active duty to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7f309841103841909a0dc8252f9ea648"><enum>(A)</enum><text display-inline="yes-display-inline">civilian life; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id65a94b3dd54d4cf7a23c96d262cc8f0f"><enum>(B)</enum><text>reserve components.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id354dd5e7596549f3a95ed1418192eebe"><enum>(2)</enum><header>Qualifications</header><text>The official designated under paragraph (1) shall be designated from among individuals with—</text><subparagraph commented="no" display-inline="no-display-inline" id="idcdc8e4ab33cf40018a10d8349f5dc675"><enum>(A)</enum><text display-inline="yes-display-inline">extensive experience with veterans services; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb5738ce40c7d4d45b50a821ada60d331"><enum>(B)</enum><text display-inline="yes-display-inline">knowledge of the transition from active duty to—</text><clause commented="no" display-inline="no-display-inline" id="id21607e6d8066428586e16d94295fc793"><enum>(i)</enum><text display-inline="yes-display-inline">civilian life; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id47c195b2d1d4406781c0ca73cb21cfde"><enum>(ii)</enum><text display-inline="yes-display-inline">reserve components.</text></clause></subparagraph></paragraph></subsection><subsection id="idecb2e5c428c84e28a0d6da0b404ce15e"><enum>(b)</enum><header>Role, responsibility, and authority</header><paragraph commented="no" display-inline="no-display-inline" id="idb1219ce0452c4b53b21270d2a116a8be"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Under Secretary of Defense for Personnel and Readiness, in consultation with the Secretary of Defense, shall prescribe the roles, responsibilities, and authorities of the official designated under subsection (a)(1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5c9f89ff57ab49b498f409a3ed585063"><enum>(2)</enum><header>Roles, responsibilities, and authorities required</header><text display-inline="yes-display-inline">The roles, responsibilities, and authorities prescribed pursuant to paragraph (1) shall include, with respect to the transition of members of the Armed Forces and their families from active duty to civilian life and reserve components—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf808e7368e534cf58dd79e7fa26150cf"><enum>(A)</enum><text display-inline="yes-display-inline">serving as the principal advisor to the Secretary of Defense, the Deputy Secretary of Defense, and the Under Secretary of Defense for Personnel and Readiness on policies, operations, and programs and activities relating to the transition of members;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7b8c5f31be05487e9095a9bdb1901905"><enum>(B)</enum><text display-inline="yes-display-inline">assisting the Secretary of Defense, the Deputy Secretary of Defense, and the Under Secretary of Defense for Personnel and Readiness with policies, operations, and programs and activities relating to the transition of members;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5ef3b02dc7294eb0aeaba0065f94e613"><enum>(C)</enum><text display-inline="yes-display-inline">working, in coordination with the Secretary of Veterans Affairs, the Secretary of Labor, and the Secretary of Education, to improve the efficiency and effectiveness of all activities relating to the transition of members;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id595856e2fb994fe9909c2145cf9ed1e2"><enum>(D)</enum><text display-inline="yes-display-inline">serving as the chief transition officer of the Department of Defense, with the mission of coordinating and overseeing the effectiveness of transition programs of the Department of Defense and ensuring all members of the Armed Forces are well equipped for civilian life or the reserve components, as the case may be;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6b60754c1a934b3591b5e823360dadf7"><enum>(E)</enum><text display-inline="yes-display-inline">overseeing the Military-Civilian Transition Office and the implementation of transition programs across the Department of Defense;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id44e43464f2f44ef0a7fa9cfa171586c6"><enum>(F)</enum><text display-inline="yes-display-inline">conducting a review and assessment of all transition programs and services offered by the Department of Defense, including the Transition Assistance Program and Skillbridge Program, and proposing legislative or administrative action—</text><clause commented="no" display-inline="no-display-inline" id="id3a389f355cb24c07839876c457d3148f"><enum>(i)</enum><text display-inline="yes-display-inline">to improve the efficacy and efficiency of the programs; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id31457d15bde641fc9b317d140cd2a579"><enum>(ii)</enum><text display-inline="yes-display-inline">to ensure compliance with all legal requirements related to transition assistance; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idce87403bc9ab4f2c8d32358c16047d66"><enum>(G)</enum><text display-inline="yes-display-inline">working with Federal agencies, State and local governments, and nongovernmental organizations to improve the delivery of transition support services.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2c3f803e16f342ffb9c96720b6b4b72d"><enum>(c)</enum><header>Briefing on designation and implementation</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall provide a briefing to the congressional defense committees (as defined in section 101 of title 10, United States Code) on—</text><paragraph commented="no" display-inline="no-display-inline" id="idf9e94be5a15b423bb1827d60b62b4c5f"><enum>(1)</enum><text display-inline="yes-display-inline">the status of the designation of the official under subsection (a); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id74bee69a98ca46a8848eaff20b9a5993"><enum>(2)</enum><text display-inline="yes-display-inline">the implementation of the roles, responsibilities, and authorities of the official under subsection (b).</text></paragraph></subsection></section></legis-body></bill>
