<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4459</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260430">April 30, 2026</action-date><action-desc><sponsor name-id="S438">Mr. Husted</sponsor> (for himself and <cosponsor name-id="S428">Ms. Alsobrooks</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Comptroller General of the United States to conduct a study on the capability of the Appalachian Regional Commission to include satellites in broadband projects, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HF846B4D8B85E447C92B9E92BFB295CA6"><section section-type="section-one" id="H84D563A6DC974CB09B1D636C9927DF50"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanding Appalachia’s Broadband Access Act</short-title></quote>.</text></section><section id="H1FBDC97D4E7349A4907D609ADCB2B7D5"><enum>2</enum><header>GAO study on satellite broadband</header><subsection id="H2C09F5BE91AB4B3EB88F2FA6C42990D7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this section, the Comptroller General of the United States shall conduct, and submit to Congress the results thereof, a study on the capability of the Appalachian Regional Commission to incorporate satellites in broadband projects.</text></subsection><subsection id="H3C52BA6861A349F6AE2134F96F082132"><enum>(b)</enum><header>Requirements</header><text display-inline="yes-display-inline">In conducting the study under subsection (a), the Comptroller General of the United States shall—</text><paragraph id="H6977A1D7C0FC41A19227E9E4E3121FFB"><enum>(1)</enum><text>review the capacity of satellite broadband services to be used for business purposes;</text></paragraph><paragraph id="HCDD99F01701E4989829219AFC5190448"><enum>(2)</enum><text>evaluate economic development growth in areas that have used satellite broadband for businesses; and</text></paragraph><paragraph id="HCE54C0F961B9472DACE5F9C5374D10F0"><enum>(3)</enum><text>analyze the cost-effectiveness of implementing broadband via satellites for economic development.</text></paragraph></subsection></section></legis-body></bill>
