<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4455</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260430">April 30, 2026</action-date><action-desc><sponsor name-id="S330">Mr. Bennet</sponsor> (for himself, <cosponsor name-id="S247">Mr. Wyden</cosponsor>, <cosponsor name-id="S322">Mr. Merkley</cosponsor>, and <cosponsor name-id="S359">Mr. Heinrich</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBU00">Committee on the Budget</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend section 313 of the Congressional Budget Act of 1974 to designate provisions resulting in the sale, disposal, or transfer of Federal lands as extraneous under the Byrd Rule.</official-title></form><legis-body><section id="idb7d44140aec94b1caf06203c9737d28f" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Public Lands Integrity Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idac5bf9b22b734c71a8816d0714d3465b"><enum>2.</enum><header display-inline="yes-display-inline">Provisions resulting in the sale, disposal, or transfer of Federal lands designated as extraneous under the Byrd Rule</header><text display-inline="no-display-inline">Section 313(b)(1) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/644">2 U.S.C. 644(b)(1)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id0aaa57ea7a3d48e3a008808b2775be76"><enum>(1)</enum><text>by striking <quote>and (F)</quote> and inserting <quote>(F)</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id17536d6fb20b40ddab82079605f5c049"><enum>(2)</enum><text>by inserting <quote>; and (G) a provision that results in the sale, disposal, or transfer of Federal lands shall be considered extraneous</quote> before the period at the end.</text></paragraph></section></legis-body></bill>
