demonstration, and commercial application activities in support of next-generation geothermal systems in various conditions, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HE516742C346045C3A75A8A977E2531E5"><section section-type="section-one" id="H1065720BABDE4E7DB029AC4D50833B0B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Next-Generation Geothermal Research and Development Act</short-title></quote>.</text></section><section id="H7FDCE22B248D4568BA5FF024108994EF"><enum>2.</enum><header>Geothermal energy</header><subsection id="HEE3AB2F24F7A4A819B1E74BB060062B6"><enum>(a)</enum><header>EISA definitions</header><text display-inline="yes-display-inline">Section 612 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17191">42 U.S.C. 17191</external-xref>) is amended—</text><paragraph id="HC72DEE7968644ED2BA2E4524899F3F23"><enum>(1)</enum><text>by redesignating paragraphs (1) through (8) as paragraphs (2), (3), (4), (5), (6), (7), (8), and (12), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3d8529ea8c17491ebca680480c461758"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting before paragraph (2) (as so redesignated) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4C916D9B5EC744A6AF8A4BA55BEF97AC"><paragraph commented="no" display-inline="no-display-inline" id="idc1cb1fc5b991460e80a06c81a828fd62"><enum>(1)</enum><header>Closed-loop geothermal systems</header><text>The term <term>closed-loop geothermal systems</term> means a wellbore or subsurface circuit of wellbores containing a fluid heated through contact with the borehole wall.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H4E19C94E0FF94232A0C48F0515AA4CD8"><enum>(3)</enum><text>by inserting after paragraph (8) (as so redesignated) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H412FAFFCE89F4E7696216E36ED714E5D"><paragraph id="H7B2581C6FCFB4A64976477A98238D8D9"><enum>(9)</enum><header>Next-generation geothermal systems</header><text>The term <term>next-generation geothermal systems</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc161d3cd35514b5c8a40c39d1bb3ae2c"><enum>(A)</enum><text display-inline="yes-display-inline">enhanced geothermal systems;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb8ef20bc86804e4fa93df2af219dca12"><enum>(B)</enum><text>closed-loop geothermal systems; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcb2c074551fe4a4b98e20662b97be329"><enum>(C)</enum><text>in supercritical conditions—</text><clause commented="no" display-inline="no-display-inline" id="id1014e34d4ea4423289d1f4f649073d63"><enum>(i)</enum><text display-inline="yes-display-inline">enhanced geothermal systems;</text></clause><clause commented="no" display-inline="no-display-inline" id="ide86cf1ced5414bc0a24da350fea756c1"><enum>(ii)</enum><text>closed-loop geothermal systems; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id92007f91c0a9449ca109b3674310584e"><enum>(iii)</enum><text display-inline="yes-display-inline">other technologies, as determined by the Secretary.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1638250ef05a4b119756f53ba45e5942"><enum>(10)</enum><header display-inline="yes-display-inline">Supercritical conditions</header><text>The term <term>supercritical conditions</term> means subsurface temperature conditions at or above the supercritical temperature of the primary fluid present.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2a1c8a386c714691830a600d95918bf3"><enum>(11)</enum><header display-inline="yes-display-inline">Supercritical geothermal</header><text display-inline="yes-display-inline">The term <term>supercritical geothermal</term> means energy derived from a subsurface geologic rock resource existing in-situ at or above the supercritical temperature of the primary fluid present.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HA4714FD425B3402581B857C0E988B0A7"><enum>(b)</enum><header>Hydrothermal research and development programs</header><text display-inline="yes-display-inline">Section 613(b)(1) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17192">42 U.S.C. 17192(b)(1)</external-xref>) is amended by striking <quote>advanced geologic tools to assist</quote> and inserting <quote>advanced tools, including machine learning algorithms, to assist</quote>.</text></subsection><subsection id="H384A22CF6F3A4E00B3B7142CB5FCF63D"><enum>(c)</enum><header>Geothermal systems research and development</header><text display-inline="yes-display-inline">Section 614 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17193">42 U.S.C. 17193</external-xref>) is amended—</text><paragraph id="H99213B8A584345A19C2616F00D479FF4"><enum>(1)</enum><text>in subsection (d)(1), by striking <quote>among the Office of Fossil Energy, the Office of Energy Efficiency and Renewable Energy,</quote> and inserting <quote>across the Department</quote>; and</text></paragraph><paragraph id="HBC1F6A23E40E4EC19A9CAE4552E13C9D"><enum>(2)</enum><text>in subsection (h)—</text><subparagraph id="HE7976CE5A0CF45AEBD842B60532182C7"><enum>(A)</enum><text>in paragraph (1), by inserting <quote>and publicly available subsurface data, including data reported as part of fossil fuel and mining operations,</quote> after <quote>geothermal drilling information</quote>; and</text></subparagraph><subparagraph id="H71DDB30E9849485A93980B4D3D46608C"><enum>(B)</enum><text>in paragraph (2), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H349203529BF74138ACDA6C7A4B744FBB"><subparagraph id="H1DFD79B851D24256A67E2E4352604F18"><enum>(C)</enum><header>Updates</header><text display-inline="yes-display-inline">The repository established under paragraph (1) shall be periodically updated in order to carry out the following:</text><clause id="H110CEBC0F50E4133AF51B65634B5EAD5"><enum>(i)</enum><text>Standardize data in a uniform manner to the maximum extent practicable and enable analysis across different projects.</text></clause><clause id="HB59F8AD57F9E4101B180664B6ADF0693"><enum>(ii)</enum><text>Enhance the accessibility and usability of data to increase analysis of geothermal energy, including next-generation geothermal systems on regional, local, and site-specific scales.</text></clause><clause id="HC400187119104A44B4DC60C63E943EF6"><enum>(iii)</enum><text>Increase uses of data, including data viewable by map and organization by common attributes such as region.</text></clause><clause id="H46D95B7D269946E7961ED474F1B2097B"><enum>(iv)</enum><text>Make other improvements in functionality and usability, as determined by the Secretary.</text></clause></subparagraph><subparagraph id="HEB6E441DE5BA4FB3880BF69C4A4AABE3"><enum>(D)</enum><header>Memorandum of understanding</header><clause id="id521A93DBBE1D44D8BC4CE3019137C158"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall enter into a memorandum of understanding with the Secretary of the Interior, and may enter into a memorandum of understanding with the head of any other relevant Federal department or agency, for notifying, sharing, and providing opportunities for additional data collection regarding shared geothermal development data from projects funded by each applicable department or agency, including data from mining, critical minerals, and energy projects, such as subsurface heat data, seismic data, lithology data, boundaries of State-protected and federally protected areas, and existing transmission capacity. </text></clause><clause id="id87DDC85636654AF18F2160A20FFF1233"><enum>(ii)</enum><header>Prioritization</header><text display-inline="yes-display-inline">To the maximum extent practicable, activities conducted under a memorandum of understanding entered into under clause (i) shall prioritize heat, lithology, and strain profiles through deep exploration boreholes and control points for deep heat mapping and geothermal development. </text></clause></subparagraph><subparagraph id="H737BC16F7521405F9F995E4143914C5C"><enum>(E)</enum><header>Regional deep data probes</header><clause id="id751268BFC0584F9491F45773B804F226"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall work with the Secretary of the Interior, who shall be responsible for commissioning the drilling of deep exploration boreholes deeper than 8 kilometers in depth in representative geological provinces in the United States to provide control points for deep heat mapping and geothermal development. </text></clause><clause id="id98347846E6794384AD0608191F74451B"><enum>(ii)</enum><header>Requirements</header><text display-inline="yes-display-inline">The resulting data shall—</text><subclause id="idCB2E735DC647440681339E24A5D9CA5C"><enum>(I)</enum><text display-inline="yes-display-inline">include an exploration of heat, lithology, and subsurface stress state; and </text></subclause><subclause id="id3F6489F27D8242DA9DEDF0E5E81ADD29"><enum>(II)</enum><text display-inline="yes-display-inline">be shared publicly on the drilling data repository.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="HFF5344CDF59148758C6C9294EA2B24D2"><enum>(d)</enum><header>Enhanced geothermal systems research and development</header><text display-inline="yes-display-inline">Section 615 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17194">42 U.S.C. 17194</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id0974db15c31a44f18bdcb1d302dda6d7"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">research and development</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">and closed-loop geothermal systems research, development, and testing</header-in-text></quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0c23508400f442eaaac0f4bbd792d5d0"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting <quote>and closed-loop geothermal systems</quote> after <quote>enhanced geothermal systems</quote> each place it appears;</text></paragraph><paragraph id="H308E285466914D00B02A05CCFEEDF4A3"><enum>(3)</enum><text>in subsection (b)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8278bc03d1c94e2baa517d4b23e372fd"><enum>(A)</enum><text>in the subsection heading, by inserting <quote><header-in-text level="subsection" style="OLC">and closed-loop geothermal systems</header-in-text></quote> after <quote><header-in-text level="subsection" style="OLC">systems</header-in-text></quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6e80da5bc98046dd846f9dc22a593521"><enum>(B)</enum><text>in paragraph (11), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="HFFB7171A7441481EACC7585A1A10CBBF"><enum>(C)</enum><text>in paragraph (12), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H22C9A3BC6AAE4CCCBFB88F1D3647ABE4"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HAC25045D964D4899B227BE9779889A84"><paragraph commented="no" id="H7CDD507C24EA43D2A193EDBBA45C453A"><enum>(13)</enum><text display-inline="yes-display-inline">the research topics described in paragraphs (1) through (12) in supercritical conditions.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H6813FE83A8654E2EA51CB428554293E7"><enum>(4)</enum><text>in subsection (c)—</text><subparagraph id="idA3C5EE1A00B746118B4D6A3B1F99EC68"><enum>(A)</enum><text>by inserting <quote>systems and closed-loop geothermal systems</quote> after <quote>enhanced geothermal</quote> each place it appears;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2d057051fec048da878f1672162524a1"><enum>(B)</enum><text>by redesignating paragraph (7) as paragraph (8); and</text></subparagraph><subparagraph id="id1CBAE066F0D842BEAA755AB9D3ADF7B1"><enum>(C)</enum><text>by inserting after paragraph (6) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HCAA1C1030E194BACAA527B91C84463BD"><paragraph id="HE3E02DCE587E436AB17FD82BFFDA3CDD"><enum>(7)</enum><header>Testing of next-generation geothermal systems in supercritical conditions</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Next-Generation Geothermal Research and Development Act</short-title>, the Secretary shall take such actions as may be necessary to ensure that at least 1 FORGE site has the capabilities to include testing of next-generation geothermal systems in supercritical conditions.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H08F184D42D934BFAAE9F6DD859AF1AB2"><enum>(5)</enum><text>in subsection (d)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idad4400c7c5374dd198cad0401000afda"><enum>(A)</enum><text display-inline="yes-display-inline">in the subsection heading, by inserting <quote><header-in-text level="subsection" style="OLC">and Closed-loop Geothermal Systems</header-in-text></quote> after <quote><header-in-text level="subsection" style="OLC">Systems</header-in-text></quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id02f4b788ac9e498a999a91daa7f1e07d"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2)(C), by inserting <quote>and closed-loop geothermal</quote> after <quote>enhanced geothermal</quote>; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id70c4856b72fc40a2b69084e9f9d2874a"><enum>(6)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HABF3C3B1A106463C83FA9642EC57E13E"><subsection id="H3F26E81A17F64DD3BB84864AA1C19AB3"><enum>(e)</enum><header>Next-Generation Geothermal Research and Development Program</header><paragraph commented="no" id="HF17233DAFA2A4614943C31DA4722B66A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Within the Geothermal Technologies Office of the Department, the Secretary shall support a program, to be called the <quote>Next-Generation Research and Development Program</quote>, for next-generation geothermal systems research, development, demonstration, and commercial application activities.</text></paragraph><paragraph id="HAE9D3BB42E5D4059A22D9A2A33D74142"><enum>(2)</enum><header>Supercritical geothermal</header><subparagraph id="H5CAD93C3FC6249F4A33D950A428B6690"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The program described in paragraph (1) shall include research on supercritical geothermal, including on the following topics in supercritical conditions:</text><clause id="H0AC5A5DEF6764C86A1305F660E0A66C0"><enum>(i)</enum><text>Well completion.</text></clause><clause id="HF89EC1D0A6F844C183D88696A9AF1762"><enum>(ii)</enum><text>Reservoir creation and management, including drilling tools, casing production equipment, proppants, and packers.</text></clause><clause id="HA3078B7A142E4A7BA17E069B251BAD12"><enum>(iii)</enum><text>Materials development and equipment design, including power production, specific to supercritical geothermal systems.</text></clause><clause id="H890D6DBC0B6343CA855CEE7E0036D293"><enum>(iv)</enum><text>Sensor development.</text></clause><clause id="H1AD4F27192F5462D818EAF53EBBA73F9"><enum>(v)</enum><text>Water-rock geochemistry.</text></clause><clause id="H1FE478A24A1245D9907DF1AF431166D2"><enum>(vi)</enum><text>Rock properties.</text></clause><clause id="HF5560B7D68484D8B870E33C7CC574893"><enum>(vii)</enum><text>Hard rock and deep drilling.</text></clause><clause id="HAC39802D421E48D69A235BF68784C1A7"><enum>(viii)</enum><text>Any other topics the Secretary determines necessary.</text></clause></subparagraph><subparagraph id="H1664215E7C3E4AE892377D2FE76D6BE8"><enum>(B)</enum><header>Milestone-based grants</header><text>In carrying out supercritical geothermal research under the program described in paragraph (1), the Secretary shall award milestone-based grants for deep drilling projects in unique geodynamic settings at each of the following milestones:</text><clause commented="no" display-inline="no-display-inline" id="id0ff33125a83a4b568ffb83cc041fa089"><enum>(i)</enum><text>Tectonic crustal stress and fracture characterization.</text></clause><clause commented="no" display-inline="no-display-inline" id="id07e246bf85db45da935d33684703216a"><enum>(ii)</enum><text>Laboratory work.</text></clause><clause commented="no" display-inline="no-display-inline" id="id5428bd9b56f0494ca94844c44d1a3d58"><enum>(iii)</enum><text>Drilling.</text></clause><clause commented="no" display-inline="no-display-inline" id="id31e51e766c094e269d8e47f8e318eaed"><enum>(iv)</enum><text>Flow testing.</text></clause><clause commented="no" display-inline="no-display-inline" id="idacc6f4d4714b4d268f97ce86541cae50"><enum>(v)</enum><text>Power production.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcf580ece266a424b88a3ad65f2f22048"><enum>(C)</enum><header display-inline="yes-display-inline">Administration</header><text display-inline="yes-display-inline">The Secretary shall administer grants to institutions of higher education and private sector entities to carry out activities on the topics described in subparagraphs (A) and (B) and, to the maximum extent practicable, share data, results, and information publicly.</text></subparagraph></paragraph><paragraph id="HCDC95F6FDD564FAC966AE75563953D6C"><enum>(3)</enum><header>Report on water use</header><subparagraph commented="no" display-inline="no-display-inline" id="idd982ad0a70b745b38165214f60d1840d"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 5 years after the date of enactment of this subsection, the Secretary shall submit to the Committee on Natural Resources and the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report on estimated water withdrawal and consumption of next-generation geothermal systems.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9074a6e235234f6396da0a197f95dfd1"><enum>(B)</enum><header>Requirements</header><text>The report required under subparagraph (A) shall include an analysis of—</text><clause id="HB71074DACBED4B1DB79151504A3B5650"><enum>(i)</enum><text>the ability of next-generation geothermal systems to use brackish and non-potable water;</text></clause><clause id="H208707FE06C841ACBA90030F06BDBA42"><enum>(ii)</enum><text>the withdrawal and consumption of water per megawatt hour of next-generation geothermal systems, as compared to other power-generation technologies; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id3a7501270cf049d696f02b327df192d6"><enum>(iii)</enum><text display-inline="yes-display-inline">technological and operational improvements that could lead to decreases in water withdrawal and consumption of next-generation geothermal systems.</text></clause></subparagraph></paragraph><paragraph id="H94AA7CA6080D4B3B8584380BF7676018"><enum>(4)</enum><header>Next-generation geothermal center of excellence</header><subparagraph commented="no" id="H2ADC7ED8473440EC8BA64BFD28C12D50"><enum>(A)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary shall award grants, through a competitive, merit-reviewed process, to National Laboratories (as defined in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>)) (referred to in this paragraph as the <quote>National Laboratories</quote>), multi-institutional collaborations, public-private partnerships, State geological surveys, or institutions of higher education (or consortia thereof), for the following:</text><clause commented="no" id="HA1C061B165424348BA61D0542B42D291"><enum>(i)</enum><text>The continuation and expansion of research, development, demonstration, testing, and commercial application activities applicable to FORGE sites, including activities in supercritical conditions.</text></clause><clause commented="no" id="HC60CC95329BB40A1B8A11D37032C88D9"><enum>(ii)</enum><text>The establishment of a next-generation geothermal systems center of excellence.</text></clause></subparagraph><subparagraph id="H9FA775610DFF47ACA425562206961B29"><enum>(B)</enum><header>Location</header><text display-inline="yes-display-inline">In selecting National Laboratories, multi-institutional collaborations, public-private partnerships, or institutions of higher education for the establishment of a center of excellence under subparagraph (A), the Secretary shall consider the following criteria:</text><clause id="HB3BA263C7DCD438BAABF0982EA3A60DC"><enum>(i)</enum><text>Whether the institution hosts an existing geothermal energy research and development program.</text></clause><clause id="HF40C06F1E30540B58477D1F37A7258A1"><enum>(ii)</enum><text>Whether the institution has proven technical expertise to support geothermal energy research.</text></clause><clause id="HEF50E764B96A459FADBF07C9DB98EC3F"><enum>(iii)</enum><text>Whether the institution has access to diverse geothermal resources to support next-generation geothermal systems in various conditions.</text></clause></subparagraph><subparagraph id="H9370461065E74BD5A73F291904948B72"><enum>(C)</enum><header>Purpose</header><text display-inline="yes-display-inline">A center of excellence established under subparagraph (A) shall coordinate among existing FORGE sites, the Department, institutions of higher education, and National Laboratories to carry out the following:</text><clause commented="no" id="H00AC3726E6DD47AD96C93F79FE24BB76"><enum>(i)</enum><text>Advance research, development, demonstration, and commercial application of next-generation geothermal systems, including supercritical geothermal technologies, to address both fundamental scientific challenges and industry and commercial needs, including by partnering with other academic or research institutions, industry, nongovernmental organizations, Tribal entities (including Alaska Native Corporations), and State, local, or Tribal governments.</text></clause><clause id="H7A1C014C4F7646678E5C8F3426F5D00E"><enum>(ii)</enum><text>Foster collaboration for education, research, and partnership initiatives in order to support the technology, deployment, and workforce needs of the United States geothermal energy industry, including a focus on next-generation geothermal systems.</text></clause><clause id="H96E1B03D24D14C22BF532A7ADDB363DE"><enum>(iii)</enum><text>Support workforce development across the next-generation geothermal systems energy development lifecycle.</text></clause><clause id="H3431F9744EEC4C78AD14DF937F470A2C"><enum>(iv)</enum><text>Provide educational, technical, and analytical assistance on next-generation geothermal systems to Federal agencies, industry, and State, local, and Tribal governments.</text></clause><clause id="HB6FA2205026A4B5DAA47F14D58DBAF17"><enum>(v)</enum><text>Collect and disseminate information on best practices in all areas relating to developing and managing geothermal energy resources and energy systems, including next-generation geothermal systems.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc19bf0a54f1f44e695ea663bd4e009dc"><enum>(5)</enum><header>Commercial-readiness innovation grants</header><subparagraph commented="no" display-inline="no-display-inline" id="id23cef45f10134124939b4abe969f4499"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary shall award grants to accelerate the development, testing, and implementation of innovative technologies identified by in-field operations as areas for improving the performance of commercial geothermal energy projects using enhanced geothermal systems and closed-loop geothermal systems.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4bf7214f6de44da49cc30f927dc51e38"><enum>(B)</enum><header>Focus areas</header><text>Grants may be awarded under this paragraph for innovative technologies, including—</text><clause commented="no" display-inline="no-display-inline" id="id776f0be70e9c4675a71cebdd7c787b29"><enum>(i)</enum><text>hardrock drilling equipment, components, and systems, including bit design and vibration control;</text></clause><clause commented="no" display-inline="no-display-inline" id="id4321beecf89c4de992c4d2f6ff02b67b"><enum>(ii)</enum><text>reservoir characterization, well design and spacing, and completions; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id6eee577519104d7dae8d5377d979029b"><enum>(iii)</enum><text>data acquisition and analysis, including fiber optic sensing tools and methodologies.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id53195c24750843d28208f21c6e1ca670"><enum>(C)</enum><header>Applications</header><clause commented="no" display-inline="no-display-inline" id="id75c211dc863f4336b1a09b1fccea60fa"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text>An entity seeking a grant under this paragraph shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></clause><clause commented="no" display-inline="no-display-inline" id="idefa4a402c2cf4fb59376058612237005"><enum>(ii)</enum><header>Prioritization</header><text>In awarding grants under this paragraph, the Secretary shall give priority to—</text><subclause commented="no" display-inline="no-display-inline" id="id59fe92e5190a484fa8f37a742ffc443c"><enum>(I)</enum><text display-inline="yes-display-inline">applicants, especially for-profit entities and public-private partnerships, with demonstrated success relating to in-field development and commercial operations for geothermal energy projects;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idc1cf4a1d0fb341bb96a0bf1cbfb7338e"><enum>(II)</enum><text>projects with the greatest ability to advance near-term commercial deployment of enhanced geothermal systems and closed-loop geothermal systems; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="ide7c605f8716742f59e27f491d7842a95"><enum>(III)</enum><text>projects that advance the commercialization of geothermal energy projects in diverse geological conditions or supercritical conditions.</text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ideedf06bbcfa443419535eb5b588869d9"><enum>(D)</enum><header>Cost sharing</header><text>The Federal share of the cost of a project carried out with a grant under this paragraph shall be not more than 80 percent.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf701df84c9974089937bbf63a9aea4c6"><enum>(6)</enum><header display-inline="yes-display-inline">Next-generation geothermal systems surface facility innovation grants</header><subparagraph commented="no" display-inline="no-display-inline" id="idA296821A8D794063AB4C8FA73A4A6F27"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary shall award grants for innovation in the operation, cost, and design of surface facility components of next-generation geothermal systems.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id10DD1FA6759B4B34AE152BFF282F4FB4"><enum>(B)</enum><header>Focus areas</header><text>Grants may be awarded under this paragraph for development and testing of innovative technologies, including—</text><clause commented="no" display-inline="no-display-inline" id="idE83CC314AC5F41E19B7FFCC84E05DF65"><enum>(i)</enum><text>improved organic Rankine cycle generation efficiency, working fluids, and performance at low and supercritical temperatures;</text></clause><clause commented="no" display-inline="no-display-inline" id="id455E702FEA314878919FA292A563F65F"><enum>(ii)</enum><text>improved performance of air-cooled condensers in warm ambient weather conditions, and improved efficiency of water-cooled condensers; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id4134C6B172E248E6B76C74CB90F767BC"><enum>(iii)</enum><text>component and facility design, including gathering lines, generation unit standardization, and data collection and monitoring.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id941D090DB85049B2A492162655FCCA70"><enum>(C)</enum><header>Applications</header><clause commented="no" display-inline="no-display-inline" id="id737D082470794F59A5D4F41895470FD5"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text>An entity seeking a grant under this paragraph shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></clause><clause commented="no" display-inline="no-display-inline" id="idB83FDC03DB5F49ADA8BE4B847029B913"><enum>(ii)</enum><header>Prioritization</header><text>In awarding grants under this paragraph, the Secretary shall give priority to—</text><subclause commented="no" display-inline="no-display-inline" id="id239FA68CA84B4945955472E6654A6254"><enum>(I)</enum><text display-inline="yes-display-inline">applicants, especially private entities and public-private partnerships, with demonstrated success relating to in-field operation of geothermal energy technologies, including manufacturing power generation and industrial energy components;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id14D9834CBE7B422D86FA140848BE2EED"><enum>(II)</enum><text>projects with the greatest ability to advance near-term commercial deployment of geothermal energy projects; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id769E11E35B7B48E5B8A86F60CB13DC7C"><enum>(III)</enum><text>projects that advance the commercialization of geothermal energy projects in diverse geological conditions or in supercritical conditions.</text></subclause></clause></subparagraph></paragraph><paragraph id="H209598E2AB6446FFBE9A818E6FD1EBA1"><enum>(7)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each of fiscal years 2027 through 2031.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H77AB10E9AE7442A89BCA9EA069DAE017"><enum>(e)</enum><header>Organization and administration of programs</header><text>Section 617 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17196">42 U.S.C. 17196</external-xref>) is amended—</text><paragraph id="H63F1598B5FF142298F1B90E6E54259FA"><enum>(1)</enum><text>in subsection (e), by striking <quote>Committee on Science and Technology</quote> and inserting <quote>Committee on Science, Space, and Technology</quote>; and</text></paragraph><paragraph id="HFCEEB8EFD26C411BB06039A7C9CFA915"><enum>(2)</enum><text>by striking subsection (f) and inserting the following:</text><quoted-block style="OLC" id="HFDB2A3FA0D5E41BC8EC128D395037EE2"><subsection commented="no" id="HB69489021A1E402A86F8F704BAD87F5D"><enum>(f)</enum><header>Progress reports</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Next-Generation Geothermal Research and Development Act</short-title>, and every 2 years thereafter, the Secretary shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that contains the following:</text><paragraph commented="no" id="H9CEAF38E76FF476DB214C192919C9315"><enum>(1)</enum><text>A description of the maximum potential of geothermal resources in the United States, including the States of Alaska and Hawaii, using the geothermal resource assessment under section 2501 of the Energy Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/30/1028">30 U.S.C. 1028</external-xref>) or other such means, as the Secretary determines appropriate, including a consideration of next-generation geothermal systems.</text></paragraph><paragraph commented="no" id="H7F63D7A7C9774FC7B1152DF14C42B166"><enum>(2)</enum><text>Information relating to the results of projects undertaken under this section.</text></paragraph><paragraph commented="no" id="H3AC8DBDEF1A040C59620FD566D562BBB"><enum>(3)</enum><text>An assessment of the barriers to commercialization of next-generation geothermal systems.</text></paragraph><paragraph commented="no" id="HEFF1BF705E6F4F438CEBD5680353D87A"><enum>(4)</enum><text>Such other information as the Secretary considers appropriate.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5ce7cd38ffad480ca6539fd641c39292"><enum>(f)</enum><header>Reauthorization of advanced geothermal innovation leadership</header><text>Section 623 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17202">42 U.S.C. 17202</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id5609e2710a434fda94e4820ad7e9909b"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>There are authorized</quote> and inserting the following:</text><quoted-block (<external-xref legal-doc="usc" parsable-cite="usc/42/17203">42 U.S.C. 17203(a)</external-xref>) is amended by striking <quote>system resources</quote> and inserting <quote>systems resources</quote>.</text></subsection><subsection id="H98DE43CE641F472AAA77AA12CAD07B83"><enum>(h)</enum><header>Update to geothermal resource assessment</header><text display-inline="yes-display-inline">Section 2501 of the Energy Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/30/1028">30 U.S.C. 1028</external-xref>) is amended—</text><paragraph id="HB7747048D1FF4A1EA9C14714CE21835C"><enum>(1)</enum><text>by striking <quote>acting through the United States Geological Survey</quote> each place it appears and inserting <quote>acting through the Director of the United States Geological Survey</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida58d0834cd614209bac2fbb506d46a10"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c)—</text><subparagraph id="H32334C16490E4890A019F85A6509D7FD"><enum>(A)</enum><text>in and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H78A7A959FCBE416CBE35D9DFC7043DFE"><enum>(3)</enum><text>by striking subsection (d) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0071567802f144008ff8902bf99501b5"><subsection id="id4ad6958448304838ace9e41035483614"><enum>(d)</enum><header>Initial assessments</header><paragraph commented="no" display-inline="no-display-inline" id="id12c0a288cb3d42c686abd47d88dcc7e8"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>Not later than 2 years after the date of enactment of the <short-title>Next-Generation Geothermal Research and Development Act</short-title>, the Secretary of the Interior, acting through the Director of the United States Geological Survey (referred to in this subsection as the <quote>Director</quote>), shall complete updated assessments of—</text><subparagraph commented="no" display-inline="no-display-inline" id="idaa2e2965df9d4ac189b3dc5dda1fe4bb"><enum>(A)</enum><text display-inline="yes-display-inline">conventional hydrothermal resources; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2d330ba8c96f48d890f375d4b7fa3ede"><enum>(B)</enum><text display-inline="yes-display-inline">next-generation geothermal resources, including enhanced geothermal systems.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id44e6783072f742f2aa751943d37c474c"><enum>(2)</enum><header>Methodologies</header><text display-inline="yes-display-inline">Not later than 5 years after the date of enactment of the <short-title>Next-Generation Geothermal Research and Development Act</short-title>, the Director shall develop methodologies for, and complete an initial assessment of, next-generation geothermal resources, including supercritical geothermal systems.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida606174e88164df79f37a8248000027b"><enum>(3)</enum><header>Interim products</header><text display-inline="yes-display-inline">In carrying out paragraphs (1) and (2), the Director may publish interim datasets, analyses, or partial assessments prior to the completion of a full assessment under those paragraphs.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id19f0fef4252e4f78bcdb24ec715c4d10"><enum>(4)</enum><header>Prioritization</header><text display-inline="yes-display-inline">To the extent practicable, the Director shall prioritize carrying out geothermal resource assessments in a sustained effort and manner consistent with the requirements of the Advanced Geothermal Energy Research and Development Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17191">42 U.S.C. 17191 et seq.</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfa82ad91337c46439cf9284b417039a0"><enum>(5)</enum><header>Implementation</header><text display-inline="yes-display-inline">The completion of the initial assessments required under paragraphs (1) and (2) shall satisfy the first update required after the date of enactment of the <short-title>Next-Generation Geothermal Research and Development Act</short-title> under subsection (c).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1081f7ec35434aaaa01350ee8507d290"><enum>(i)</enum><header>Clerical amendment</header><text>The table of contents of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17001">42 U.S.C. 17001</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/110/140">Public Law 110–140</external-xref>) is amended by
