which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish and support primary care team education centers, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Primary Care Team Education Centers Act</short-title></quote> or the <quote><short-title>PCTEC Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idff917686995a4155b93ed93e3816971d"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text><paragraph id="id17e3562fca734869b287d71093df2bae"><enum>(1)</enum><text>to establish and expand primary care team education centers to—</text><subparagraph id="id328cd2d97e624025a25c479fa2ad898f"><enum>(A)</enum><text>enhance and support the capacity of community-based ambulatory patient care centers to serve as sites to develop the next generation of health professionals to care for the needs of communities; and</text></subparagraph><subparagraph id="id72419cac38f844d6a05ad239fa230262"><enum>(B)</enum><text>develop and implement innovative employment, appointment, and compensation models to enhance and expand preceptors in primary care; and</text></subparagraph></paragraph><paragraph id="id720f4c05eefc46a9871fbb428dbc717e"><enum>(2)</enum><text>to improve access to care by ensuring that more health professional students have clinical education experiences in multidisciplinary primary care settings.</text></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id40a2ad53b2ff4c9ab67c2a4e2df4ec68"><enum>3.</enum><header>Primary care team education centers</header><subsection commented="no" display-inline="no-display-inline" id="id23f89bfdbe3e4fc09b3cfb0f2389866e"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Part P of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g">42 U.S.C. 280g et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAFCAF86537F046AEB523A2015DCED492"><section commented="no" id="idcc1981d0893944458f86d1d65150ff12"><enum>399V–8.<?LEXA-Enum 749D.?></enum><header>Support and development of primary care team education centers</header><subsection id="id37faf867c7f34118a82abedeab727536"><enum>(a)</enum><header>Program authorized</header><text>The Secretary may award grants to eligible entities for the purpose of establishing and expanding primary care team education centers.</text></subsection><subsection commented="no" id="ida851b5e49bf34ff19ae7e3b29354c0d7"><enum>(b)</enum><header>Amount and duration</header><text>A grant awarded under subsection (a) shall be for a term of not more than 5 years and the maximum grant award may not be more than $1,000,000 a year.</text></subsection><subsection id="id1878997c7b2c49d1806e7205fa61d760"><enum>(c)</enum><header>Use of funds</header><text>An eligible entity receiving a grant under subsection (a) shall use grant funds to establish or expand a primary care team education center to—</text><paragraph id="id85e05c597ab24e8e90e6e81930df215d"><enum>(1)</enum><text>develop or enhance partnerships with institutions of higher education that provide a recognized postsecondary credential in health care, or health care organizations that the Secretary has determined are capable of carrying out such a grant or contract, to—</text><subparagraph id="ida9bee91e9c2f445cb11e3b1c040839e4"><enum>(A)</enum><text>address clinical faculty, clinical site, and clinical preceptor shortages for health professionals by—</text><clause id="id782fdf52b54e4ea28e519ce01951c296"><enum>(i)</enum><text>establishing mutually beneficial and sustainable agreements for precepting by the clinical staff of the primary care team education center, through innovative employment, appointment, and compensation models designed to enhance—</text><subclause commented="no" display-inline="no-display-inline" id="id688bbeda6c5040758b8f79afeed6108d"><enum>(I)</enum><text display-inline="yes-display-inline">recruitment and retention of such staff; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idc67c5081dd1d46dca1966c81fbc598cd"><enum>(II)</enum><text display-inline="yes-display-inline">the role of such staff in ensuring the effectiveness and sustainability of the clinical site as part of the health professional student clinical education of a partnering entity; and</text></subclause></clause><clause id="idaed7e4a0f22a4964a54a3353a837375f"><enum>(ii)</enum><text>implementing a plan to address recruitment and retention of primary care team education center clinical staff who have entered into agreements under clause (i), which may include paying preceptor salaries; and</text></clause></subparagraph><subparagraph id="id610ef8d7017f45d196e6d2976b57a1ed"><enum>(B)</enum><text>support health professional student training in primary care by—</text><clause id="id7385b8212bf44687ab3e063a9656a512"><enum>(i)</enum><text>implementing curricula to integrate health professional student clinical education into primary care team education centers, including strategies to address health professional well-being and mental health; and</text></clause><clause id="idb905c5e0dec74f719828d43b6e139242"><enum>(ii)</enum><text>providing support for health professional students, including assistance for housing near, or transportation to or from, the clinical site during the clinical training period;</text></clause></subparagraph></paragraph><paragraph id="id7d7891f92cc747a786a63984c9b5dfde"><enum>(2)</enum><text>integrate and expand the role of health professionals not traditionally involved in the eligible entity’s primary care team, such as school nurses in elementary or secondary schools and community health workers, as part of the service continuum of the primary care team education center; and</text></paragraph><paragraph id="id5a14b624cb3944488b60d6d9294eb209"><enum>(3)</enum><text>promote career advancement for health professionals employed by the primary care team education center.</text></paragraph></subsection><subsection id="iddf0baf00f97242cf8b974ab25ede91b8"><enum>(d)</enum><header>Award basis</header><text display-inline="yes-display-inline">In selecting recipients for grants under subsection (a), the Secretary shall give priority to grant applications that—</text><paragraph id="idbc6281ae5ccd4a2295e161601ab4032d"><enum>(1)</enum><text>demonstrate how the program to be supported under the grant will, for the region to be served—</text><subparagraph commented="no" display-inline="no-display-inline" id="idcd755f501c434af48f10455dd88c7747"><enum>(A)</enum><text display-inline="yes-display-inline">identify the health professions with labor shortages; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id87d8ec61332c4a6aa36c1b501cae315c"><enum>(B)</enum><text display-inline="yes-display-inline">increase the number of health professionals with disadvantaged backgrounds working in such health professions; and</text></subparagraph></paragraph><paragraph id="ida735820a23a946ac87810ccaaa3f767f"><enum>(2)</enum><text>provide preceptor training and support to encourage eligible preceptors to participate in clinical training, including nurses and advanced practice nurses.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idae8f3379ff074c50bef22cd18f46feb8"><enum>(e)</enum><header>Limitation</header><text>The recipient of a grant under section 749A or 340H shall not be eligible to receive a grant under subsection (a).</text></subsection><subsection id="id98dc2ee162064b05903cc425f03b1f02"><enum>(f)</enum><header>Technical assistance</header><paragraph commented="no" display-inline="no-display-inline" id="id3294b541ae3e4a0eb830e23c79c116d4"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall, directly or through grants or contracts, provide technical assistance for eligible entities receiving grants under subsection (a).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1a72c20a6f0147ba95089a08026996b1"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">For each year, the Secretary shall use not more than 5 percent of the amount made available to carry out this section for technical assistance under this subsection.</text></paragraph></subsection><subsection id="id7ebdc98da4bc46568eb55522e85445db"><enum>(g)</enum><header>Annual report</header><text>The Secretary shall submit an annual report to Congress on the grants awarded under subsection (a). Each such report shall, at a minimum, include—</text><paragraph commented="no" display-inline="no-display-inline" id="id1d506b4a13b143da97406b7d949359ed"><enum>(1)</enum><text display-inline="yes-display-inline">the total number of grants awarded under subsection (a);</text></paragraph><paragraph id="id7fdceba03f3a445a8e0de39bc5e20174"><enum>(2)</enum><text>a description of the primary care team education centers supported under each such grant;</text></paragraph><paragraph id="id16221a75663e4d8a9145aee56c4fe86d"><enum>(3)</enum><text>the number of students, by profession, who engaged in such primary care team education centers during the applicable academic year, in the aggregate and disaggregated by grantee;</text></paragraph><paragraph id="id8feb605250254bbc8e543bd54ba483d2"><enum>(4)</enum><text>in the aggregate and disaggregated by grantee—</text><subparagraph commented="no" display-inline="no-display-inline" id="idfeeee0a074ae4226b4506b83af2a4296"><enum>(A)</enum><text display-inline="yes-display-inline">the number of health professional staff at such primary care team education centers engaged in classroom teaching or clinical precepting under the grant;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id21eb570133254ff7b77629c4cac583e6"><enum>(B)</enum><text display-inline="yes-display-inline">an estimate of the number of teaching or precepting hours provided under the grant;</text></subparagraph><subparagraph id="id28aa5b5181c84b87a291eb13d1bc2fb3"><enum>(C)</enum><text>the number of health professional students, and the number of advanced practice nursing students, trained under the grant; and</text></subparagraph><subparagraph id="id7f7fd73369b74095a01a567e2481bf3d"><enum>(D)</enum><text>the number of health care professional preceptors recruited and retained under the grant; and</text></subparagraph></paragraph><paragraph id="id9921e4499c6244bfae7de800531f9efb"><enum>(5)</enum><text>a description of how each grantee met the needs of the health professionals served under the grant.</text></paragraph></subsection><subsection id="id714da022f4e749c081bd2b1cf2b5367f"><enum>(h)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="id842c451d7b8e475eb650b7884568c6f2"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means an entity described in any of clauses (i) through (v) of section 749A(g)(3)(B).</text></paragraph><paragraph commented="no" id="id72db2f283bdb4062a176ed10193e45d6"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 102 of the Higher Education Act of 1965.</text></paragraph><paragraph id="id8fae06f4ee634a8e9e82ae8d354ff5ab"><enum>(3)</enum><header>Preceptor</header><text>The term <term>preceptor</term> means a health professional who provides supervision and personalized experiential learning training and instruction and mentoring opportunities in the clinical practice of a health profession to a student in a health profession.</text></paragraph><paragraph id="idd7b2daa7417349958c32d182316e2c07"><enum>(4)</enum><header>Primary care team</header><text>The term <term>primary care team</term> means a team of 2 or more health providers who provide health services to individuals, families, or communities by working collaboratively with patients and their caregivers, to the extent preferred by each patient, to accomplish shared goals within and across settings in order to achieve coordinated, high-quality care.</text></paragraph></subsection><subsection id="id4d4b43f8a0254c47b5f7214b1319aeb9"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section—</text><paragraph commented="no" display-inline="no-display-inline" id="id0883ddc201f646be980c438eb49c2230"><enum>(1)</enum><text display-inline="yes-display-inline">$10,000,000 for fiscal year 2027;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide13987afa1884197ba44cdee930b9feb"><enum>(2)</enum><text display-inline="yes-display-inline">$25,000,000 for fiscal year 2028;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42cfdc19592a49589c664e8109bbf07d"><enum>(3)</enum><text display-inline="yes-display-inline">$50,000,000 for fiscal year 2029; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id92f8d96057b84bcf9ba30e31dd6f1564"><enum>(4)</enum><text display-inline="yes-display-inline">such sums as may be necessary for each fiscal year thereafter.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id93df29b25fd6494fb85979c5c6cb045a"><enum>(b)</enum><header>Limitation on eligibility for other teaching health center development grants</header><paragraph commented="no" display-inline="no-display-inline" id="id01e2c86504d04b9a97269666d7ff8ddb"><enum>(1)</enum><header>Section 749A</header><text display-inline="yes-display-inline">Section 749A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293l-1">42 U.S.C. 293l–1</external-xref>) is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="id73beb65952414b31b6989f56a5e9d3ed"><enum>(A)</enum><text>by redesignating subsections (f) and (g) as subsections (g) and (h), respectively; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8ff1d1def51749799a68bf38ca346552"><enum>(B)</enum><text>by inserting after subsection (e) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD7EABBFBD4754363B5A0083DF3151CF9"><subsection commented="no" display-inline="no-display-inline" id="id70d25f0c7e564981a4cd8fd34279189a"><enum>(f)</enum><header>Limitation</header><text>A recipient of a grant under section 399V–8 shall not be eligible to receive a grant under this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida492d3b84b964a1a8943ec6424f0b275"><enum>(2)</enum><header>Graduate medical education program teaching health centers</header><text>Section 340H(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256h">42 U.S.C. 256h(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF71DAF70D57B43338025FD218484214D"><paragraph commented="no" display-inline="no-display-inline" id="id55ac1c2551254d1ea614b26c1756966b"><enum>(4)</enum><header>Limitation</header><text>A recipient of a grant under section 399V–8 shall not be eligible to receive a payment under this section.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph commented="no" id="id9ba7d4203e32469a9ef8eeaf1f88e90a"><enum>(3)</enum><header>Conforming amendment</header><text>Section 760(c)(2)(A) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294k">42 U.S.C. 294k(c)(2)(A)</external-xref>) is amended by striking <quote>section 749A(f)</quote> and inserting <quote>section 749A(g)</quote>.</text></paragraph></subsection></section></legis-body></bill>
