which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prioritize funding for an expanded and sustained national investment in agriculture research.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>America Grows Act of 2026</short-title></quote>.</text></section><section id="id0AB3D5A0302643538801F6BB9D7E7418"><enum>2.</enum><header>Funding</header><subsection id="id7BEB0A196D0B4962AD1FEE10AF9B80F2"><enum>(a)</enum><header>In general</header><text>There is appropriated, out of any money in the Treasury not otherwise appropriated, to each funding recipient described in subsection (b) for the programs, projects, and activities of such funding recipient, the following amounts:</text><paragraph id="id70DC518CFC8043FC8EC6BBB6906EE8F0"><enum>(1)</enum><text>For fiscal year 2027, the amount equal to 105 percent of the amount of new budget authority made available in appropriation Acts for that funding recipient for fiscal year 2026, increased by the percentage increase (if any), during fiscal year 2026, in the Consumer Price Index for all urban consumers published by the Bureau of Labor Statistics.</text></paragraph><paragraph id="id1ACB64DD96D74F1E8FD575276F76A677"><enum>(2)</enum><text>For each of fiscal years 2028 through 2036, the amount equal to 105 percent of the amount appropriated to that funding recipient under this subsection for the previous fiscal year, increased by the percentage increase (if any), during such previous fiscal year, in the Consumer Price Index for all urban consumers published by the Bureau of Labor Statistics.</text></paragraph><paragraph id="idc7c8c926dd024d2984d233ed734fdb9e"><enum>(3)</enum><text>For fiscal year 2037, and each fiscal year thereafter, the amount appropriated under this paragraph for the previous fiscal year, increased by the percentage increase (if any), during such previous fiscal year, in the Consumer Price Index for all urban consumers published by the Bureau of Labor Statistics.</text></paragraph></subsection><subsection id="id48644A008A824B7CB03FE02A5C0A45FF"><enum>(b)</enum><header>Funding recipients described</header><text display-inline="yes-display-inline">The funding recipients described in this subsection are—</text><paragraph id="id768A65B13F574895A6619D24D312C1D3"><enum>(1)</enum><text>the Agricultural Research Service;</text></paragraph><paragraph id="id7EC3F549F6674BB2A1139D78C877AA79"><enum>(2)</enum><text>the Economic Research Service;</text></paragraph><paragraph id="idA4D7BDF789194C9D866DF43A7979B4CB"><enum>(3)</enum><text>the National Agricultural Statistics Service; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id784778EBEBA74CEB9CB8B9FFECBAF9A5"><enum>(4)</enum><text>the National Institute of Food and Agriculture.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id53CEDFF69EA74DA59442EC9CDA94813F"><enum>(c)</enum><header>Availability</header><text>Each amount appropriated under subsection (a) shall remain available for obligation through the last day of the fiscal year for which such amount is appropriated.</text></subsection></section><section id="id1294BCCBEBC44AA2B868C31EFB66C1FE"><enum>3.</enum><header>Exemption from sequestration</header><subsection id="id1C124A3B413C4D408CD45DBD78D3E3FE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 255(g)(1)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/905">2 U.S.C. 905(g)(1)(A)</external-xref>) is amended by inserting after <quote>Advances to the Unemployment Trust Fund and Other Funds (16–0327–0–1–600).</quote> the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id369611fae681485ea422a6849294d3e5"><list level="subsection"><list-item commented="no">Appropriations made available under section 2(a) of the <short-title>America Grows Act of 2026</short-title>.</list-item></list><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="idB268DDF8F2664157AEA6D9887BBD89B2"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a) shall apply to any sequestration order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/900">2 U.S.C. 900 et seq.</external-xref>) on or after the date of enactment of this Act.</text></subsection></section><section id="idc5ba5e31d84349bdb23bbb539f5f78cf"><enum>4.</enum><header>Budgetary effects</header><subsection id="id50106cdfe6f84243ae4357233f0a892e"> <enum>(a)</enum> <header>Statutory PAYGO scorecards</header> <text>The budgetary effects of this Act shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay As-You-Go Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/2/933">2 U.S.C. 933(d)</external-xref>).</text>

                <enum>(b)</enum>
                <header>Senate PAYGO scorecards</header>
 <text>The budgetary effects of this Act shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</text>
