<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4312</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260416" legis-day="20260414">April 16 (legislative day, April 14), 2026</action-date><action-desc><sponsor name-id="S385">Ms. Cortez Masto</sponsor> (for herself and <cosponsor name-id="S375">Mr. Daines</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the National Energy Conservation Policy Act to include the installation of mechanical insulation property as an energy or water efficiency measure, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H75FDA8A52B204E85BF11F78B194FE1F8"><section section-type="section-one" id="H7C12C631EA7744BEAC135D8F1C937709"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Mechanical Insulation Act of 2026</short-title></quote>.</text></section><section id="H022580ADD2D442FCAF5392EE653616B3"><enum>2.</enum><header>Installation of mechanical insulation property as an energy or water efficiency measure in Federal buildings</header><text display-inline="no-display-inline">Section 543(f) of the National Energy Conservation Policy Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8253">42 U.S.C. 8253(f)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idc1915d8cb3ea4d3e8ffa9eb8cedf3a78"><enum>(1)</enum><text>in paragraph (1)—</text><subparagraph id="id63b6ca91881c4f46a2a6dbbf3b5989fb"><enum>(A)</enum><text>by redesignating subparagraphs (E) through (H) as subparagraphs (F) through (I), respectively; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfe3f719eb758414c90b1137f0d5b46d9"><enum>(B)</enum><text>by inserting after subparagraph (D) the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="HC863F9FBC9CF4C8F94B36C2FBDFEDCFD"> <subparagraph id="H7133E0C01731483D880E0FD08EC5D174"> <enum>(E)</enum> <header>Mechanical insulation property</header> <text display-inline="yes-display-inline">The term <term>mechanical insulation property</term> means insulation material, facing, or accessory product that—</text>
                            <clause id="H116298AF298740169E3F2CCD1C105640">
                                <enum>(i)</enum>
 <text>is placed into service—</text> <subclause id="H8E226ECDAB434559B6B05807F678350E"> <enum>(I)</enum> <text>in connection with a mechanical system; and</text>
                                </subclause>
                                <subclause commented="no" id="HE75474D6F971407A91D46270D93A8F64">
                                    <enum>(II)</enum>
 <text display-inline="yes-display-inline">in a manner that meets or exceeds the minimum requirements of Standard 90.1 of the American Society of Heating, Refrigerating and Air-Conditioning Engineers (as in effect on the date of enactment of the <short-title>Federal Mechanical Insulation Act of 2026</short-title>); and</text>
                                </subclause>
                            </clause>
                            <clause id="HC969D6597B614D20BBD2131DF04D7736">
                                <enum>(ii)</enum>
 <text display-inline="yes-display-inline">results in a reduction in energy loss from the mechanical system.</text>
                            </clause>
                        </subparagraph>
                        <after-quoted-block>; and</after-quoted-block>
 </quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id133866d728c8478c98c09b6eb2ee6906"><enum>(2)</enum><text>in paragraph (3)(A), by inserting <quote>, including identification of energy- and water-saving measures (including the installation of mechanical insulation property, if applicable),</quote> after <quote>a comprehensive energy and water evaluation</quote>.</text></paragraph></section></legis-body></bill>
