which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to assign physicians of the Department of Veterans Affairs to temporarily serve as traveling physicians in the territories and possessions of the United States, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H9C9E89722A9B4594B7824B445AED92EC"><section section-type="section-one" id="HFAD0C0ACDBF547CABC234F73ED9406F7"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Territorial Response and Access to Veterans’ Essential Lifecare Act</short-title></quote> or the <quote><short-title>TRAVEL Act of 2026</short-title></quote>.</text></section><section id="HD73A6897381B4D499C1F7911513D41D0"><enum>2.</enum><header>Department of Veterans assignment of traveling physicians to serve territories and possessions</header><subsection id="HEF4606B59AB54BB9843D2CBBD3112307"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/74">chapter 74</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" display-inline="no-display-inline" id="HC55F3C02FE1040049676E96D0CD5ECFB"><section id="H3EEA3C533ECE4D7093EBA0641DAADFBC"><enum>7415.</enum><header>Traveling physicians</header><subsection id="H7945B359F06B4C3498EE1E6528A8C000"><enum>(a)</enum><header>Assignment</header><paragraph commented="no" display-inline="no-display-inline" id="idc9ed501b3e374e5790dad2ef337c0557"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may assign a physician appointed under section 7401 of this title to serve as a traveling physician for a period of not more than one year at a time.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf1407323634e4143852913f3553b8cce"><enum>(2)</enum><header>Locations</header><text display-inline="yes-display-inline">A physician assigned to serve as a traveling physician under this section may be assigned to provide health care to veterans residing in American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, the Virgin Islands of the United States, or any other territory or possession of the United States at facilities of the Department or other approved facilities located in such territory or possession.</text></paragraph><paragraph id="HA7AA806824C34E26B5324D4AA94848EB"><enum>(3)</enum><header>Multiple physicians</header><text>The Secretary may assign multiple physicians to serve as traveling physicians under this section and may assign each such physician to serve in a specific territory or possession.</text></paragraph></subsection><subsection id="HCBB475EC02DD450BAC3C6B1F323FE2D7"><enum>(b)</enum><header>Coordination of care</header><text>In providing care under this section, traveling physicians shall coordinate with non-Department medical providers to the extent practicable and necessary to ensure high quality and coordinated care for veterans receiving hospital care and medical services (as those terms are defined in section 1701 of this title).</text></subsection><subsection id="H5AB0ADD44D94436D9A55034283C63573"><enum>(c)</enum><header>Pay</header><paragraph commented="no" display-inline="no-display-inline" id="id4fcfd1d521534195929bcb62be8b1bad"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to pay under section 7431 of this title, the Secretary shall provide a relocation or retention bonus to traveling physicians under this section.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcf14f908cf5b44f8b51d085d48a235fc"><enum>(2)</enum><header>Nature of bonus</header><text display-inline="yes-display-inline">The relocation or retention bonus provided under paragraph (1) shall be substantially similar to a relocation or retention bonus offered under section 7410(a) of this title, as the Secretary considers appropriate.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6A48C50D8CFD44DAAE23F76A318F44DD"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 7414 the following new item:</text><quoted-block style="USC" display-inline="no-display-inline" id="H47B119EC70FF4851867A658725F629A6"><toc regeneration="no-regeneration"><toc-entry level="section">7415. Traveling physicians.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H4A135FD8A5454576B2E10B3AE5D35F39"><enum>(c)</enum><header>Technical and conforming amendments</header><text display-inline="yes-display-inline">Title 38, United States Code, is further amended as follows:</text><paragraph id="HD93DC83001C54448887143806E2AE614"><enum>(1)</enum><text>In section 7410(a)(1), by—</text><subparagraph id="HDE879026287D42819C8435B3D34D8E34"> <enum>(A)</enum> <text display-inline="yes-display-inline">striking <quote>retention allowances</quote> and inserting <quote>retention bonuses</quote>; and</text>
                    </subparagraph><subparagraph id="HBBBFBB44786E46CCA08C104687B124A2">
                        <enum>(B)</enum>
 <text>striking the second comma after <quote>section 7401(1) of this title</quote>.</text>
 </subparagraph></paragraph><paragraph id="H1DB0EADC3680444C8F17D480507F5E88"><enum>(2)</enum><text display-inline="yes-display-inline">In section 7431(e)(5)(B), by striking <quote>retention allowances</quote> and inserting <quote>retention bonuses</quote>.</text></paragraph></subsection></section></legis-body></bill>
