Chávez National Monument in the State of California, and for other purposes.</official-title></form><legis-body><section id="idfaa2eba383584d7e94356577f4739e96" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Funding to Honor Crime Scenes Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id0f2e35d46abc40e681364baf594fbcf5"><enum>2.</enum><header>Closure and disposal of César E. Chávez National Monument</header><subsection id="ide59abf2dbd384ccc85629fc57d6637dd"><enum>(a)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="id7585f6acb50e4e328d106bd03e22676b"> <enum>(1)</enum> <header>Monument</header> <text>The term <term>Monument</term> means the César E. Chávez National Monument established in the State of California by Presidential Proclamation 8884, as issued on October 8, 2012 (<external-xref legal-doc="usc" parsable-cite="usc/54/320301">54 U.S.C. 320301</external-xref> note).</text>
 </paragraph><paragraph id="id8db0011df43d4b1ba3494b8f55a80f49"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the National Park Service.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7a83bcfa475d494e8ab23466abdb93a4"><enum>(3)</enum><header>Site</header><text>The term <quote>site</quote> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id0d553402d16f4dfca361f73c8b46c145"><enum>(A)</enum><text display-inline="yes-display-inline">any federally owned land within the boundary of the Monument, including—</text><clause commented="no" display-inline="no-display-inline" id="id4dc2abbcdd5a4af7be0744ee2e2b2974"><enum>(i)</enum><text display-inline="yes-display-inline">the César Chávez Home; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id8b88ccde119e47cb8ba4b685afd11ad4"><enum>(ii)</enum><text display-inline="yes-display-inline">the César Chávez Gravesite and Memorial Garden;</text></clause></subparagraph><subparagraph id="id9a58e5655f104825a18c0065b25df023"><enum>(B)</enum><text>any contents within the personal office of César Chávez at the Monument owned by the Federal Government.</text></subparagraph></paragraph></subsection><subsection id="idfb79d47ba3164c56b9d328e810c5e266"><enum>(b)</enum><header>References in law to monument</header><text>Effective on the date of enactment of this Act, in any law, regulation, map, document, record, or other paper of the United States in which the <quote>César E. Chávez National Monument</quote> is referenced, <quote>César E. Chávez</quote> shall be struck from the reference to the Monument.</text></subsection><subsection id="id1c1d6cfbbc9f48e6abc9277a41a92f94"><enum>(c)</enum><header>Closure of monument</header><text>Effective on the date of enactment of this Act, the Secretary shall close all Federal property within the Monument to public access.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id75ab0fc3491d4df29cf40d199fbcd00e"> <enum>(d)</enum> <header>Applicable law</header> <text display-inline="yes-display-inline">Effective on the date of enactment of this Act, Presidential Proclamation 8884, as issued on October 8, 2012 (<external-xref legal-doc="usc" parsable-cite="usc/54/320301">54 U.S.C. 320301</external-xref> note), shall have no force or effect.</text>
 </subsection><subsection id="id19238f4d95884ea9a2660062344688d3"><enum>(e)</enum><header>Defunding</header><text>No additional Federal funds may be appropriated to the Monument.</text></subsection><subsection id="id5124f484f7764c24a375150a62f3c2d6"><enum>(f)</enum><header>Disposal of site</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, not later than 90 days after the date of enactment of this Act, the Secretary shall dispose of the site for fair market value.</text></subsection><subsection id="ided71b46ee44446b3a7a2fbe7dfb67355"><enum>(g)</enum><header>Transfer; proceeds</header><text>On disposal of the site under subsection (f), any unobligated amounts previously appropriated or otherwise made available for the Monument and any proceeds from the disposal of the site shall be transferred and made available to carry out section 2 of the DNA Analysis Backlog Elimination Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/34/40701">34 U.S.C. 40701</external-xref>).</text></subsection></section></legis-body></bill>
