<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4256</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260326">March 26, 2026</action-date><action-desc><sponsor name-id="S435">Mr. Sheehy</sponsor> (for himself and <cosponsor name-id="S426">Mr. Kim</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 49, United States Code, to establish acceptable formats for presentation of airman certificates to the Federal Aviation Administration.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Airmen Certificate Accessibility Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idf96f8dc307934f9cac3b629822e83153"><enum>2.</enum><header>Acceptable forms of certification</header><subsection commented="no" display-inline="no-display-inline" id="id65526f9c4880402dab2c9cb019c67200"><enum>(a)</enum><header>In general</header><text>Section 44703 of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id662f67c35c6d4ebfba2a48f713c89b71"><subsection commented="no" display-inline="no-display-inline" id="idd3a29d7827b244a0ba457b7818959d6d"><enum>(m)</enum><header>Sufficiency of digital and physical airman certificates</header><text>An individual issued a certificate pursuant to this section (including a medical certificate) may present such certificate to an inspector of the Federal Aviation Administration in any of the following formats:</text><paragraph commented="no" display-inline="no-display-inline" id="id96c10f8da1024b36bbc4e009a9aecc36"><enum>(1)</enum><text display-inline="yes-display-inline">A physical certificate issued by the Administrator (or his or her designee).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id465f8965d9a44519aa4288aacd2019c9"><enum>(2)</enum><text display-inline="yes-display-inline">A digital certificate issued by the Administrator that is stored on an electronic device or, in areas where there is sufficient connectivity to do so, a cloud-based system, and presented in accordance with authentication and verification requirements established by the Administrator.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id8ebb07596afa40c89ab4bec760bd6c04"><enum>(b)</enum><header>Rulemaking</header><text>Not later than November 30, 2028, the Administrator of the Federal Aviation Administration shall issue a final rule to update regulations in parts 61, 63, 65, 67, and 107 of title 14, Code of Federal Regulations, to implement the amendment made by this section, and any applicable guidance and policies. </text></subsection></section></legis-body></bill>
