<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4242</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260326">March 26, 2026</action-date><action-desc><sponsor name-id="S365">Mr. Scott of South Carolina</sponsor> (for himself, <cosponsor name-id="S437">Mr. Justice</cosponsor>, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, and <cosponsor name-id="S391">Mr. Young</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend part A of title IV of the Social Security Act to clarify the authority of States to use funds for pregnancy centers, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HBBB03770B19C47C3B64F0127966F81EE"><section section-type="section-one" id="HC33FA7C576D24776ACE2CA5BCB3323A0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Pregnant and Parenting Women and Families Act</short-title></quote>.</text></section><section id="H3AEC05B1C748469782A9CCB1B79AF5DF"><enum>2.</enum><header>Prohibition on discrimination against pregnancy centers</header><text display-inline="no-display-inline">Section 404 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H20F723EA5A8D4B5E8C2DEF7FBF922103" display-inline="no-display-inline" style="OLC"><subsection id="H087750B1467641AF834B2AE88AF4228B"><enum>(l)</enum><header>Use of funds for pregnancy centers</header><paragraph id="H9A817605711C43ABB05E43AD3CF6A66B"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Nothing in this part shall be construed to prohibit a State from using a grant made under section 403 to support pregnancy centers.</text></paragraph><paragraph id="HB0A8BFD192D44A638A00E37D9CB13D5C"><enum>(2)</enum><header>Definition of pregnancy center</header><text>In paragraph (1), the term <term>pregnancy center</term> means any organization, such as a pregnancy resource center, pregnancy help center or organization, or pregnancy medical center, that—</text><subparagraph id="H81A366791573451AA320097791239F68"><enum>(A)</enum><text>supports protecting the life of the mother and the unborn child; and</text></subparagraph><subparagraph id="H20AA3C90CCA747D4B970057F1F266460" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>offers resources and services to mothers, fathers, and families, including but not limited to relationship counseling, prenatal and pregnancy education, pregnancy testing, diapers, baby clothes, or other material supports.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
