<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4240</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260326">March 26, 2026</action-date><action-desc><sponsor name-id="S385">Ms. Cortez Masto</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide funding for the Low-Income Home Energy Assistance Program.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Homes First Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id733c3575c2144bc8a7f03ff2ab33f2c0"><enum>2.</enum><header>Low-Income Home Energy Assistance Program</header><text display-inline="no-display-inline">Notwithstanding any provision of the Full-Year Continuing Appropriations and Extensions Act, 2025 or the National Security, Department of State, and Related Programs Appropriations Act, 2026, from the funds appropriated under either such Act, the Secretary of State and the President shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idd72783b1de124387b84c17faff7444bc"><enum>(1)</enum><text>not make available, after the date of enactment of this Act, any of those appropriated funds for the Board of Peace designated by President Trump through Executive Order 14375 (91 Fed. Reg. 2837; relating to designating the Board of Peace as a public international organization entitled to enjoy certain privileges, exemptions, and immunities); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5ea151713fc748b9bd6d589f801275c3"><enum>(2)</enum><text>transfer $1,000,000,000 of those appropriated funds to the Secretary of Health and Human Services to carry out the Low-Income Home Energy Assistance Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/8621">42 U.S.C. 8621 et seq.</external-xref>), who shall treat the transferred funds as if the funds were appropriated under section 2602(b) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/42/8621">42 U.S.C. 8621</external-xref>) for fiscal year 2026.</text></paragraph></section></legis-body></bill>
