<section id="d78e62" identifier="/us/bill/119/s/423/s1" style="-uslm-lc:I650146"><num class="bold" value="1">SECTION 1. </num><heading>PROTECTING REGULAR ORDER FOR VETERANS.</heading><subsection class="firstIndent0 fontsize10" id="y1cb18a84-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Short Title<inline class="noSmallCaps">.—</inline></heading><content>This section may be cited as the “<shortTitle role="section">Protecting Regular Order for Veterans Act of 2025</shortTitle>” or the “<shortTitle role="section">PRO Veterans Act of 2025</shortTitle>”.</content></subsection><subsection class="firstIndent0 fontsize10" id="y1cb1b195-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Quarterly Briefings on Department of Veterans Affairs Budgetary Shortfalls<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y1cb1d8a6-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">Quarterly briefings<inline class="noSmallCaps">.—</inline></heading><subparagraph class="firstIndent0 fontsize10" id="y1cb1d8a7-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/1/A" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10 smallCaps">Quarterly briefings required<inline class="noSmallCaps">.—</inline></heading><content>During the first quarter beginning after the date of the enactment of this Act and in each quarter thereafter until the date that is three years after the date of the enactment of this Act, the Secretary of Veterans Affairs shall provide to the appropriate committees of Congress a quarterly briefing, in person, on the budget of the Department of Veterans Affairs and any shortfall the Department may be experiencing.</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1cb1d8a8-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/1/B" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10 smallCaps">Plans<inline class="noSmallCaps">.—</inline></heading><content>In any case in which the Secretary informs Congress during a briefing under paragraph (1) that the Department is experiencing a shortfall, the Secretary shall, during such briefing, present the plans of the Secretary to address or mitigate the shortfall.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y1cb1d8a9-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10 smallCaps">Definitions<inline class="noSmallCaps">.—</inline></heading><chapeau>In this subsection:</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1cb1d8aa-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/2/A" role="definitions" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10 smallCaps">Appropriate committees of congress<inline class="noSmallCaps">.—</inline></heading><chapeau>The term “<term>appropriate committees of Congress</term>” means—</chapeau><clause class="firstIndent0 fontsize10" id="y1cb1d8ab-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/2/A/i" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the Committee on Veterans’ Affairs and the Committee on Appropriations of the Senate; and</content></clause><clause class="firstIndent0 fontsize10" id="y1cb1ffbc-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/2/A/ii" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the Committee on Veterans’ Affairs and the Committee on Appropriations of the House of Representatives.</content></clause></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1cb1ffbd-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/b/2/B" role="definitions" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10 smallCaps">Shortfall<inline class="noSmallCaps">.—</inline></heading><content>The term “<term>shortfall</term>”, with respect to a fiscal year, means that the amount of appropriations required by the Department of Veterans Affairs for such fiscal year to meet all of the statutory obligations of the Department during that fiscal year exceeds the amount of appropriations requested for the Department for that fiscal year in the budget of the President submitted pursuant to <ref href="/us/usc/t31/s1105/a">section 1105(a) of title 31, United States Code</ref>, for that fiscal year.</content></subparagraph></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y1cb1ffbe-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s1/c" role="instruction" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Limitations on Provision of Incentives for Critical Skills to Senior Executive Service Employees of Department of Veterans Affairs<inline class="noSmallCaps">.—</inline></heading><content><ref href="/us/usc/t38/s706/d">Section 706(d) of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp0 firstIndent0 fontsize10" id="y1cb3d47f-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7)</num><subparagraph class="inline" id="y1cb3d480-66b0-11f0-ae5a-9becd611f15d"><num value="A">(A) </num><content>Subject to subparagraph (B)(ii), a critical skill incentive may not be provided under paragraph (1) to an employee of the Department employed in a Senior Executive Service position, or a position in another comparable system for senior-level Government employees, as defined by the Secretary, whose position is at the Central Office of the Department, including the Veterans Health Administration, the Veterans Benefits Administration, and the National Cemetery Administration, regardless of the actual location where the employee performs the functions of the position.</content></subparagraph><subparagraph class="indentUp0 firstIndent0 fontsize10" id="y1cb3d481-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B)</num><clause class="inline" id="y1cb3d482-66b0-11f0-ae5a-9becd611f15d"><num value="i">(i) </num><chapeau>A critical skill incentive provided under paragraph (1) to an employee of the Department employed in a Senior Executive Service position, or a position in another comparable system for senior-level Government employees, as defined by the Secretary, not described in subparagraph (A) of this paragraph may only be provided—</chapeau><subclause class="firstIndent0 fontsize10" id="y1cb3fb93-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>on an individual basis and may not be provided to a group of such employees; and</content></subclause><subclause class="firstIndent0 fontsize10" id="y1cb3fb94-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><chapeau>upon approval of the following officers or those serving in an acting capacity:</chapeau><item class="firstIndent0 fontsize10" id="y1cb3fb95-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="aa">“(aa) </num><content>The Under Secretary for Benefits, the Under Secretary for Health, or the Under Secretary for Memorial Affairs.</content></item><item class="firstIndent0 fontsize10" id="y1cb3fb96-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="bb">“(bb) </num><content>The Assistant Secretary for Human Resources and Administration.</content></item><item class="firstIndent0 fontsize10" id="y1cb3fb97-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="cc">“(cc) </num><content>The Director of the Office of Management or the Chief Financial Officer.</content></item><item class="firstIndent0 fontsize10" id="y1cb3fb98-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="dd">“(dd) </num><content>The Assistant Secretary for Accountability and Whistleblower Protection.</content></item><item class="firstIndent0 fontsize10" id="y1cb3fb99-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="ee">“(ee) </num><content>The General Counsel.</content></item><item class="firstIndent0 fontsize10" id="y1cb3fb9a-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="ff">“(ff) </num><content>Such other officers as the Secretary determines appropriate.</content></item></subclause></clause><clause class="indentUp0 firstIndent0 fontsize10" id="y1cb3fb9b-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><chapeau>In the case of an employee of the Department employed in a Senior Executive Service position, or a position in another comparable system for senior-level Government employees, as defined by the Secretary, whose position is primarily at the Central Office of the Department, but who performs some portion of the employee’s job function at other facilities of the Department, as defined by the Secretary, not at Central Office—</chapeau><subclause class="firstIndent0 fontsize10" id="y1cb422ac-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>the employee shall not be considered described in subparagraph (A) with respect to the portion of the employee’s job function that is based out of non-Central Office facilities of the Department; and</content></subclause><subclause class="firstIndent0 fontsize10" id="y1cb422ad-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>any critical skill incentive provided under paragraph (1) to the employee for the portion of the employee’s job function that is based out of facilities of the Department other than the Central Office shall be proportionate to the time spent at those Department facilities.</content></subclause></clause></subparagraph><subparagraph class="indentUp0 firstIndent0 fontsize10" id="y1cb422ae-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C)</num><clause class="inline" id="y1cb422af-66b0-11f0-ae5a-9becd611f15d"><num value="i">(i) </num><content>Not later than one year after the date of the enactment of the Protecting Regular Order for Veterans Act of 2025, and not less frequently than once each year thereafter, the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives an annual report on the employees of the Department employed in a Senior Executive Service position, or a position in another comparable system for senior-level Government employees, as defined by the Secretary, who were provided a critical skill incentive under paragraph (1).</content></clause><clause class="indentUp0 firstIndent0 fontsize10" id="y1cb422b0-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>Reports submitted pursuant to clause (i) may be submitted by incorporating their contents into other congressionally mandated reports to the committees described in such clause.</content></clause></subparagraph><subparagraph class="indentUp0 firstIndent0 fontsize10" id="y1cb422b1-66b0-11f0-ae5a-9becd611f15d" role="definitions" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>In this paragraph, the term ‘<term>Senior Executive Service position</term>’ has the meaning given such term in section 3132(a) of title 5.”</content></subparagraph></paragraph></quotedContent>.</content></subsection></section>
<section id="d78e240" identifier="/us/bill/119/s/423/s2" style="-uslm-lc:I650141"><num class="fontsize12" value="2">SEC. 2. </num><heading>ESTABLISHMENT OF VETERANS EXPERIENCE OFFICE.</heading><subsection class="firstIndent0 fontsize10" id="y1cb708e2-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s2/a" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10 smallCaps">Short Title<inline class="noSmallCaps">.—</inline></heading><content>This section may be cited as the “<shortTitle role="section">Improving Veterans’ Experience Act of 2025</shortTitle>”.</content></subsection><subsection class="firstIndent0 fontsize10" id="y1cb708e3-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s2/b" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10 smallCaps">Establishment<inline class="noSmallCaps">.—</inline></heading><paragraph class="firstIndent0 fontsize10" id="y1cb708e4-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s2/b/1" role="instruction" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">In general<inline class="noSmallCaps">.—</inline></heading><content><ref href="/us/usc/t38/ch3">Chapter 3 of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new section:<quotedContent><section class="centered fontsize12" id="y1cb9a0f5-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650163"><num class="fontsize12" value="325">“§ 325.</num><heading class="fontsize12"> Veterans experience office</heading><subsection class="indentDown1 firstIndent0 fontsize10" id="y1cb9a0f6-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10 smallCaps">Establishment<inline class="noSmallCaps">.—</inline></heading><content>There is established in the Department within the Office of the Secretary an office to be known as the ‘Veterans Experience Office’ (in this section referred to as the ‘Office’).</content></subsection><subsection class="indentDown1 firstIndent0 fontsize10" id="y1cb9a0f7-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10 smallCaps">Head of Office<inline class="noSmallCaps">.—</inline></heading><paragraph class="inline" id="y1cb9a0f8-66b0-11f0-ae5a-9becd611f15d"><num value="1">(1) </num><content>The head of the Office shall be the Chief Veterans Experience Officer.</content></paragraph><paragraph class="indentUp0 firstIndent0 fontsize10" id="y1cb9a0f9-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>The Chief Veterans Experience Officer shall—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1cb9c80a-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>be appointed by the Secretary from among individuals the Secretary considers qualified to perform the duties of the position;</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1cb9c80b-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>report directly to the Secretary; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1cb9c80c-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>be responsible for carrying out the functions of the Office set forth under subsection (c).</content></subparagraph></paragraph></subsection><subsection class="indentDown1 firstIndent0 fontsize10" id="y1cb9c80d-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10 smallCaps">Function<inline class="noSmallCaps">.—</inline></heading><chapeau>The functions of the Office are as follows:</chapeau><paragraph class="firstIndent0 fontsize10" id="y1cb9c80e-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>Carrying out the key customer experience initiatives of the Department relating to veterans’ and other beneficiaries’ satisfaction with and usage of benefits and services furnished under laws administered by the Secretary for which they are eligible, including setting the strategy, framework, policy, and other guidance for the Department relating to customer experience, including ensuring the activities of the Office and those of other organizations and offices within the Department are coordinated and not duplicative.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1cb9c80f-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>Requiring the heads of other organizations and offices within the Department to report regularly on customer experience metrics, action plans, and other customer experience improvement efforts to the Chief Veterans Experience Officer.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1cb9c810-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><chapeau>Collecting veteran-derived data—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1cb9c811-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>to determine veteran and beneficiary satisfaction with and usage of the benefits and services furnished under laws administered by the Secretary for which they are eligible; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1cb9c812-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>to be considered during policymaking.</content></subparagraph></paragraph><paragraph class="firstIndent0 fontsize10" id="y1cb9ef23-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>Providing strategic guidance and strategies to Department entities for engaging with veterans and beneficiaries regarding benefits and services furnished under laws administered by the Secretary, including those not using such benefits and services.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1cb9ef24-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>Assessing and advising the Secretary on the accuracy and helpfulness of the websites and other customer-facing information of the Department, be it available electronically or in any other format.</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1cb9ef25-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><content>Assessing and advising the Secretary on the status and opportunities for improvement of the customer service efforts of the Department.</content></paragraph></subsection><subsection class="indentDown1 firstIndent0 fontsize10" id="y1cb9ef26-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10 smallCaps">Reports<inline class="noSmallCaps">.—</inline></heading><paragraph class="inline" id="y1cb9ef27-66b0-11f0-ae5a-9becd611f15d"><num value="1">(1) </num><content>Each year, the Chief Veterans Experience Officer shall submit to the Secretary a summary of the data received by the Chief Veterans Experience Officer under subsection (c)(2).</content></paragraph><paragraph class="indentUp0 firstIndent0 fontsize10" id="y1cb9ef28-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>Each year, not later than 180 days after the date on which the Secretary receives the summary under paragraph (1), the Secretary shall submit to Congress an annual summary and analysis of the matters summarized pursuant to such paragraph.</content></paragraph><paragraph class="indentUp0 firstIndent0 fontsize10" id="y1cb9ef29-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><chapeau>Each annual summary submitted pursuant to paragraph (2) shall include the following:</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1cb9ef2a-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>Data regarding customer service and experience feedback, disaggregated by benefit or service furnished under laws administered by the Secretary, and relevant demographic data of the veterans and beneficiaries providing the feedback.</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1cb9ef2b-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>Data regarding veteran and beneficiary satisfaction with and usage of benefits or services, disaggregated by benefit or service furnished under laws administered by the Secretary, and relevant demographic data of the veterans and beneficiaries providing the feedback, including—</chapeau><clause class="firstIndent0 fontsize10" id="y1cb9ef2c-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><chapeau>potential reasons for not using the benefits or services, such as—</chapeau><subclause class="firstIndent0 fontsize10" id="y1cb9ef2d-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>eligibility;</content></subclause><subclause class="firstIndent0 fontsize10" id="y1cb9ef2e-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>lack of knowledge or awareness of existence of benefit or service;</content></subclause><subclause class="firstIndent0 fontsize10" id="y1cb9ef2f-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">“(III) </num><content>barriers of technology, information, or time; and</content></subclause><subclause class="firstIndent0 fontsize10" id="y1cb9ef30-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650126"><num class="fontsize10" style="-uslm-lc:emspace2" value="IV">“(IV) </num><content>other related reasons; and</content></subclause></clause><clause class="firstIndent0 fontsize10" id="y1cba1641-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650124"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>an analysis of how such reasons may be addressed.</content></clause></subparagraph></paragraph></subsection><subsection class="indentDown1 firstIndent0 fontsize10" id="y1cba1642-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10 smallCaps">Staff and Resources<inline class="noSmallCaps">.—</inline></heading><paragraph class="inline" id="y1cba1643-66b0-11f0-ae5a-9becd611f15d"><num value="1">(1) </num><chapeau>The Secretary shall ensure that—</chapeau><subparagraph class="firstIndent0 fontsize10" id="y1cba1644-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>the Office has such staff, resources, and access to customer service and experience information as may be necessary to carry out the functions of the Office; and</content></subparagraph><subparagraph class="firstIndent0 fontsize10" id="y1cba1645-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>any information provided to the Office does not include personally identifiable information of an individual veteran, survivor, dependent, or other beneficiary unless such individual provides appropriate consent to allow such information to be shared with the Office.</content></subparagraph></paragraph><paragraph class="indentUp0 firstIndent0 fontsize10" id="y1cba1646-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>Funds available for basic pay and other administrative expenses of other Department organizations and offices may be available to reimburse the Office for all services provided at rates which will recover actual costs for services provided to such organizations if the Secretary determines that contributing to such costs will not undermine the ability of any such organization or office to provide services required by such office.</content></paragraph><paragraph class="indentUp0 firstIndent0 fontsize10" id="y1cba1647-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>Nothing in this subsection shall be construed to authorize an increase in the number of full-time employees otherwise authorized for the Department.</content></paragraph></subsection><subsection class="indentDown1 firstIndent0 fontsize10" id="y1cba1648-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">“(f) </num><heading class="fontsize10 smallCaps">Privacy<inline class="noSmallCaps">.—</inline></heading><content>Nothing in this section shall be construed to authorize the Chief Veterans Experience Officer to disclose any record in contravention of section 552a of title 5 (commonly referred to as the ‘Privacy Act of 1974’).</content></subsection><subsection class="indentDown1 firstIndent0 fontsize10" id="y1cba1649-66b0-11f0-ae5a-9becd611f15d" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">“(g) </num><heading class="fontsize10 smallCaps">Sunset<inline class="noSmallCaps">.—</inline></heading><content>The requirements and authorities of this section shall terminate on September 30, 2028.”</content></subsection></section>

</quotedContent></content></paragraph></subsection><subsection class="firstIndent0 fontsize10" id="y1cbad99b-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s2/c" style="-uslm-lc:I650120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10 smallCaps">Comptroller General of the United States Review of Veterans Experience Office and Customer Service Improvement Efforts<inline class="noSmallCaps">.—</inline></heading><chapeau>Not later than 540 days after the date of the enactment of this Act, the Comptroller General of the United States shall—</chapeau><paragraph class="firstIndent0 fontsize10" id="y1cbad99c-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s2/c/1" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>complete an analysis of the methodology, effectiveness, and implementation of findings and feedback of veterans and beneficiaries used by the Department of Veterans Affairs, including the Veterans Experience Office, to improve veteran and beneficiary customer experience and satisfaction, including through the use of what are known as “trust-scores”, Veteran Signals also known as “VSignals”, and related survey and data collection activities, processes, and initiatives; and</content></paragraph><paragraph class="firstIndent0 fontsize10" id="y1cbb00ad-66b0-11f0-ae5a-9becd611f15d" identifier="/us/bill/119/s/423/s2/c/2" style="-uslm-lc:I650122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report setting forth the findings of the Comptroller General with respect to the analysis completed pursuant to paragraph (1).</content></paragraph></subsection></section>
