Mr. Scott of Florida introduced the following bill; which was read
twice and referred to the Committee on Veterans' Affairs

A BILL
To amend title 38, United States Code, to increase flexibility in the
transferability of Post-9/11 Educational Assistance, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. INCREASED FLEXIBILITY IN TRANSFERABILITY OF POST-9/11
EDUCATIONAL ASSISTANCE.
(a) Eligibility.--Subsection (b) of section 3319 of title 38,
United States Code, is amended by striking ``at least--'' and all that
follows through the period at the end and inserting ``at least six
years of service in the uniformed services''.
(b) Time for Transfer.--Subsection (f)(1) of title 38, United
States Code, is amended--
(1) by striking ``or (l)''; and
(2) by striking ``only while serving as a member of the
Armed Forces when the transfer is executed'' and inserting ``at
any time''.
(c) Conforming Amendments.--Such section is amended--
(1) in subsection (g)--
(A) in paragraph (1), by striking ``at least --''
and all that follows through ``; or'' and inserting
``at least six years of service in the Armed Forces;
or''; and
(B) in paragraph (2)(A), by striking ``at least --
'' and all that follows through ``; or'' and inserting
``at least six years of service in the Armed Forces;
and'';
(2) in subsection (i)--
(A) by striking paragraph (2); and
(B) by striking the following:
``(1) Joint and several liability.--'';
(3) in subsection (j)(2)--
(A) in subparagraph (A), by striking the semicolon
and inserting ``; and'';
(B) by striking subparagraph (B); and
(C) by redesignating subparagraph (C) as
subparagraph (B);
(4) by striking subsection (k); and
(5) by redesignating subsection (l) as subsection (k).
