which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Veterans Affairs to establish a program under which the Secretary shall award grants to certain State entities to expand access to structured outdoor recreation programs for veterans that enhance veteran wellness, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Outdoor Rehabilitation Act</short-title></quote>.</text></section><section id="idc8b41a7e77114432b3d28b4e05fc6d05"><enum>2.</enum><header>Grant program to support outdoor recreation opportunities for veterans</header><subsection id="ide2921237c99248968dc95227dd3c85ee"><enum>(a)</enum><header>In general</header><text>The Secretary of Veterans Affairs shall establish a program under which the Secretary shall award grants to covered State entities to expand access to structured outdoor recreation programs for veterans that enhance veteran wellness.</text></subsection><subsection id="id28e9598d9cc9401bb06a575264c01eea"><enum>(b)</enum><header>Use of amounts</header><text>A covered State entity awarded a grant under this section may use amounts under such grant as follows:</text><paragraph commented="no" display-inline="no-display-inline" id="idf25ddb36858643eda9f526b6c8d92a86"><enum>(1)</enum><text display-inline="yes-display-inline">To directly develop and administer an outdoor recreation program for veterans.</text></paragraph><paragraph id="id05d343e98214450487855accc689ec56"><enum>(2)</enum><text>To contract with local outfitters, guides, nonprofit organizations, or community-based outdoor recreation providers to conduct such program.</text></paragraph><paragraph id="id8dcc7b1ce1874beaa8c4b29aa6b61604"><enum>(3)</enum><text>To develop partnerships to deliver structured outdoor programming for veterans.</text></paragraph><paragraph id="ide99ac9ea571f497c85e9c81817cee273"><enum>(4)</enum><text>To reduce financial barriers to participation in such program, including equipment, program fees, and reasonable transportation costs.</text></paragraph><paragraph id="id05ea4b4bc3d94dd09704037c4f3a3641"><enum>(5)</enum><text>To conduct outreach to veteran populations to raise awareness about such program.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5cb6463a27534c34a1907f3aa28f0856"><enum>(6)</enum><text>To expand an existing outdoor recreation program for veterans operated in the State.</text></paragraph><paragraph id="id1d438fa1430d4fe78c8d8744052b3506"><enum>(7)</enum><text>To coordinate with Federal agencies involved in land management with respect to such program, including the following:</text><subparagraph id="id0f181c52c72844ab8a772843f935e1b9"><enum>(A)</enum><text>The National Park Service.</text></subparagraph><subparagraph id="ida4dd194f1fb04dea96305951bf1da142"><enum>(B)</enum><text>The Bureau of Land Management.</text></subparagraph><subparagraph id="idd41839d0e5d0468eb2405d15be4a5bbe"><enum>(C)</enum><text>The Forest Service.</text></subparagraph><subparagraph id="idf3d9c108107c416f9e1dcadf1cff2126"><enum>(D)</enum><text>The United States Fish and Wildlife Service.</text></subparagraph><subparagraph id="id4a0c30268e904e55b9d70f668a7e6ce6"><enum>(E)</enum><text>The Army Corps of Engineers.</text></subparagraph></paragraph></subsection><subsection id="idc2aedaa1c8bc4c4eb7fd5ee2b5fa03fc"><enum>(c)</enum><header>Collaboration and coordination</header><paragraph commented="no" display-inline="no-display-inline" id="id4728fded680346f899d02877f7b96ccc"><enum>(1)</enum><header>Collaboration</header><text display-inline="yes-display-inline">The Secretary shall encourage collaboration between covered State entities participating in the grant program under this section and the Federal agencies described in subsection (b)(7) to—</text><subparagraph id="id1588bdfe338d4c18acf180ed01363dc6"><enum>(A)</enum><text>expand access by veterans to outdoor spaces;</text></subparagraph><subparagraph id="idb8160d1698e8436bbc2bcea69efe159f"><enum>(B)</enum><text>to reduce administrative barriers; and</text></subparagraph><subparagraph id="id5fb2cbd9bcd74b3a8cc727c5f8abb84c"><enum>(C)</enum><text>to identify appropriate locations for organized activities.</text></subparagraph></paragraph><paragraph id="id9aa936cb8ef647b2b97a15079a3412e5"><enum>(2)</enum><header>Coordination</header><text>The Secretary shall encourage covered State entities participating in the grant program under this section to coordinate with other covered State entities to maximize access by veterans to outdoor recreation opportunities.</text></paragraph></subsection><subsection id="idfb4dc0ec21014f798cfb5eae398eafc1"><enum>(d)</enum><header>Application requirements</header><text>To receive a grant under this section, a covered State entity shall submit to the Secretary an application therefor that includes the following:</text><paragraph id="id29146bf409314439b5a51ada65508453"><enum>(1)</enum><text>A plan for administering funds awarded under such grant.</text></paragraph><paragraph id="idab95523823804804a46dd60a38fa8824"><enum>(2)</enum><text>Criteria for selecting partners for the outdoor recreation program or programs carried out by such entity.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id17cd1975d5774502b45e16b463bf4679"><enum>(3)</enum><text>A certification that the outdoor recreation program or programs carried out by such entity meet qualification standards determined by the State.</text></paragraph><paragraph id="id3dd03215e27d4f5bb037f045da8fa892"><enum>(4)</enum><text>Methods for collecting data for participation in the outdoor recreation program or programs carried out by such entity.</text></paragraph></subsection><subsection id="id58d3ca5c50164558be046d3427be2a02"><enum>(e)</enum><header>Approval of application and funding amounts</header><paragraph commented="no" display-inline="no-display-inline" id="idf508e2fbb08d45ec8d5d33e0ee17856b"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>Subject to the availability of appropriations, each covered State entity that submits an application meeting the requirements under subsection (d) for a grant under this section shall be approved to receive such grant in an amount of not less than $200,000 for the applicable fiscal year.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6e62597db4684d52a734fe164e30a73d"><enum>(2)</enum><header>Additional amounts</header><text>If additional amounts are available for a fiscal year to carry out this section, those additional amounts shall be distributed among the covered State entities for which an application under subsection (d) was approved under paragraph (1).</text></paragraph></subsection><subsection id="id949dec2611964d4183d9f9bffe0ced80"><enum>(f)</enum><header>Reports</header><text>Not less frequently than annually, each covered State entity in receipt of a grant under this section shall submit to the Secretary a report that includes the following:</text><paragraph id="id38e6d9e3dd3246b094f3293625f9a1ba"><enum>(1)</enum><text>Participation metrics regarding any outdoor recreation program carried out by such entity with amounts provided under such grant, including—</text><subparagraph id="id1ee79d4dc4f640f7a3c51190c1496c3d"><enum>(A)</enum><text>the types of activities funded and partnerships established under such program;</text></subparagraph><subparagraph id="id66dd1e1bc3a24ff8a11cf455b7966314"><enum>(B)</enum><text>the number of veterans served under such program;</text></subparagraph><subparagraph id="id930805ec566a4e3291f6deb08fd9645b"><enum>(C)</enum><text>frequency of participation by veterans under such program; and</text></subparagraph><subparagraph id="id4f7ad77117da47e6bb1ca3cf60f0cbdc"><enum>(D)</enum><text>demographic distribution of veterans participating in such program.</text></subparagraph></paragraph><paragraph id="id00307d9ef53643c3be40839ebd9c4d6a"><enum>(2)</enum><text>Observations with respect to any outdoor recreation program carried out by such entity, including—</text><subparagraph id="id30e324151acf498fa1e92ae75b7fc38b"><enum>(A)</enum><text>self-reported changes in well-being of veterans;</text></subparagraph><subparagraph id="idd2032de83e95400680803713ea08eecc"><enum>(B)</enum><text>social connectedness indicators; and</text></subparagraph><subparagraph id="id46583487717d42e59d9c430d9d7dff31"><enum>(C)</enum><text>physical activity engagement.</text></subparagraph></paragraph></subsection><subsection id="id4d6fe68d7b9944e9b91efbd2890c5df4"><enum>(g)</enum><header>Definitions</header><text>In this section:</text><paragraph id="iddc94830f9ae84fedb0846cf88af9ad71"><enum>(1)</enum><header>Outdoor recreation program</header><text>The term <term>outdoor recreation program</term> means a nature-based activity designed to improve the mental and physical well-being of veterans, including activities that promote physical engagement, peer connection, skill-building, or therapeutic benefit, and may include adaptive or accessible activities designed to accommodate veterans with disabilities.</text></paragraph><paragraph id="id77f3a688b62f445e943be749dbc907f9" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Covered State entity</header><text>The term <term>covered State entity</term> means the primary agency of a State that is responsible for programs and services for veterans.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ide197f0a06e5e491bb071bd6c0e0e0c59"><enum>(h)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary of Veterans Affairs $10,000,000 for each fiscal year to carry out this section.</text></subsection></section></legis-body></bill>
