which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the inclusion of an accessibility assessment during inspections of overseas diplomatic facilities by the Inspector General of the Department of State.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Inspector General Accessibility Reporting Act</short-title></quote>.</text></section><section id="id1e39c2c8c38e40ddaab8b4cf58d0070c"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="id0b8034806cb24204a2f1919d75877dd4"><enum>(1)</enum><text>The Department of State aspires to ensure that its buildings and facilities are accessible for individuals with disabilities, including its facilities overseas.</text></paragraph><paragraph id="ide151a130a9034e19845a42f60f3c096b"><enum>(2)</enum><text>The Department of State has provided successive annual reports in 2024 (Department Report Number 006125) and 2025 (Department Report Number 006837) that provide a snapshot of the self-reported status of Barrier-Free Accessibility at the Department’s overseas posts.</text></paragraph></section><section id="id1a5150d605444835bc4919bb2d417508"><enum>3.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to continue enabling regular oversight and to ensure the Department of State meets its accessibility objectives and any associated statutory requirements by requiring additional, predictable data points from independent inspections of these posts, such as those regularly completed by the Department of State’s Office of Inspector General.</text></section><section id="id5d4377f5325b473cb521575e54c8b8cb"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 102 of the Foreign Service Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/22/3902">22 U.S.C. 3902</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id8231d3f32f184ad78481bc57e71b167e"><enum>(1)</enum><text>by redesignating paragraphs (3) through (12) as paragraphs (6) through (15), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id64cc66915f724a6489b5e9e5951c4aa3"><enum>(2)</enum><text>by redesignating paragraph (2) as paragraph (4);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf90bfc9062144e648fd8ac00a9921545"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after paragraph (1) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0be710e67c07491392af80d851bf3381"><paragraph commented="no" display-inline="no-display-inline" id="id7a820ea674d64961900d64f44bd02739"><enum>(2)</enum><text><term>Access Board</term> means the Architectural and Transportation Barriers Compliance Board established under section 502 of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/792">29 U.S.C. 792</external-xref>);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb5c19749726840de9c373a534e068052"><enum>(3)</enum><text display-inline="yes-display-inline"><term>Accessibility Standards</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id66ead8752e7c4a4d9a251639a8209710"><enum>(A)</enum><text>standards (including guidelines) established by the Access Board in compliance with the Architectural Barriers Act;</text></subparagraph><subparagraph id="id5e163c6f3fcf4f7782458f4c20fb81c5"><enum>(B)</enum><text>standards established by the Access Board in compliance with section 508 of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/794d">29 U.S.C. 794d</external-xref>); and</text></subparagraph><subparagraph id="id5d926688312f4a0b81719d3e166010d8"><enum>(C)</enum><text>such other standards as are deemed appropriate by the Secretary of State to ensure compliance with the Architectural Barriers Act and title V of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/791">29 U.S.C. 791 et seq.</external-xref>);</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2272f77322b349af973b031122ada7f4"><enum>(4)</enum><text>by inserting after paragraph (4), as redesignated, the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7d9c05b2a1e44e989ff32c5d08c37184"><paragraph commented="no" display-inline="no-display-inline" id="id2cea1e8581a34099b19ef969e9c29c2d"> <enum>(5)</enum> <text><term>Architectural Barriers Act</term> means the Act entitled <quote>An Act to ensure that certain buildings financed with Federal funds are so designed and constructed as to be accessible to the physically handicapped</quote>, approved August 12, 1968 (commonly known as the Architectural Barriers Act of 1968) (<external-xref legal-doc="usc" parsable-cite="usc/42/4151">42 U.S.C. 4151 et seq.</external-xref>);</text>
 </paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id8be21ff3413e4a9e8852192487bb980b"><enum>5.</enum><header>Requiring accessibility information in Office of the Inspector General investigations</header><text display-inline="no-display-inline">Section 209(b) of the Foreign Service Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/22/3929">22 U.S.C. 3929(b)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idae367dd0cbf14e4088edf3ca628fdbd8"><enum>(1)</enum><text>in paragraph (4), by striking <quote>and</quote> at the end;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2859f4f235a84a67be8514c9d296765e"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (5), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idac051bd6958b4fecb156f5529e814283"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="iddf0cf8720f564ff08716f63028dbf827"><paragraph id="idede987a71f544db4abedd35ca0d4d849"><enum>(6)</enum><text>the extent to which the post, bureau, or other operating unit under inspection meets the Accessibility Standards, including the building and facility standards under the Architectural Barriers Act.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
