<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4179</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260324">March 24, 2026</action-date><action-desc><sponsor name-id="S288">Ms. Murkowski</sponsor> (for herself and <cosponsor name-id="S366">Ms. Warren</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Child Abuse Prevention and Treatment Act to require that equitable distribution of assistance include equitable distribution to Indian Tribes and Tribal organizations, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Indian and Alaska Native Child Abuse Prevention and Treatment Act</short-title></quote>, the <quote><short-title>AI/AN Child Abuse Prevention and Treatment Act</short-title></quote>, or <quote><short-title>AI/AN CAPTA</short-title></quote>.</text></section><section id="idE89BB7A50CFD4155B914D57B0A0931DC"><enum>2.</enum><header>Child Abuse Prevention and Treatment Act amendments</header><subsection id="idBD00673DE861443C80182076830D9F93"><enum>(a)</enum><header>Geographical distribution</header><text>Section 108(b) of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106d">42 U.S.C. 5106d(b)</external-xref>) is amended, in the first sentence, by inserting <quote>Indian Tribes, and Tribal organizations,</quote> after <quote>the States,</quote>.</text></subsection><subsection id="idE4D45DFC17E04CE39D40B8941F1ABFFC"><enum>(b)</enum><header>Allocation of amounts</header><text>Section 203 of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5116b">42 U.S.C. 5116b</external-xref>) is amended—</text><paragraph id="id75866E50B4A14356B35A0196EEAA06C4"><enum>(1)</enum><text>by striking <quote>section 210</quote> each place it appears and inserting <quote>section 209</quote>; and</text></paragraph><paragraph commented="no" id="idAE087BA194FB49A6AA4A82303B199A84"><enum>(2)</enum><text>in subsection (a), by striking <quote>1 percent</quote> and all that follows through the period at the end and inserting the following: “, of the amount appropriated under section 209 for a fiscal year—</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1EE7ED1C9D4A46EFBCABE6BF05491B1E"><paragraph commented="no" id="idBB99AE215D8540A0BF5DFB55C8FEC318"><enum>(1)</enum><text>5 percent of the amount to make allotments to Indian Tribes and Tribal organizations; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id15b601f491df4802b4927328478f7d69"><enum>(2)</enum><text display-inline="yes-display-inline">1 percent of the amount to make allotments to migrant programs.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
