Ingram Veterans’ Benefits Protection Act</short-title></quote>.</text></section><section id="id510b64c3370d4ce9a8e096329688fd84" section-type="subsequent-section"><enum>2.</enum><header>Improvements to Department of Veterans Affairs schedule for rating disabilities</header><text display-inline="no-display-inline">Section 1155 of title 38, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="ide61453c16b724278ac04f266132e4ce0"><enum>(1)</enum><text display-inline="yes-display-inline">in the first sentence, by striking <quote>The Secretary</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id95f90a6c92cf456eae205400bb4b0850"><subsection commented="no" display-inline="no-display-inline" id="id46dbb678de2d41a488c9ec243dbc1bc0"><enum>(a)</enum><header>In general</header><text>The Secretary</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id862ed766b1e64c3aa4c4dc01f86dd81a"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idb67cc4ba186c4829a82e17604df15223"><subsection id="idd47a1f22cc944a229ceb9801b9990bec"><enum>(b)</enum><header>Beneficial effects of medication or treatment</header><paragraph commented="no" display-inline="yes-display-inline" id="idb96543738eed44aba511afdd3cf2a3ce"><enum>(1)</enum><text>The schedule of ratings adopted and applied under subsection (a) shall be constructed to discount the beneficial effects of medication or treatment, when evidence can be used to establish a baseline without those beneficial effects.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcb2339862e2045f4b72c96df6f387664" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Paragraph (1) shall not be construed to preclude a veteran from seeking compensation for additional disabilities resulting from medication or treatment for an underlying injury suffered or disease contracted in line of duty, or for aggravation of a preexisting injury suffered or disease contract in line of duty, in the active military, naval, air, or space service.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
