<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>2d Session</session><legis-num>S. 4132</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20260318">March 18, 2026</action-date><action-desc><sponsor name-id="S362">Mr. Kaine</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to increase vaccination rates of pregnant and postpartum individuals, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Maternal Vaccinations Act</short-title></quote>.</text></section><section id="HEE61982D10384E59B2E711B8FBF129F0"><enum>2.</enum><header>Maternal vaccination awareness and equity campaign</header><subsection id="H102519E1A3B1450BA231F2E017216C83"><enum>(a)</enum><header>Campaign</header><text>Section 313 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/245">42 U.S.C. 245</external-xref>) is amended—</text><paragraph id="H475500EC23F14DFBBA220673823BD0A7"><enum>(1)</enum><text>in subsection (a), by inserting <quote>and among pregnant and postpartum individuals,</quote> after <quote>low rates of vaccination,</quote>;</text></paragraph><paragraph id="HC4E19780567E4ECFB77378CED5292B01"><enum>(2)</enum><text>in subsection (c)(3), by striking <quote>prenatal and pediatric</quote> and inserting <quote>prenatal, obstetric, and pediatric</quote>;</text></paragraph><paragraph id="H9F7892D8A8964B1A9B86130808D915A7"><enum>(3)</enum><text>in subsection (d)(4)(B), by inserting <quote>pregnant and postpartum individuals and</quote> after <quote>including</quote>; and</text></paragraph><paragraph id="HA06EBD05510B45FBA05693DC9A33DB56"><enum>(4)</enum><text>in subsection (g), by striking <quote>$15,000,000 for each of fiscal years 2021 through 2025</quote> and inserting <quote>$17,000,000 for each of fiscal years 2027 through 2031</quote>.</text></paragraph></subsection><subsection id="H5D88FBA6AF9B46DF8A795EB0F9900EA2"><enum>(b)</enum><header>Additional activities</header><text>Section 317(k)(1)(E) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b">42 U.S.C. 247b(k)(1)(E)</external-xref>) is amended—</text><paragraph id="H6EBAC13814B94D0BAFC3004BA6DF3F41"><enum>(1)</enum><text>in clause (v), by striking <quote>and</quote> at the end; and</text></paragraph><paragraph id="H3F3B4EF6A26B4BE38604DEC20C317702"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H8F21F95C2D4546F6879AEFA6418830AD"><clause id="H0E080043ECA24B14A016559C321B6645"><enum>(vii)</enum><text>increase vaccination rates of pregnant and postpartum individuals, including individuals from racial and ethnic minority groups, and their children; and</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
