which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit preferential screening for Members of Congress at airports, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>End Special Treatment for Congress at Airports Act of 2026</short-title></quote>.</text></section><section id="id3a56580be289405f84c9356b91d97dd9"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text><paragraph id="idecd87cc72f4f42d489c8bb57eb259ee0"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Transportation Security Administration.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idae147f3907864820b4b98677eb33fdd2"><enum>(2)</enum><header display-inline="yes-display-inline">Member of Congress</header><text>The term <term>Member of Congress</term> has the meaning given that term in section 13101 of title 5, United States Code.</text></paragraph><paragraph id="id7e96d913e08146678557ba05e180282a"><enum>(3)</enum><header>Screening location</header><text>The term <term>screening location</term> has the meaning given that term in section 1540.5 of title 49, Code of Federal Regulations.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id79373f1cc6b041ba8fbcfe37133342b1"><enum>(4)</enum><header>Trusted Traveler Program</header><text>The term <term>Trusted Traveler Program</term> means a voluntary program of the Department that allows U.S. Customs and Border Protection to expedite clearance of pre-approved, low-risk travelers arriving in the United States.</text></paragraph></section><section id="id4314a8ceee074074840276d005c05a29"><enum>3.</enum><header>Requirement for standard security screening</header><subsection id="id3a9cf9ee86ea4f348cf9269d25ac52fe"><enum>(a)</enum><header>In general</header><text>None of the funds appropriated or otherwise made available to the Transportation Security Administration shall be used to provide or facilitate the provision of a Member of Congress with expedited or preferential access to or through security screenings required pursuant to section 44901 of title 49, United States Code.</text></subsection><subsection id="idc3b6d565609b403bbc23db8d4619e2e6"><enum>(b)</enum><header>No expedited access</header><text>A Member of Congress may not—</text><paragraph id="idf22e06091cb84e479d6337e9203e1fc3"><enum>(1)</enum><text>bypass standard screening procedures of the Transportation Security Administration; or</text></paragraph><paragraph id="id34ba26eb70e34e6db41b5ccfd826d9e6"><enum>(2)</enum><text>receive priority or expedited access to a screening location on the basis of the official position of such Member of Congress.</text></paragraph></subsection></section><section id="id8c876c004f3e4ab587b731c3f71e706a"><enum>4.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act shall be construed—</text><paragraph id="id45a0330a2e0a47038b471e7c69c8d57e" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">to limit the authority of the Transportation Security Administration to implement risk-based security programs available to the general public; or </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id138a971b3dc442009481febe42729ca2"><enum>(2)</enum><text display-inline="yes-display-inline">to prohibit Members of Congress from participating in a publicly available Trusted Traveler Program, provided such participation is not based on the official positions of such Members of Congress.</text></paragraph></section><section id="id546a013f38c941ed819d16db1b6c7536"><enum>5.</enum><header>Enforcement</header><subsection id="id7aa65af97d99418c9e5736637be55f66"><enum>(a)</enum><header>Policy Implementation</header><text>The Administrator shall update policies and procedures as necessary to ensure compliance with this Act.</text></subsection><subsection id="id6f9d482346364f80b48b125a203ae7e4"><enum>(b)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this Act, the Administrator shall submit to Congress a report on the implementation of, and compliance with, this Act.</text></subsection></section></legis-body></bill>
