and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbe9825be1ef64bcbbea9c1cc6676a99f"><enum>(B)</enum><text>in paragraph (2)(B)—</text><clause commented="no" display-inline="no-display-inline" id="id1adcde9cef1247a589923459b4149115"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>employment</quote> and inserting <quote>service</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id42879d5a46ba4fd895a19c25bef480f1"><enum>(II)</enum><text>in clause (ii), by striking <quote>subparagraph (B)</quote> and inserting <quote>clause (i)</quote>; and</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="idefb24882ff9e429da7fbcb9b9312f752"><enum>(ii)</enum><text>in subparagraph (B), in the matter preceding clause (i), by inserting <quote>under this section</quote> after <quote>contracts</quote>; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id583d2541ac5c4fe6a823d3ec531cae38"><enum>(II)</enum><text display-inline="yes-display-inline">by striking <quote>medically underserved population</quote> and inserting <quote>medically underserved pediatric population (including children enrolled in the Medicaid program under title XIX of the Social Security Act)</quote>; and</text></subclause></clause><clause commented="no" display-inline="no-display-inline" id="id384820bcca024268816e2af4dc9dbb40"><enum>(iii)</enum><text>in each of subparagraphs (B) and (C), by striking <quote>individual</quote> and inserting <quote>qualified health professional</quote>;</text></clause></subparagraph></paragraph><paragraph commented="no" id="id03530a5c79dc42a388ba454ccd2d494f"><enum>(4)</enum><text>by redesignating subsection (e) (as amended by section 2(10)) as subsection (f); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd91418360323446db063f6aa417a6cd1"><enum>(5)</enum><text>by inserting after subsection (d) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5f762d3e28ea460fa2b8b566bb89ac01" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><subsection id="id1597fe26bd42470189e68e9b50ef80f4"><enum>(e)</enum><header>Full-Time service obligations</header><paragraph commented="no" display-inline="no-display-inline" id="idbd24056391d041faa84b79fc8e013024"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">With respect to qualified health professionals described in subparagraphs (A)(ii) and (B) of subsection (c)(1) who enter into contracts under this section, the Secretary shall establish requirements for full-time service that are consistent with the practice standards, including research and teaching obligations, of the applicable pediatric medical subspecialty, pediatric surgical specialty, or child and adolescent mental and behavioral health care field in which such qualified health professional practices.</text></paragraph><paragraph id="id528630382955436cb253eb97a58221fc"><enum>(2)</enum><header>Fellowships or residencies</header><text>With respect to qualified health professionals described in subsection (c)(1)(A)(i), the Secretary shall establish requirements for full-time service that are consistent with the requirements of the accrediting body for the applicable residency or fellowship for full-time service.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="ida6d48df2fb6143d5a75448af633b1a10" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><enum>4.</enum><header>Area health education centers</header><text display-inline="no-display-inline">Section 751 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294a">42 U.S.C. 294a</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idf13e9c2a50f446c480c0e56509f015fe"><enum>(1)</enum><text>in subsection (c)(1)(G), by striking <quote>high school</quote> and inserting <quote>pre-collegiate</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6a9771e6e24746118fce095ab260bcef"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (h)(1)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idec0079fba7fd47bc87897848f38b961b"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>12 years</quote> and inserting <quote>2 award cycles</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4603f294-f916-44b0-a78c-24d310115f3c"><enum>(5)</enum><text>by inserting after subsection (d) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idb4f2bafd-46a0-44d1-9e7f-4f21441866a8" changed="added" reported-display-style="italic" committee-id="SSHR00"><subsection id="idf057ba69-2df6-4254-a979-9eab9c009eb9"><enum>(e)</enum><header>Full-Time service obligations</header><paragraph commented="no" display-inline="no-display-inline" id="id77e89735-a9b5-4dc9-8db2-8485a0919067"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">With respect to qualified health professionals described in subsection (c)(1)(A)(i), qualified health professionals described in subsection (c)(1)(A)(ii) (including those who have completed their residency or fellowship and have additional time remaining on their contract), and qualified health professionals described in subsection (c)(1)(B), the Secretary, in consultation with organizations representing qualified pediatric health professionals and service sites, shall establish requirements for full-time service that include, at a minimum, a requirement that half of the required service hours per contract year must be providing direct clinical care. In establishing such requirements, the Secretary shall ensure that such requirements take into account the research and teaching obligations of fellows in accredited pediatric residency and fellowship programs.</text></paragraph><paragraph id="id5fc48466-5c36-42bb-b90a-242194f14d89"><enum>(2)</enum><header>Fellowships or residencies</header><text>With respect to qualified health professionals described in subsection (c)(1)(A)(i), the Secretary shall establish requirements for full-time service that are consistent with the requirements of the accrediting body for the applicable residency or fellowship for full-time service.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id49a80aa17d7a4bb3a8b534b46df928cc"><enum>(f)</enum><header>Breach of contract</header><paragraph id="id7b24fb8eb67f4bb1b2879117355431a2"><enum>(1)</enum><header>Liquidated damages formula</header><text>The Secretary may establish a liquidated damages formula to be used in the event of a breach of a contract entered into under this section.</text></paragraph><paragraph id="ide8b7fa52b28f4bf1a12f670973a94540"><enum>(2)</enum><header>Limitation</header><text>The failure by an individual to complete the full period of service obligated pursuant to a contract entered into under this section, taken alone, shall not constitute a breach of such contract, so long as the individual completed in good faith the years of service for which payments were made to the individual under this section. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id62c5ba2e7ac244b39f0438513940421f"><enum>(g)</enum><header>Termination of contract</header><text display-inline="yes-display-inline">The Secretary may terminate a contract under this section in the same manner as the Secretary may terminate a contract entered into under section 338B.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="ida9e0d857-98f1-48b2-94d1-ff27ae657796" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>4.</enum><header>Area health education centers</header><text display-inline="no-display-inline">Section 751(c)(1)(G) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294a">42 U.S.C. 294a(c)(1)(G)</external-xref>) is amended by inserting <quote>middle school and</quote> before <quote>high school</quote>.</text></section><section id="id41a194c4c376402c9512561275262980" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>5.</enum><header>State and regional centers for health workforce analysis</header><subsection id="idaf860081a93a40e4933ba36c18df6dea"><enum>(a)</enum><header>Expansion of covered programs</header><text>Section 761(c)(1)(A) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294n">42 U.S.C. 294n(c)(1)(A)</external-xref>) is amended by striking <quote>under this title</quote> and inserting <quote>under this Act</quote>.</text></subsection><subsection id="idae0ba82ddb614420a9ddb834546c2e0c"><enum>(b)</enum><header>Analysis and technical assistance</header><text>Section 761(c) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294n">42 U.S.C. 294n(c)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idee1f90738d7f4e099e99176632cd08fa" changed="added" reported-display-style="italic" committee-id="SSHR00"><paragraph id="idb7ecd1ee59894e709c90715a2afe1c0b"><enum>(3)</enum><header>Minimum requirement</header><text>At least one grant or contract awarded under this subsection may be awarded to an eligible entity that demonstrates—</text><subparagraph id="id452f70096f9b4efa98bfed0b858dea16"><enum>(A)</enum><text>a mission to advance and support the nursing workforce;</text></subparagraph><subparagraph id="id96dc3ab2d923483cb39395cd09048b4a"><enum>(B)</enum><text>experience and expertise in guiding State-level nursing workforce centers;</text></subparagraph><subparagraph id="id4e578b0688ae46e29a688da8750fc165"><enum>(C)</enum><text>experience in working with nursing workforce data;</text></subparagraph><subparagraph id="idd0f480aeb6954bac9b4e1a333a93a830"><enum>(D)</enum><text>expertise in analytical methods and tools appropriate for nursing workforce research; and</text></subparagraph><subparagraph id="id9860a174529e4d39a36ab7b4cc35579c"><enum>(E)</enum><text>awareness of emerging topics, issues, and trends related to the nursing workforce.</text></subparagraph></paragraph><paragraph id="ided3d78e16fce44959e2e237726d9a696"><enum>(4)</enum><header>Analysis and reporting</header><text>Analysis and reporting carried out pursuant to a grant or contract under this subsection may include—</text><subparagraph id="idd987bcabd7164ff9a4d376269ae65412"><enum>(A)</enum><text>collaborating with nursing workforce centers to produce or deliver educational materials and research with respect to the supply of nurses, the demand for nurses, and the capacity to educate and train the nursing workforce;</text></subparagraph><subparagraph id="id9afbf3461cb147a69b47a6354184b93d"><enum>(B)</enum><text>evaluating the programs and activities of the nursing workforce centers overall;</text></subparagraph><subparagraph id="id4f4fc0e440db4c5fbe08d5a38a67a4b2"><enum>(C)</enum><text>developing evidence-based or evidence-informed strategies and best practices to alleviate nursing workforce shortages across States and regions; and</text></subparagraph><subparagraph id="id25da6cf8cdce4326a83de57446f6914c"><enum>(D)</enum><text>conducting rapid data analysis and short-term, issue-specific research.</text></subparagraph></paragraph><paragraph id="id48d033de9fb94f84a9faa86c4774c999"><enum>(5)</enum><header>Technical assistance</header><text>Technical assistance provided pursuant to this subsection may include—</text><subparagraph id="idadbe1eaf39834fb0b00069cdf09c0d1e"><enum>(A)</enum><text>providing technical assistance to nursing workforce centers on the collection, analysis, and reporting of standardized supply, demand, and education and training data to inform analysis conducted pursuant to this subsection;</text></subparagraph><subparagraph id="id4e33bee9600641b8b52a3cd072289aaa"><enum>(B)</enum><text>collaborating with nursing workforce centers to identify and deliver evidence-based or evidence-informed strategies to alleviate nursing shortages and the maldistribution of nurses;</text></subparagraph><subparagraph id="idb25a931c582e48589ac5ced087af76c7"><enum>(C)</enum><text>providing online and in-person training opportunities for nurses and other staff at nursing workforce centers; and</text></subparagraph><subparagraph id="id2d0b8c2c62b94a8ab6b6e93673599a66"><enum>(D)</enum><text>developing and maintaining a website that—</text><clause id="id1c522f79e2e04d70ac3c03422833f626"><enum>(i)</enum><text>is accessible to grant and contract recipients under this section;</text></clause><clause id="id4e08775a8de34392aaabf8840683a794"><enum>(ii)</enum><text>supports resources for the provision of technical assistance under this section, such as—</text><subclause id="idfb1791285e63489f8d31976728701e72"><enum>(I)</enum><text>evidence-based or evidence-informed educational materials, tools, recent findings of interest, and links to relevant resources; and</text></subclause><subclause id="idac29a770adeb414c912cacbbe3d3e8a3"><enum>(II)</enum><text>logistical and administrative information, such as online trainings, webinars, and publications; and</text></subclause></clause><clause id="id06724b7f85284b74998b17b42197f7c6"><enum>(iii)</enum><text>includes a publicly accessible repository of webinars, tools, and resources.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body><endorsement><action-date date="20260728">July 28, 2026</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
